  1. Russian Defense Minister Sergey Shoigu signed a military cooperation deal with Iran on Tuesday that his Iranian counterpart touted as a joint response to US "interference."...

    The deal provides for joint exercises and military training, as well as "cooperation in peacekeeping, maintaining ­regional and international ­security and stability, and fighting against separatism and extremism," the Iranian defense ministry website said.

    Shoigu is the most senior Russian military official to visit Tehran since 2002, according to Iranian media, and the agreement comes with both countries facing Western sanctions.

    Defense Minister Hossein Dehqan told state television that Iran and Russia had a "shared analysis of US global strategy, its interference in regional and international affairs and the need to cooperate in the struggle against the interference of foreign forces in the region."

      Whoever wins Greece's general election on Sunday, Europe will have to take urgent action to tackle the country's mountain of debt before it buries the rest of the eurozone, analysts say.

      Alexis Tsipras, head of the far-left Syriza party that leads in the polls, has alarmed EU capitals by pledging to ditch austerity measures and renegotiate the debt left by two huge international bailouts.

      The risk of Greece crashing out of the euro is unlikely irrespective of the result, analysts say, as Athens and Brussels would probably strike a deal despite the fiery rhetoric on both sides.

    Mr Obama said in the annual State of the Union address that a US led coalition of countries is stopping the advance of the IS group.

    He called on Congress to show the world that we are united in this mission by passing a resolution to authorise the use of force against IS.

    Mr Obama has also warned Congress that any move to impose new sanctions on Iran could scupper delicate negotiations aimed at reaching a complex nuclear deal.

    "New sanctions passed by this Congress, at this moment in time, will all but guarantee that diplomacy fails ," Mr Obama said.

    Japanese air force jets are scrambling at a record pace to counter Chinese fighters intruding into its air space along its southern flank and Russian bombers and spy planes probing its northern defenses, the Defence Ministry said on Tuesday.

    Chinese fighter flights have increased in and around the energy-rich East China Sea, where Japan and China both lay claim to a group of islets.

    In the nine months ending Dec. 31, Japanese fighters scrambled 744 times, 32 percent more than the same period the previous year, the ministry said.     The United Nations Security Council will hold an open meeting on Wednesday dedicated to the situation eastern Ukraine.

    The meeting, the 27th one since the outbreak of the Ukrainian crisis, will take place when a meeting between the Normandy Four (Russia, Ukraine, Germany and France) foreign ministers in Berlin is over.

    The United Nations Security Council meeting was initiated by Lithuania, a non-permanent member of the Security Council.     Japanese Prime Minister Shinzo Abe was rushing home from the Middle East Wednesday (Jan 21) to take charge of Tokyo's response after militants threatened to kill two nationals unless he pays a US$200 million ransom.

    A defiant Abe vowed he would not bow to "terrorism" as Japan was thrust abruptly into the conflict gripping Syria and Iraq, where militants have seized control of large areas.

    "I strongly demand that they not be harmed and that they be immediately released," he told a news conference in Jerusalem. "The international community will not give in to terrorism and we have to make sure that we work together."

  7. Mogherini Condemns Blocking Humanitarian Aid to Ukraine ...

    The humanitarian aid not reaching the crisis-torn parts of Ukraine is shameful, EU foreign policy chief Federica Mogherini said Monday during the event at Brookings Institution in Washington, D.C.

    “Our [the EU] role is to try and support your [Kiev’s] efforts to reach the resolution to the conflict that is first of all in interest of people of Ukraine which is also the people of eastern Ukraine,” Mogherini stated adding that the efforts include both political and humanitarian levels, including ensuring that the humanitarian aid from Kiev gets to the conflict zones. “Which is something at the moment is not allowed, which is a shame.”

    Mogherini’s comment comes as a response to Ukraine's ambassador to the US, Olexander Motssyk’s question whether the EU would designate Donetsk and Luhansk people’s republics (DPR and LPR) as terrorist organizations.

  9. Ukraine plans to boost armed forces by 68,000 personnel: PM Yatseniuk ...

    A law is being prepared to increase the size of the Ukrainian armed forces by 68,000 personnel to a total of 250,000, Prime Minister Arseny Yatseniuk said on Wednesday.

