Putin reveals "7-point plan" for ceasefire in Ukraine / France halts warship delivery to Russia

The plan was announced after his telephone conversation with Ukranian President Petro Poroshenko earlier in the day on Wednesday.
RT is reporting that Putin told journalists he had "outlined some ideas and a plan of action" while on his way to Ulan-Bator in Mongolia.

According to the website, the plan envisages militias ceasing military advances in the Donetsk and Lugansk regions; pro-Kiev armed forces withdrawing to a distance that excludes the possibility of shelling settlements; implementation in full and objective international control over ceasefire observation and monitoring; as well as exclusion of the use of combat aircraft against civilians and villages.


Putin further proposes prisoner/captive-exchange via an "all-in-all formula, without preconditions, humanitarian corridors for refugees movement and delivery of humanitarian aid across Donetsk and Lugansk regions, and direct repair-crew access to destroyed social and transit infrastructure with supportive aid.

  • Putin also "expressed hope that final agreements between Kiev and militia in southeastern Ukraine could be reached and secured at the coming meeting of the so-called contact group on September 5."
“I hope the leaders of Ukraine will support the anticipated progress in bilateral relations,” Russia’s president said, and "called on Ukraine to take an active part in the work of the contact group for a final and comprehensive settlement of the situation in the southeastern Ukraine, of course, with full and unconditional assurance of the legitimate rights of the people who live there.”

Commenting on the phone call with the Ukrainian president, Putin stressed that their views on ways to resolve the conflict "are aligned," RT reported.

After the conversation earlier on Wednesday, Kiev said an agreement was reached on "a permanent ceasefire," but later retracted it, with the new wording talking of a ceasefire “regime," the website said, and explained that "the Russian and Ukrainian languages use the word to mean 'mode', signifying the possibility of a softer, less permanent version of the previous suggestion."

Also speaking earlier in the day, Putin’s spokesperson Dmitry Peskov said the original wording was not applicable "because Russia is not a party to the violence."

  • France halts warship delivery to Russia...

France has said conditions are "not right" for delivery of the first of two Mistral assault navy ships to Russia.
President Francois Hollande's office blamed Moscow's recent actions in Ukraine.
France had until now resisted pressure to halt the delivery.
Correspondents say the EU has struggled to tighten sanctions against Russia, restricting itself to travel bans and asset freezes against individuals.

    Intervenant à Tallinn il a déclaré que l'OTAN devait aider à renforcer l'armée ukrainienne. Il a ajouté que l'alliance devait « laisser la porte ouverte » à de nouveaux membres pour les aider à faire face à « l'agression russe ».

  2. France says cannot deliver Mistral warship to Russia over Ukraine...

    France has suspended the delivery to Russia of the first of two Mistral helicopter carrier ships, due to events in eastern Ukraine.

    “The situation is serious. Russia’s recent actions in the east of Ukraine contravene the fundamental principles of European security,” said a statement from the office of President Francois Hollande.

    "The president of the Republic has concluded that despite the prospect of ceasefire, which has yet to be confirmed and put in place, the conditions under which France could authorise the delivery of the first helicopter carrier are not in place."

    The two ships were commissioned by Russia in 2011 at the cost of $1.6 billion. The first of these, the Vladivostok, was due to come into service at the end of this year, with the second, the Sevastopol, due to be completed in 2015.

    While Moscow officials earlier admitted that in terms of efficiency and versatility the cutting-edge Mistral has no equivalent in the Russian navy, the deal was always considered controversial, as France was a Cold War adversary, and is a founding member of NATO.

    France’s suspension does not fall under the sectoral sanctions the EU and the US imposed upon Russia for purported meddling in the armed conflict in eastern Ukraine, introduced last month. That raft of sanctions did not cover deals signed before their imposition.

    As the rift over Ukraine has widened, Russian officials have repeatedly said that they would accept the French government’s failure to deliver the ships, as long as it paid the penalty for breaking the contract, approximately equivalent to the cost of the ships.

      L’Élysée a annoncé mercredi que les conditions n’étaient pas réunies pour que la France autorise la livraison du premier navire Mistral commandé par la Russie, prétextant notamment l’aggravation de la situation en Ukraine.

      Dans un communiqué publié mercredi 3 septembre, l’Élysée estime que les conditions pour que la France autorise la livraison du premier des deux navires de guerre Mistral commandés par la Russie "ne sont pas à ce jour réunies". Une décision prise notamment en raison de l'aggravation de la crise ukrainienne.

      Devant "la situation en Ukraine", qualifiée de "grave", le "président de la République a constaté que, malgré la perspective d'un cessez-le-feu qui reste à confirmer et à être mis en œuvre, les conditions pour que la France autorise la livraison du premier BPC (Bâtiment de projection et de commandement, NDLR) ne sont pas à ce jour réunies", précise ce document émis à l'issue d'un conseil restreint de Défense.

  3. President Vladimir Putin’s peace plan for settling the conflict in eastern Ukraine is not a dogma, its main goal is to establish peace, presidential spokesman Dmitry Peskov said on Wednesday....

    “We hope that the plan will be accepted as the basis in full or in part, that’s not so important. The plan proposed by Putin is not a dogma that is imposed upon anyone. The main point is to achieve the ultimate goal - ceasing fire, satrting talks, and making joint efforts to alleviate the appalling humanitarian situation,” Peskov told the Russian News Service.

    Moscow is ready to take practical steps toward the de-escalation of the conflict in Ukraine in line with the plan proposed by Russian President Vladimir Putin on Wednesday, Foreign Minister Sergei Lavrov said Thursday.

    "We hope these calls will be heard especially by Kiev, Donetsk and Luhansk. We are ready to ensure practical steps toward de-escalation together with the OSCE," Lavrov said at a meeting with Organization for Security and Cooperation in Europe (OSCE) Parliamentary Assembly President Ilkka Kanerva.
