Ukraine submits bill on self-rule for separatist east

Ukrainian President Petro Poroshenko on Sept. 16 formally submitted to parliament a bill offering limited self-rule for the country's separatist east.
     
The legislation is part of a peace plan signed with pro-Russian insurgents on September 5 aimed at ending five months of bloody conflict.
     
Under the proposals unveiled by Poroshenko on Sept. 15, the rebel-held Lugansk and Donetsk regions will be granted broader autonomy for three years.
     
They will also be able to use Russian in state institutions and conduct local elections on November 9, according to media reports.

     
The bill further permits the regions to "strengthen good neighbourly relations" between local authorities and their counterparts in Russia.
     
The bill also promises to help restore damaged infrastructure and to provide social an economic assistance to particularly hard-hit areas.
     
Poroshenko's website said Monday the proposals would pave the way for decentralisation while guaranteeing "the sovereignty, territorial integrity and independence of our state".
     
Another draft bill was submitted on Tuesday to grant amnesty to "participants of events in the Donetsk and Lugansk regions" -- appearing to apply to both the insurgents and Ukrainian government troops.

  1. Ukraine's parliament has granted self-rule to parts of eastern regions held by pro-Russian rebels, as well as an amnesty for the fighters themselves....

    The measures are in line with the 5 September ceasefire agreement signed by President Petro Poroshenko.

    The European and Ukrainian parliaments also voted to ratify a major EU-Ukraine association agreement.

    Meanwhile, Russia said it needed to boost troops in Crimea - Ukraine's peninsula annexed by Moscow in March.

  2. Le Parlement ukrainien a adopté mardi un projet de loi garantissant une plus grande autonomie aux régions séparatistes prorusses de l'est du pays, qui fixe aussi des élections locales dans ces régions le 7 décembre....
    Les députés ont également adopté un projet de loi garantissant l'amnistie, sous conditions, aux combattants engagés dans l'est de l'Ukraine depuis le début du conflit voici cinq mois. (Belga)

  3. The Ukrainian parliament on Tuesday approved two bills offering major concessions to independence-seeking insurgents and more autonomy to eastern regions, where unrest has been raging since mid-April.

    The bill to grant amnesty to detained insurgents, who participated in the violent confrontation with government troops, was backed by 287 of 342 lawmakers present at the assembly.

    The new law would apply only to those insurgents, who have not committed "serious crimes" such as murder or torture.

    The other bill, submitted to the parliament by Ukrainian President Petro Poroshenko, which offers a "special status" to regions in eastern Ukraine for three years, was approved with 277 votes in favor.

    The "special status" of the regions increases the authority of local communities by transferring more economic, financial and administrative powers to the regional governments.

    The new law provides for the holding of local elections in the region on Dec. 7 and enables local communities to take part in the appointment of heads of regional prosecutor offices and courts.

    It also gives legal instruments to regional governments for self-rule in issues related to economic, social and cultural development of the area.

    In addition, the law introduces a special economic system aimed at rehabilitating the region's industry, transport and social infrastructure as well as creating new jobs and attracting investment and loans.

    The law also guarantees the right to use Russian and other regional languages in public and private life and envisages support for learning and free development of those languages.............http://www.globaltimes.cn/content/881754.shtml