    Of this figure, 204,000 would be soldiers, he said at a government meeting.

    Yatseniuk spoke after a surge in violence in Ukraine's eastern territories where government forces are fighting Russian-backed separatists, including clashes on Tuesday which Kiev says followed attacks by Russian regular troops.

    Prime Minister Manuel Valls on Wednesday announced France would adopt new counter-terrorism measures in the wake of the deadly Paris attacks earlier this month, including strengthening intelligence services and preventing youth radicalisation.

    Valls said the government would hire around 2,600 new personnel and spend an additional 425 million euros ($490 million) over three years as part of “exceptional measures” to fight terrorism on different fronts.

    Kiev does not have anything to negotiate at the talks in Berlin, as everything was coordinated and signed last September in Minsk, President Petro Poroshenko said on Wednesday ahead of the forthcoming ‘Normandy Quartet’ meeting on Ukrainian conflict settlement.

    Along with it, he said there can be no military solution to the conflict in Ukraine.

  16. EZB plant zweijähriges QE-Programm in Höhe von €50 Mrd. im Monat ...

    Die Europäische Zentralbank (EZB) plant ein zweijähriges Programm quantitativer Lockerung (QE). Demnach sollen monatlich Anleihen im Wert von bis zu 50 Milliarden Euro vom Markt gekauft werden, berichtete The Wall Street Journal am Mittwoch unter Berufung auf „gut informierte Quellen“.

    „Die Summen und Details des Programms sind noch nicht endgültig. Bei der Prüfung dieses Vorschlags durch alle Mitglieder des EZB-Exekutivrates könnten Änderungen beschlossen werden“, hieß es in dem Beitrag.

    Die EZB wollte die Angaben vorerst nicht kommentieren. Nach den der Wirtschaftsnachrichtenagentur Bloomberg vorliegenden Angaben soll das QE-Programm frühestens im März dieses Jahres starten und im Dezember 2016 zu Ende gehen.

    Analysten rechnen damit, dass die EZB das Programm in nächster Zeit bekannt gibt. Das Ziel der quantitativen Lockerung besteht darin, die schwächelnde Wirtschaft Europas zu stimulieren.

    Diplomats from Russia and Ukraine agreed Wednesday to pull back their heavy weapons from an agreed demarcation line, just hours after separatist forces deployed more arms and manpower to an emerging flashpoint in eastern Ukraine.

    German Foreign Minister Frank-Walter Steinmeier, who hosted a meeting of his counterparts from Russia, Ukraine and France, said the four parties had agreed that the demarcation line defined in the Minsk agreement of September last year should form the basis for the withdrawal.     Nine people died and nine others were wounded early on Thursday when a shell hit a tram stop in the city of Donetsk, eastern Ukraine, a defense ministry spokesman of the self-proclaimed Donetsk people’s republic said.

    According to preliminary data, the shelling which occurred at around 8.30 a.m. local time (0530 GMT) came from a minibus with the use of mortars. As a result, a trolleybus and a car caught fire.

  22. No agreement yet in Ukraine cease-fire talks ....

    Russia, Ukraine, France and Germany failed to come to an agreement in Berlin on Wednesday, but made progress for a political solution to the crisis in eastern Ukraine, according to the German foreign minister.

    The four countries’ foreign ministers gathered in the German capital for a mini-summit in order to reach a deal on an immediate cease-fire in eastern Ukraine.

    "In my opinion, there has been tangible progress in our meeting," German Foreign Minister Frank-Walter Steinmeier told reporters, following the meeting in Villa Borsig, the guest house of the German Foreign Ministry.

    "We have agreed on the line of contact, the withdrawal of the heavy weapons and an immediate meeting of Trilateral Contact Group to implement the Minsk cease-fire agreement.     Markets are counting on the European Central Bank to unveil a massive stimulus program on Thursday. It is the last arrow in the central bank's quiver - but will it be enough and have the same effect it's had in the US?

    The European Central Bank is widely expected to launch a controversial new bond-buying program at its first policy meeting this year on Thursday, soothing investors but annoying critics who see it as tantamount to letting governments off the hook for racking up too much debt.

