Kerry warns Iraqi PM Maliki not to cause trouble / Obama Administration Sending Weapons To Kurdish Forces In Iraq

U.S. Secretary of State John Kerry on Monday warned Iraqi Prime Minister Nuri al-Maliki not to cause trouble as Washington threw its weight behind President Fuad Masum, Agence France-Presse reported.
"We stand absolutely squarely behind President Masum (who) has the responsibility for upholding the constitution of Iraq," he said in Sydney.

"Our hope is that Mr. Maliki will not stir those waters," Kerry said.


Kerry also said that the formation of an Iraqi government was critical for stability.

“The government formation process is critical in terms of sustaining stability and calm in Iraq, and our hope is that Mr Maliki will not stir those waters,” Kerry told reporters in Sydney ahead of an annual Australia-United States Ministerial Consultations (AUSMIN).
“One thing all Iraqis need to know, that there will be little international support of any kind whatsoever for anything that deviates from the legitimate constitution process that is in place and being worked on now.”

New government request

Meanwhile, a member of Shi’ite Maliki’s State of Law parliamentary bloc said that Iraq’s president must ask Maliki to form a new government or risk violating the constitution, according to Reuters news agency.
The comments came shortly after a senior Iraqi official said that the decision by Iraq’s highest court that could pave the way for Maliki to serve a third term is “very problematic.”
“This will make the situation very, very complex,” the official who asked not to be named due to sectarian sensitivities in Iraq, said.

Senior U.S. officials say the Obama administration has begun directly providing weapons to Kurdish forces who have started to make gains against Islamic militants in Iraq.
     
The U.S. previously had insisted on only selling arms to the Iraqi government. The officials wouldn't say which U.S. agency is providing the arms or what weapons are being sent, but one official said it isn't the Pentagon. The CIA has historically done similar arming operations.................................

  1. Iraqi president nominates Haider Abadi as new PM ...

    Iraqi President Fuad Masum charged the new Prime Minister-designate Haider al-Abadi with forming a new government, according to Al Arabiya News Channel in a move that the present Prime Minister Nouri al-Maliki said he rejected outright.

    The decision came shortly after al-Abaidi was nominated by Iraqi National Alliance as prime minister.

    Shortly after his appointment, as the situation appeared unclear, the United Nations urged Iraqi army to stay out of the political process in Baghdad.

    However, a member of former Iraqi PM Maliki's political bloc said “we will not stay silent” over Abadi’s nomination.

    “The National Alliance has named Haidar al-Abadi as its candidate for prime minister,” a lawmaker said.

  2. UN chief urges Iraq political leaders to form new government ...

    10 August 2014 – Secretary-General Ban Ki-moon has called on all Iraqi political parties to work towards the formation of a new government that would be able to confront the threat from the armed group, the Islamic State (IS).

    In a late night statement yesterday from his spokesperson, Mr. Ban called on the political parties “to abide by the constitutional timeline that governs the nomination of the Prime Minister.”

    He also called for “reason and wisdom to prevail” and urged all leaders in Iraq to form “a broad-based government that is acceptable to all components of Iraqi society.”

    Such a government should be able to mobilize the nation to confront the threat from IS in a way that will bring security and stability to the whole country, Mr. Ban added.

    Iraqi politicians on 15 July chose Salim al-Jubour as the new Speaker of the Council of Representatives, and Fuad Ma'soum as the new President on 24 July. Per the Iraqi Constitution, the political leaders have until the end of today to nominate a Prime Minister, who would then form a new Government.

    In his statement, Mr. Ban noted that as the Organization and the international community are closely following the political developments in Iraq, he also remains “deeply concerned” about the evolving humanitarian and security situation in the country.

    The situation remains particularly dire on Jebel Sinjar, or Sinjar Mountain, where an estimated 50,000 people, many of them women, children and the elderly, are believed to be trapped since ISIL displaced them from their homes one week ago.

    Aid workers are particularly concerned about high temperatures in the northern area. Those can reach 50 degrees Celsius (120 degrees Fahrenheit) at this time of year.

    Vice President Joe Biden called Iraqi Prime Minister-designate Haider al-Abadi to congratulate him on his nomination to form a new government and develop a national program pursuant to Iraq’s constitutional process. The Prime Minister-designate expressed his intent to move expeditiously to form a broad-based, inclusive government capable of countering the threat of the Islamic State of Iraq and the Levant, and building a better future for Iraqis from all communities. The Vice President relayed President Obama’s congratulations and restated his commitment to fully support a new and inclusive Iraqi government, particularly in its fight against ISIL. The two leaders also discussed practical steps towards fully activating the bilateral Strategic Framework Agreement in all of its fields, including economic, diplomatic, and security cooperation. Prime Minister-designate Abadi thanked Vice President Biden for the call, and they agreed to stay in regular communication as the government formation process proceeds.

    La communauté internationale a unanimement salué la nomination du nouveau Premier ministre irakien Haïdar al-Abadi. Mais l’ancien chef du gouvernement Nouri al-Maliki assure qu’il ne quittera pas son poste.

    Le Premier ministre sortant irakien Nouri al-Maliki a affirmé mercredi 13 juillet qu’il resterait au pouvoir en attendant la décision de la cour fédérale. L’ancien chef du gouvernement a saisi l’institution judiciaire après la désignation de Haïdar al-Abadi à son poste.

    "Je confirme que le gouvernement [sortant] est maintenu et il ne sera pas remplacé, sans décision de la cour fédérale", a déclaré Nouri al- Maliki, qui estime avoir la légitimité pour un troisième mandat à la tête du gouverbement irakien, dans son allocution hebdomadaire télévisée.

    Maliki apparaît pourtant seul, lâché par tous.
