All-out war in E. Ukraine, intl humanitarian mission needed (Russia’s UN envoy, Vitaly Churkin)

The situation in eastern Ukraine was described as a catastrophic, full-blown war by Russia's UN envoy, Vitaly Churkin, during the latest UN Security Council meeting. Russia has also called for an international humanitarian mission to be launched.

Fighting between Kiev’s army and self-defense forces intensified on Tuesday, with the Ukrainian military using heavy weaponry around Donetsk in eastern Ukraine. According to witnesses, the Ukrainian army resorted to multiple rocket launchers, including Uragan launchers and cruise missiles, RIA Novosti reported citing local militia.

Cruise missiles were spotted flying over the city of Gorlovka on Tuesday, while Uragan launchers were seen near the town of Snezhniy, witnesses told the news agency. Explosions reportedly caused by airstrikes were also heard within the city of Donetsk. 

Amid the increased violence, Russia called for an emergency UN Security Council session on the humanitarian situation in Ukraine on Tuesday.
Russia’s UN envoy proposed the deployment of an international humanitarian mission, along with Russian humanitarian aid under the auspices of the International Committee of the Red Cross (ICRC).
“We propose to send convoys of Russian humanitarian aid under the auspices of the ICRC, to Donetsk and Lugansk, as well as other towns in Ukraine, where internally displaced persons are concentrated in the eastern regions,” Churkin said....................http://rt.com/news/178248-un-churkin-ukraine-aid/

UNITED NATIONS, August 06. /ITAR-TASS/. The Russian Federation hopes that the UN and other international organizations will prevail on Kiev to accept the proposal about sending Russia's humanitarian aid to Ukraine, Vitaly Churkin, Permanent Representative of the RF at the UN, told Itar-Tass on Tuesday at the close of the emergency meeting of the UN Security Council.   

During the meeting, the diplomat suggested that convoys with Russian humanitarian aid supplies be sent, accompanied by officials of the International Committee of the Red Cross (ICRC), to Donetsk and Lugansk, as well as to Ukraine's other cities which have a large number of forced migrants. Churkin said appropriate official messages had been sent directly to the ICRC, as well as to the UN, the Organization for Security and Cooperation in Europe, and the Council of Europe.
"With the assistance of international organizations and humanitarian agencies, we seek to convince Kiev that it is essential to render aid to its own people. Herein is our proposal the point is not to pass some resolution or make do something and so on but secure that they still explain it to the Ukrainian side that Russia wants to help and that Russian humanitarian aid can be used with the assistance of international organizations," Churkin said.

    Liu Jieyi made the remarks at an emergency meeting of the UN Security Council on the situation in Ukraine.

    He stressed that China is concerned by the civilian casualties resulting from the ongoing tension in some areas of eastern Ukraine.

    "We hope that the international community would play a constructive role in easing the humanitarian situation in eastern Ukraine," Liu said. "We hope that the UN humanitarian agencies would strictly abide by the principles of neutrality and objectivity."

    The ambassador pointed out that there is an urgent need to engage in political consultation and comprehensive dialogue with a view to realizing a ceasefire as soon as possible.

    "The parties concerned should remain calm and restrained, increase dialogue and consultations on the basis of initiatives including the Geneva consensus, meet each other halfway, give full play to the role of the current dialogue and liaison mechanism, and seek a comprehensive settlement through peaceful means," Liu said.

    "A political settlement of the Ukraine crisis should give full accommodation to the legitimate claims of various regions and ethnic groups, so as to achieve a balance of their interests," he said.

    The Chinese envoy called on the international community to do more to promote peace, dialogue and the creation of favorable conditions for the parties concerned to maintain dialogue and engagement.

  2. Moscow Suggests Sending Humanitarian Aid Convoys to Ukraine Monitored by Red Cross...

    Russia suggests sending an international humanitarian mission to eastern Ukraine that will be protected and sponsored by the Red Cross and escorted by the organization’s representatives, Russia’s UN envoy Vitaly Churkin said Tuesday at an emergency UN Security Council session on the humanitarian situation in violence-torn Ukraine.

    “We suggest sending convoys of Russian humanitarian aid – under the auspices and accompanied by the ICRC [International Committee of the Red Cross] – to Donetsk and Luhansk, as well as to other cities of Ukraine where the internally displaced people from eastern regions [of Ukraine] are located,” Churkin said.

    He added that Russia is ready for a total transparency and wants the International Committee of the Red Cross to monitor the loading of convoys, to escort them on the itinerary and to handle the distribution of aid.

    “According to our assessment, alimentary goods, drugs, medical equipment, water cleaning systems, electrical generators are most needed,” Churkin said, calling on the international community to undertake all the necessary measures to provide the population of eastern Ukraine with humanitarian aid.

    Churkin reminded that Russian Foreign Minister Sergei Lavrov sent official requests to the OSCE, the Council of Europe, the International Committee of the Red Cross (ICRC) and the UN to establish a humanitarian mission in southeastern Ukraine.

    Russia’s UN envoy also stressed that “Russia’s numerous calls to establish humanitarian corridors to withdraw civilians and children, and first and foremost seriously ill orphans, as well as to send Russian humanitarian aid, have been cynically rejected by Kiev.”