    Known as quantitative easing, the stimulus tool is widely regarded as a last-ditch effort by the ECB to spur growth in the eurozone and raise inflation to a level just under 2 percent.

    The central bank has been trying hard to encourage lending to companies by lowering its key interest rates to near zero, but those cuts have not had the intended effect.

    "Bond purchases are the last tool at the ECB's disposal," said Marcel Fratzscher, who heads the Berlin-based German Institute for Economic Research.     (Reuters) - The U.S.-led coalition fighting Islamic State could need up to two years to expel the militant group from Iraq whose own forces are still months away from launching proper combat operations, Britain's foreign minister warned on Thursday.

    Speaking before he hosted a meeting of 21 coalition members in London, Foreign Secretary Philip Hammond said the task of pushing IS back in Iraq would be slow and that Iraqi forces were getting better but were still some way off from being able to launch a major ground offensive.

    "This isn't going to be done in three months or six months.     He said the bank will buy €60 billion in assets a month from March until September 2016.

    Treize civils ont péri dans un bombardement qui a frappé un bus à Donetsk, selon les services d'urgence locaux.     The leader of Greek left-wing party Syriza says an end to "national humiliation" is near, as opinion polls put the party ahead three days before the general election.

    Alexis Tsipras asked supporters for a clear mandate to enable him to end the country's austerity policies.

    Defense Secretary Chuck Hagel has ordered the first group of about 100 U.S. troops to head to the Middle East in the next few days to establish training sites for Syrian opposition fighters battling Islamic State militants, the Pentagon said Friday.

    Admiral John Kirby, the Pentagon press secretary, said the troops, mostly special operations forces, were authorized last week and would begin arriving in countries outside Syria in the coming days, with a subsequent wave of several hundred military trainers following in the weeks thereafter.

    The U.S. focus in the campaign against Islamic State has been mainly on Iraq, with the exception of a large number of air strikes to support Kurdish fighters trying to prevent the takeover of the Syrian town of Kobani near the Turkish border.

    Kirby said on Friday that Kurdish forces now control about 70 percent of Kobani, which was seen a few months ago as being near collapse, with much of it in the hands of Islamic State.

    Korruption und Vetternwirtschaft – trotz aller Reformen hat die Regierung von Antonis Samaras dagegen so gut wie nichts unternommen. Das wird ihm jetzt zum Verhängnis.

    Dass es so schlecht läuft an diesem Abend, haben wohl selbst die Pessimisten in der Partei nicht erwartet. In Bussen werden viele Anhänger von Ministerpräsident Antonis Samaras angeliefert, auch Mitglieder aus der Jugendorganisation der Nea Dimokratia. Ein junger Mann, Pollunder, Polohemd, steht vor dem Eingang der Olympischen Sporthalle im Süden von Athen. Er telefoniert hektisch: "Wo bleiben die anderen?"

    Schließlich sind es einige Hundert Jugendliche, die mit weiß-blauen hellenischen Flaggen in das Stadion einziehen. Eine der Tribünen füllt sich, im restlichen Zuschauerraum aber ist bei weitem nicht jeder Stuhl besetzt. Knapp 4.000 Plätze sollten eigentlich zu füllen sein von der Regierungspartei in Griechenland auf ihrer zentralen Abschlusskundgebung dieses Wahlkampfs.   49. Griechenland und der Euro: Keine Bindung auf ewig ...

    Das in den Umfragen führende Linksbündnis Syriza will die Vereinbarungen mit den internationalen Geldgebern aufkündigen, den Sparkurs rückgängig machen und die Schulden nicht mehr bedienen. Wie soll man dann mit Griechenland umgehen? Aus dem Euro schmeißen? Die offizielle Antwort lautet: rechtlich unmöglich und politisch von niemandem gewollt. In der Praxis würde es reichen, wenn die EZB den Geldhahn zudreht.

    Zu Jahresbeginn gab es aus Berlin eine dieser unbestätigten Meldungen aus "gut informierten Kreisen": Die Bundesregierung könne sich einen Austritt Griechenlands aus der Währungsunion vorstellen. Die Risiken für die Eurozone seien mittlerweile beherrschbar. Das Dementi kam prompt, dennoch sah das jeder in Brüssel als einen Warnschuss vor den Bug einer möglichen Linksregierung in Athen.

