Kiev Has $3.1 Billion to Pay Off Russian Gas Debt (Arseniy Yatsenyuk, Ukrainian Prime Minister)

The Ukrainian government has accumulated $3.1 billion on its accounts to pay off the debt for gas supplies from Russia, Ukrainian Prime Minister Arseniy Yatsenyuk said Sunday.

"We have the funds – the government has accumulated $3.1 billion on [its] accounts," Yatsenyuk told the Ukrainian 1+1 TV channel, discussing funds Ukraine could use to pay for Russian gas deliveries.
Ukraine is now facing the approaching winter with low natural gas reserves. In June, Russian energy giant Gazprom switched Ukraine to a prepayment system for gas deliveries in light of Ukraine's gas debt, which is estimated at over $5 billion.

In September, during ministerial talks in Berlin, Russia and the European Commission proposed a so-called winter package, which stipulated that Ukraine was to pay off $3.1 billion of its debt by the end of 2014 in exchange for gas supplies in the winter. Russia also insisted that Ukraine pay the first tranche of $2 billion before the start of the deliveries.

On October 13, Russia said it was ready to offer Ukraine a more flexible schedule for the debt repayment, according to which Kiev should pay $1.45 billion in the first installment of $3.1 billion, with the rest of the debt to be paid by the year-end. However, Ukraine refused to make any advanced payment for Russian gas supplies, insisting for payments to be made upon delivery.

    L'Ukraine dispose sur ses comptes de 3,1 milliards de dollars que Kiev pourrait utiliser pour rembourser la dette pour le gaz russe, a communiqué le premier ministre Arseni Iatseniouk.

    Intervenant en direct à la télévision ukrainienne il a noté que 16,7 milliards de mètres cubes de gaz étaient actuellement stockés dans les entrepôts.

    A l'issue du sommet de l'ASEM à Milan Vladimir Poutine a déclaré que la Russie irait à la rencontre de Kiev en ce qui concerne la dette pour le gaz et comptait que l'UE aiderait l'Ukraine à combler la pénurie de finances. Selon le président, Moscou n'a pas encore reçu au moins 5,5 milliards de dollars de dettes de la part de l'Ukraine, mais était prêt à recompter cette somme.

  2. Ukraine Promises Russia to Find Funds to Pay for Winter Gas Supplies: Novak ...

    Ukraine does not guarantee gas pre-payment, but has promised Russia to find funds to pay for winter gas deliveries in the amount of 4 billion cubic meters, Russian Energy Minister Alexander Novak said Thursday.

    "Today it has been announced that Ukraine will find these funds. Such talks were held with the European Commission, with international financial organizations. We were told that Ukraine will find funds [to pay] for 4 billion cubic meters," Novak said following the results of the trilateral gas talks in Brussels.

    According to Novak, Russia is ready to sign the winter deliveries plan, if Ukraine agrees to prepayment system.

  3. Ukraine gives no guarantees on paying off its Russian gas debt....

    After 12 hours of intense trilateral negotiations in Brussels, Ukraine has failed to provide written guarantees on finding funds to pay off its gas debt before Gazprom and pay in advance for future supplies.

    The Russian delegation has left the Belgian capital, while the missions of Ukraine and the European Commission continue talks. A source close to negotiations said Russia is ready to come back to Brussels on Thursday if Kiev and the EC agree on financial guarantees.
