Donetsk self-defense forces agree to ceasefire until 0700 GMT Friday (monitoring by Russian and OSCE)

The leader of self-proclaimed Donetsk People's Republic in eastern Ukraine agreed to a ceasefire in the region until 10 a.m. local time on Friday. He stressed that the self-defense force's ceasefire will come only as a reciprocal move.
"The duration of the ceasefire is the same as announced previously - before 10 a.m. on June 27. During this period monitoring by Russian and OSCE representatives will be organized. We hope that during ceasefire from both sides we will be able to reach an agreement and start consultations on the process of peaceful settlement of the conflict," Aleksandr Boroday, prime minister of the self-proclaimed Donetsk People’s Republic said live on Rossiya 24 TV.

Earlier Ukrainian President Petro Poroshenko announced his plan to deescalate the conflict, announcing a unilateral ceasefire from June 20 until June 27, the day Kiev plans to sign the EU Association agreement.

The news on mutual ceasefire has been confirmed by former Ukrainian president Leonid Kuchma. "We agreed on bilateral ceasefire lasting until 10 a.m. on June 27," said Kuchma after taking part in talks on the conflict's settlement in Donetsk on June 23.

  1. Pro-Russia rebels in eastern Ukraine say they will observe a ceasefire until Friday morning, responding to the Ukrainian forces' unilateral ceasefire......

    The rebel announcement was made in Donetsk by Alexander Borodai, a leader of the self-styled "Donetsk People's Republic" which is defying Kiev.

    On Friday, Ukrainian President Petro Poroshenko announced a 15-point peace plan and declared a week-long truce.

    Mr Borodai was speaking after attending preliminary peace talks in Donetsk.

    The high-level talks also involved representatives of the other breakaway region - Luhansk - and Viktor Medvedchuk, an opponent of the Kiev authorities who is close to Russian President Vladimir Putin.

    Russia's Ambassador Mikhail Zurabov was also there, along with former Ukrainian President Leonid Kuchma, who is seen as a mediator for President Poroshenko. European mediators from the OSCE security organisation also participated.
    Conditions of truce

    Last week President Putin cautiously welcomed the Kiev ceasefire. The plan involves decentralising power, holding early elections, and creating a 10km (six-mile) buffer zone on the Ukrainian-Russian border.

    The rebels say they will not disarm until Ukrainian government troops have left the east. The militants still control key government buildings across Donetsk and Luhansk regions.

    "The ceasefire will take effect as announced earlier - until 10:00 (07:00 GMT) on 27 June," Mr Borodai said, referring to President Poroshenko's declaration on Friday. "During that time there will be ceasefire monitoring by Russia and the OSCE.

    "We hope that during the ceasefire both sides will manage to reach agreement and start consultations on how to proceed with talks and a peace settlement."................http://www.bbc.com/news/world-europe-27987156

  2. The U.N. Security Council will hold a meeting on Ukraine on Tuesday, June 24....

    The Council will convene at 10:00 local time, the Russian Mission to the U.N. said. It did not specify whether it will be held behind closed doors or not.

    The Council will hear U.N. Assistant Secretary-Generalfor Human Rights Ivan Simonovic’s report via conference call.

    At a news conference on Friday, June 21, Churkin said the Security Council might hold a meeting on Ukraine shortly to discuss not only the report of the Office of the U.N. High Commissioner for Human Rights (UNHCHR) but also the situation in the country in general.

    Commenting on the UNHCHR report released on June 18, Churkin said it had “not a scintilla of objectivity”. “Suffice it to read page one,” he said, adding that the report “copies completely the interpretation of facts by the Ukrainian authorities”.

    The report on Ukraine released by the Office of the High Commissioner for Human Rights contains no objective assessment of criminal activities conducted by Kiev which is carrying out a punitive operation against the peaceful population and ignores the death of civilians as a result of the operation, the Russian Foreign Ministry said.

    “There is no objective assessment of the criminal activities of Kiev which is conducting a combat operation, including with the use of aviation, heavy artillery and armoured vehicles, against the peaceful population. Observers have carefully overlooked the death of civilians as a result of the punitive operation in Donbass,” Foreign Ministry spokesman Alexander Lukashevich said.

    “Not a word was said to condemn the activities of the ‘National Guard’ and the Azov, Dnepr and other battalions of mercenaries which are violating the norms of international humanitarian law,” he said................http://en.itar-tass.com/world/737457