    Die EU-Kommission versuchte auch, der Debatte sofort den Boden zu entziehen: Artikel 140, Absatz 3 des EU-Vertrages sagt, die Mitgliedschaft in der Eurozone ist unwiderruflich, so Kommissionssprecher Margaritas Schinas - was nicht so ganz stimmt, denn der besagte Absatz bestimmt lediglich, dass der Wechselkurs für ein neues Euromitglied unwiderruflich festgelegt wird.
    Erst aus der EU, dann aus dem Euro

    Die Wahrheit ist, dass ein Verlassen der Währungsunion überhaupt nicht geregelt ist. Weder per Rausschmiss noch ein freiwilliger Austritt: "Es gibt also keine Euro-Ausstiegsklausel", bestätigt der Brüsseler Polititologe Janis Emmanouilidis die rechtliche Grauzone.

    Denkbar wäre das lediglich über einen Umweg. Das betreffende Land tritt aus der Europäischen Union aus, denn das wiederum ist - allerdings auch erst seit 2009 - geregelt. Mit der EU-Mitgliedschaft erlischt automatisch auch die Mitgliedschaft in der Währungsunion.     Bundesbank-Chef Jens Weidmann erinnerte Griechenland an seine finanziellen Verpflichtungen gegenüber den Geldgebern. "Ich hoffe, dass die neue griechische Regierung keine illusionären Versprechungen macht, die sich das Land nicht leisten kann", sagte das das EZB-Ratsmitglied im Bericht aus Berlin in der ARD. Das Land sei nach wie vor auf Unterstützung durch ein Hilfsprogramm angewiesen. "Und das heißt natürlich auch, dass es ein solches Programm nur geben kann, wenn die Verabredungen auch eingehalten werden."

    Weidmann äußerte sich skeptisch zu den Kernforderungen von Syriza-Chef Alexis Tsipras, der den von den internationalen Geldgebern verordneten Sparkurs beenden und einen weitgehenden Schuldenerlass erreichen will. "Für mich ist entscheidend, dass die griechischen öffentlichen Finanzen dauerhaft tragfähig sind. Solange das nicht der Fall ist, würde auch ein Schuldenschnitt nur eine kurze Atempause gewähren", sagte der Bundesbankpräsident.

  78. Russia's foreign minister struck a defiant note Monday after Western leaders threatened to further punish Moscow for escalated fighting in eastern Ukraine over the weekend...

    Russian Foreign Minister Sergey Lavrov told journalists that rocket shelling Saturday in the city of Mariupol, which left at least 30 people dead, was a tragedy that was being manipulated to "whip up anti-Russian hysteria" in the West.

    The ruble tumbled by almost 3 percent on news of more possible sanctions against Russia, dropping to 65.5 to the dollar from 63.7.

    Lavrov blamed Kiev for the uptick in violence, and said that the rebels were only responding to a government offensive.

    1. Il presidente polacco Bronislaw Komorowski ha invitato l'Unione Europea a prendere in considerazione sanzioni più severe contro la Federazione Russa in relazione con l'escalation della situazione in Ucraina...

      Komorowski ha inoltre affermato che i fatti di Mariupol "cancellano" di fatto gli accordi di Minsk.

      Sabato scorso l'ufficio stampa dell'operazione speciale ucraina nel Donbass (ATO) aveva segnalato il bombardamento della periferia orientale di Mariupol da parte delle forze separatiste. Tuttavia gli indipendentisti avevano negato le accuse di Kiev. A sua volta il vicepresidente del Parlamento della Repubblica di Donetsk Denis Pushilin aveva definito le accuse contro la milizia del Donbass per il bombardamento di Mariupol una “provocazione”.

      Nel bombardamento hanno perso la vita 30 persone, mentre sono rimaste ferite 92.

    According to an EU communique published Tuesday, in view of the worsening situation in Ukraine the EU Foreign Affairs Council will consider further actions, in particular on restrictive measures on Russia....

    The leaders of the European Union have called on their foreign ministers to consider new sanctions against Russia to ensure the fulfillment of the Minsk agreements in Ukraine, according to an EU communique published Tuesday.

    “In view of the worsening situation we ask the upcoming Foreign Affairs Council to assess the situation and to consider any appropriate action, in particular on further restrictive measures, aiming at a swift and comprehensive implementation of Minsk agreements,” the communique reads.

    “We express our concern about the deteriorating security and humanitarian situation in eastern Ukraine. We condemn the killing of civilians during the indiscriminate shelling of the Ukrainian city of Mariupol on 24 January 2015. We note evidence of continued and growing support given to the separatists by Russia, which underlines Russia’s responsibility. We urge Russia to condemn the separatists’ actions and to implement the Minsk agreements,” the diplomatic document said.

    The next EU Foreign Ministers meeting on Ukraine is scheduled for Thursday.

    Many European companies have requested to sell goods and services to Russia via Turkish companies to bypass the sanctions on Russia, but local companies have not accepted such offers, Turkish Exporters’ Assembly (TİM) head Mehmet Büyükekşi has said.

    “Many European companies want to continue to export to Russia, but they cannot do so due to the sanctions on Russia.   104. EU to Extend Russia Sanctions ...

    The European Union will extend by six months sanctions imposed on Russia last March over its annexation of Crimea, add new people to those under sanctions and prepare new measures, draft conclusions for an EU foreign ministers meeting showed.

    EU foreign ministers will meet on Thursday in Brussels for emergency talks to address renewed fighting in eastern Ukraine and an offensive by Russian-backed separatists.

    "In view of the worsening situation, the Council agrees to extend the restrictive measures targeting persons and entities for threatening or undermining Ukraine's sovereignty and territorial integrity, adopted in March 2014 and subsequently updated, until September 2015,'' the draft conclusions said.

    "Moreover, it calls on European External Action Service (EEAS) and the Commission to present a proposal for decision within a week on additional listings,'' said the draft, which was seen by Reuters.

    "The Council will continue to closely follow the situation on the ground and will act accordingly.     L'époque où la chancelière allemande Angela Merkel "dominait" l'Europe est révolue, a estimé mercredi la chaîne n-tv.de.

    Mme Merkel a commis plusieurs erreurs dans sa politique européenne, et désormais, après la victoire aux élections législatives en Grèce du parti de la gauche radicale Syriza, il lui faudra lutter pour "reconquérir" le pouvoir, constate la chaîne.

    Et d'ajouter que la chancelière fédérale et son ministre des Finances Wolfgang Schäuble avaient réagi à la victoire du Syriza avec un "calme appuyé", comme si un changement de pouvoir en Grèce ne se répercutait aucunement sur la politique européenne et allemande à Athènes.

    Or, n-tv.de interprète les derniers évènements en Grèce comme une "défaite" de Mme Merkel et le "point culminant dans une série d'échecs" de la politique européenne de l'Allemagne.

Dennoch ist der Jubel der Szene über die neue Regierung verhalten: Man weiß, dass Veränderung nicht von einem Tag auf den anderen möglich ist. Es zeigt sich Wohlwollen, aber auch Skeptizismus. Natürlich ist eine Regierung abgewählt worden, die homophobe und rassistische Haltungen gepflegt hat, die keine ästhetische politische Kultur hatte. Und natürlich gibt es nun eine Chance, dass Kultur nicht nur auf der Grundlage von privaten Beziehungen und Klientelismus gefördert wird. Als Kulturschaffende jedoch interessiert uns das Politische in der Veränderung der Alltagsgewohnheiten – dieser für die gesamte griechische Gesellschaft notwendige Kulturwandel braucht Zeit.     Russia is suspending its participation in the Parliamentary Assembly of the Council of Europe (PACE) till the end of the year, Russian delegation head Alexei Pushkov said after PACE had decided to strip Russia of the right to vote and take part in the Assembly’s governing bodies until April 2015.

    "I would like to stress that until today Russia has never admitted a possibility of quitting the Council of Europe, but PACE’s decision puts such a possibility on the agenda," he said, adding that "the issue of Russia’s participation in the Council of Europe will be considered at the end of 2015 depending on the political situation."

    Commenting on PACE’s repeated stripping the Russian delegation of the right to vote, Pushkov said that in response Russia was suspending its participation till the end of 2015.

    Lebanon’s Hezbollah militia group exchanged fire with Israel in the disputed Golan Heights border area Wednesday in clashes that saw two soldiers and a UN peacekeeper killed and marked the most serious escalation in the region since the 2006 war.

    The flare-up added to the regional chaos brought on by neighbouring Syria’s civil war. Hezbollah indicated the attack was in retaliation for a deadly Israeli strike on its fighters inside Syria earlier this month.

    The violence sparked fears in both countries of yet another crippling war between the two foes. Israel’s Prime Minister Benjamin Netanyahu warned Israel would respond “forcefully,” and the military fired artillery shell barrages that struck border villages in southern Lebanon. Hezbollah responded with rocket fire on Israeli military positions.

    The Israeli military said five anti-tank missiles hit the soldiers as they were traveling near Mount Dov and Shebaa Farms, along a disputed tract of land where the borders of Israel, Lebanon and Syria meet.

    Antes incluso de que el nuevo Gobierno de Grecia llegue a sentarse a renegociar las condiciones de su rescate, como es su intención, el Ejecutivo de Alexis Tsipras puede tener que hacer frente a una crisis aún más grave. Los bancos griegos están sufriendo una fuga de depósitos mayor incluso que la que vivieron las entidades en lo peor de la crisis de deuda europea en 2012, lo que pone en riesgo la liquidez del sistema.

    Los datos no dejan lugar a dudas. En diciembre pasado, los ciudadanos griegos retiraron 3.000 millones de euros en depósitos, una cifra que se ha disparado hasta los 11.000 millones este mes, dato todavía provisional. Según Bloomberg, la retirada de fondos de los bancos entre el 19 y el 23 de enero “fue incluso mayor que la que sufrió el país en mayo de 2012”, cuando se especulaba con la salida de Grecia del euro.     EU-Parlamentspräsident Martin Schulz hat die neue griechische Regierung vor Alleingängen in der Politik gewarnt. Die Ablehnung der EU-Sanktionen gegen Russland durch den neuen Ministerpräsidenten Alexis Tsipras sei "sicherlich kein gelungener Einstand" gewesen, sagte Schulz der Bild-Zeitung. "Ich werde sicherlich Tacheles mit ihm reden".

    British Typhoon fighter jets were scrambled to intercept two Russian Bear long-range bombers which had flown close to British airspace, the country's Ministry of Defense (MoD) said Thursday.

    The Russian planes were detected flying over the Channel, south of England, on Wednesday and typhoons were launched from Royal Air Force (RAF) bases at Lossiemouth in Scotland and Coningsby in eastern England, the MoD said.

    "The Russian planes were escorted by the RAF until they were out of the British area of interest. At no time did the Russian military aircraft cross into British sovereign airspace," the Ministry of Defense said in a statement.

    Le nouveau gouvernement grec a multiplié les déclarations pro-russes, quitte à heurter ses partenaires européens. Moscou serait-il le grand gagnant de l’arrivée au pouvoir du parti de gauche radicale Syriza en Grèce ? Pas si sûr.

    La Grèce a décidé de faire entrer un éléphant russe dans un magasin de porcelaine européen. Le gouvernement d’Alexis Tsipras, le nouveau Premier ministre grec et leader du parti de gauche radicale Syriza, a prouvé qu’il n’allait pas être qu’un poil à gratter économique pour Bruxelles.     L’Union européenne n'a pas de politique russe commune, sa ligne actuelle reposant sur la "méfiance" historique de certains pays à l'égard de Moscou.

    La politique de l'UE à l'égard de la Russie est élaborée en dehors des institutions européennes et s'inspire des intérêts de certains pays, une telle stratégie doit changer, a estimé le chef de la diplomatie grecque Nikos Kotzias dans une interview accordée au journal français L'Humanité.

    "La Grèce est un pays européen qui, comme chaque pays de l’Union, doit avoir le droit de dire son opinion et d’évoquer ses ¬intérêts sur tous les sujets, y compris sur la ¬politique à mener avec la Russie. Nous n’accepterons donc pas que la politique russe de l’Europe soit décidée en dehors des institutions de l’Union européenne", a déclaré le ministre.

    "Ce que nous ne voulons pas, c’est que l’UE fonde sa ¬politique sur l’intérêt de pays qui ont un rapport historique émotionnel avec la Russie", a-t-il souligné.

  129. Cancilleres de los Veintiocho aprueban la extensión de sanciones contra Rusia ...

    Los ministros de Exteriores de la UE, convocados hoy para una reunión extraordinaria, acordaron extender las sanciones impuestas a Rusia a raíz de su actuación en la crisis de Ucrania, confirmó la jefa de la diplomacia europea, Federica Mogherini.

    La primera decisión anunciada por Mogherini es "extender hasta septiembre las restricciones contra individuos y entidades" que Bruselas sancionó en marzo pasado, tras la reunificación de Crimea con Rusia.

    Los cancilleres quedaron también en incluir nuevos nombres a esta lista de 132 personas y 28 entidades cuyos activos fueron congelados y a las que se prohíbe entrar en el territorio comunitario.

    The European Union would have to send a clear message if pro-Russian separatists in eastern Ukraine staged a full-blown military offensive there, German Foreign Minister Frank-Walter Steinmeier said on Thursday after talks with EU counterparts.

    "If there were large military offensives, for example with widespread assaults on (the port city of) Mariupol, a clear reaction would be needed," Steinmeier told reporters in Brussels.

    Germany and EU partners have ruled out a military response to the conflict.

    Ο νέος υπουργός Εξωτερικών, Ν. Κοτζιάς σημείωσε πως «επελέγη ο διάλογος έναντι των νέων κυρώσεων κατά της Ρωσίας», μετά συμμετοχή του Συμβουλίου Υπουργών Εξωτερικών της ΕΕ στις Βρυξέλλες.

    Ο κ. Κοτζιάς συμπλήρωσε πως οι διαπραγματεύσεις έληξαν με έναν καλό συμβιβασμό ανάμεσα στην ΕΕ και την Ελλάδα και πως τα περισσότερα σχόλια της χώρας μας έγιναν δεκτά από τους ομολόγους του.

    Παρόλα αυτά οι Ευρωπαίοι ΥΠΕΞ αποφάσισαν να παρατείνουν κατά έξι μήνες τις υφιστάμενες κυρώσεις εναντίον Ρώσων αξιωματούχων και φιλορώσων αυτονομιστών, αλλά συγχρόνως, η πρόταση επιβολής νέων κυρώσεων, αφαιρέθηκε.

    Ο υπουργός επιχείρησε να μετριάσει τις έντονες εντυπώσεις από την ελληνική αντίδραση στην κοινή δήλωση των ηγετών των 28 για την ουκρανική κρίση. Είπε πως ο στόχος είναι η ειρήνη στην Ουκρανία χωρίς να αποξενώσουμε τη Ρωσία, προσθέτοντας πως «μπορεί κάποιος να στηρίζει την Ευρώπη και όχι τις κυρώσεις». Οι τελευταίες, είπε, δημιούργησαν οικονομικά προβλήματα στην Ελλάδα.

    «Έχουμε βαθιά ανησυχία για τις επιθέσεις σε αθώους πολίτες, ιδιαίτερα στη Μαριούπολη, όπου ζουν 160.000 Ελληνες Ουκρανοί ελληνικής καταγωγής . Μέχρι τώρα μετράμε ήδη 6 νεκρούς. Υπάρχει ανάγκη για ένα πιο ασφαλές περιβάλλον, για κατάπαυση πυρός στη βάση Συμφωνιών του Μινσκ και απομάκρυνση του βαρέως οπλισμού. Στο πλαίσιο αυτό, αναγκαία είναι η προσέλκυση της Ρωσίας στην αναζήτηση λύσης.

    Πρόκειται για μια βαθιά ανθρωπιστική καταστροφή, για αυτό και στην παράγραφο 8 περί οικονομικής βοήθειας, η Ελλάδα ζητά να προστεθεί αναφορά σε κοινωνική σταθερότητα.

    Dijsselbloem forderte die Griechen dagegen auf, ihre Versprechungen einzuhalten. Eine internationale Konferenz über einen Schuldenschnitt, wie die neue Regierung sie fordert, lehnte Dijsselbloem ab. "Es gibt bereits eine solche Konferenz, und die heißt Euro-Gruppe", sagte Dijsselbloem.

    Die sogenannte Troika von EU-Kommission, Internationalem Währungsfonds (IWF) und der Europäischen Zentralbank (EZB) ist in der griechischen Bevölkerung sehr unbeliebt.     (Reuters) - The new leftwing government in Athens opened negotiations on its bailout package with European partners on Friday by flatly rejecting the expected extension of the program and the international inspectors overseeing it.

    Finance Minister Yanis Varoufakis met Jeroen Dijsselbloem, head of the euro zone finance ministers' group, in Athens for what both described as "constructive" discussions on the new government's aims.

    Germany's Finance Ministry denied on Friday a media report that Berlin would be ready to discuss a new aid package for Greece of up to 20 billion euros if the new leftist Greek Prime Minister Alexis Tsipras accepted supervised economic reforms.

    Thousands of people are expected to take to the streets in Madrid on Saturday in support of a call for change from anti-austerity party Podemos, a week after Greece elected its ally Syriza.

    The "March for Change" gets under way at noon (1100 GMT) at the Plaza de Cibeles in front of Madrid city hall and will snake its way through the streets to the Puerta del Sol square.

    Protesters known as the Indignants filled that square for weeks in 2011 demanding political change at the height of Spain's economic crisis, and countless more protests followed.

    Podemos was already planning the rally before Syriza's victory in Greece's snap vote but party leaders hope the Greek party's success will boost turnout at its first major march, which comes ahead of a year-end general election in Spain.

    "We want a historic mobilisation.     The "March for Change" is one of the party's first outdoor mass rallies, as it looks to build on the recent victory of its close allies Syriza in Greece.

    Podemos has surged into the lead in recent opinion polls, and says it will seek to write off part of Spain's debt if it wins elections later this year.

    Podemos says politicians should "serve the people, not private interests".

    The BBC's Tom Burridge in Madrid says that there has been an impressive turnout and a carnival atmosphere at the rally.

    Podemos leader Pablo Iglesias spelt out the party's message to the crowd.

    "We want change," he said, quoted by the Associated Press. "I know that governing is difficult but those who have serious dreams can change things."

    Protesters are parading in the same streets that over the past six years have seen many other gatherings against financial crisis cutbacks imposed by successive governments.

      Test grandeur nature pour le parti antilibéral «Podemos» en Espagne où une «une marche pour le changement» débutait ce samedi vers 12h00 dans les rues de Madrid. Moins d’une semaine après la victoire de Syriza aux élections législatives grecques, cette marche est scrutée de près.

      Dans les rangs de Podemos, on veut croire qu’une victoire semblable à celle de l’allié grec est possible. Il faut dire que comme en Grèce le terrain est favorable à un parti anti-libéral.
      Les deux pays sont les plus durement touchés par la crise en Europe avec un taux de chômage qui flirte avec les 25 % et une exaspération face aux exigences financières de la Troïka.

      Comme Syriza en Grèce et contrairement à la plupart des partis d’extrême gauche en Europe, Podemos ne veut pas simplement peser sur le débat mais bien gouverner.

      Mais pour être optimiste sur son avenir, Podemos n’a pas besoin de regarder à l’autre bout de la méditerranée, il lui suffit de regarder en arrière. En effet, en un an à peine, le parti a déjà remporté 1 200 000 voix lors des élections européennes de mai dernier. Les derniers sondages n’ont fait que confirmer cette tendance, faisant de Podemos un des premiers partis du pays.

      La grande « marche pour le changement » devant partir à la mi-journée de la place de Cibeles à Madrid pour relier la Puerta del Sol, dans le centre historique, rassemblait une foule compacte, sans doute des dizaines de milliers de personnes au départ du cortège. Cette marche intervient moins d’une semaine après la victoire dimanche du parti de gauche Syriza, dont les dirigeants ont régulièrement fait campagne aux côtés de ceux de Podemos.
