"These rules, in particular, require the registration of migrants in the country where they crossed the (EU's) external borders," French Interior Minister Bernard Cazeneuve said in a statement after speaking with his German counterpart.
Because some countries have not kept to these rules "Germany has decided to temporarily establish border controls", he added.
French President Francois Hollande and German Chancellor Angela Merkel also discussed the latest developments in the migrant crisis in a phone call late Sunday.
The two leaders "share the same evaluation of the current situation of the refugees" and agreed that both countries would work together to prepare for Monday's EU interior and justice ministers' meeting on the issue, a spokeswoman for the German government said in a statement.
Germany made the decision to reimpose border controls after admitting it could no longer cope with a record influx of refugees. The city of Munich alone recorded an influx of 63,000 asylum seekers in two weeks.
The move effectively suspends participation of Europe's economic powerhouse in the 28-nation bloc's borderless system, one of the cornerstones of the European integration project since it was created in the 1990s.
In setting up the controls Merkel has apparently backtracked on an earlier decision to throw open the country's doors to Syrian refugees.
Under the Schengen agreement, temporary border controls are allowed for reasons of "public policy or internal security".
France's anti-EU, far-right National Front on Sunday party urged France's leaders to "suspend urgently the Schengen agreement and re-establish its borders, especially with Germany."

ReplyDeleteLe cabinet du Premier ministre Charles Michel a eu des contacts avec les services de la chancelière allemande Angela Merkel et a demandé plus de précisions quant à la décision de l'Allemagne de réintroduire provisoirement des contrôles à ses frontières. "Nous respectons le choix de l'Allemagne", a indiqué Charles Michel par le biais de son porte-parole.
La décision allemande "montre plus que jamais la nécessité d'une réponse européenne à la crise de l'asile". "La solidarité doit aller dans les deux sens. Tout le monde doit soutenir une partie des efforts."
"La Belgique plaide pour une politique d'asile humaine et ferme", ajoute le Premier ministre. "Chaque Etat membre doit prendre ses responsabilités, comme le fait la Belgique."
La Commission européenne réagit prudemment
"La décision de l'Allemagne de réintroduire des contrôles à ses frontières, notamment avec l'Autriche, pour faire face à l'afflux de migrants souligne l'urgence de parvenir à un plan européen de répartition des nouveaux arrivants", a affirmé dimanche la Commission européenne.
Les pays membres doivent "se mettre d'accord sur les mesures proposées par la Commission européenne" en vue d'une répartition par quotas, a estimé la Commission dans un communiqué, à la veille d'une réunion extraordinaire à Bruxelles des ministres de l'Intérieur de l'UE...............rtbf.be

Bavarian Premier Horst Seehofer said the controls sent an "important signal".
Hungarian Prime Minister Viktor Orban, who has taken a tough line on the migrant crisis, told Germany's Bild newspaper he welcomed the new controls, saying they were "necessary to protect German and European values".

ReplyDeleteIm Umgang mit Flüchtlingen hat Deutschland Standards gesetzt. Die nun geschlossenen Grenzen sind ein Signal an jene EU-Länder, die der Krise mit Dumpfheit begegnen.
Ist es eine Kapitulation oder eine Drohung, dass die Bundesregierung die Grenze zu Österreich wieder kontrollieren lässt?
Zwei Wochen lang hatte Deutschland erlebt, was in Italien oder Griechenland seit langem Alltag ist: Täglich kommen Tausende Flüchtlinge an. Doch Deutschland hat die Menschen als Gäste empfangen, ihnen Wasser, Essen und Kleidung gereicht und ihnen eine ordentliche Bettstatt bereitet.
Nun muss man eingestehen: Wir sind noch nicht so gut organisiert, wie wir sein müssten. Es braucht Zeit, die nötigen Strukturen aufzubauen, um so viele Hilfesuchende anständig aufzunehmen.
Gleichzeitig aber hat Deutschland Standards gesetzt, wie man in Europa mit Flüchtlingen umgeht. Selbst wer eine Nacht im Münchener Hauptbahnhof schlafen musste, wurde von den Bürgern nicht mit einer elenden Pappe allein gelassen wie in Budapest. Die Vorstellung, Regierung und Bürger könnten die Flüchtlinge jenseits der Grenzen nun einfach sich selbst überlassen, ist abenteuerlich.
Die Worte, mit denen Innenminister Thomas de Maizière die Kontrollen begründete, sind vielmehr eine scharfe Drohung gegen jene europäischen Länder, die der Flüchtlingskrise mit Dumpfheit begegnen. Seine Worte erinnern daran: Es gibt Regeln in der EU. Wo Flüchtlinge ankommen, müssen sie registriert und ihre Asylverfahren geprüft werden. Das heißt implizit auch: Das aufnehmende Land muss die Flüchtlinge anständig versorgen. Niemand darf sich da einfach wegducken, indem er die Menschen bloß weiterschickt.................zeit.de

ReplyDeleteDie stellvertretende CDU-Vorsitzende Julia Klöckner hat die Wiedereinführung von Grenzkontrollen als Notlösung und Aufforderung an die EU zum Handeln bezeichnet. "Wir müssen die Balance zwischen Hilfsbereitschaft und konsequenter Anwendung des Rechts auch nach außen verdeutlichen. Das ist auch ein Zeichen an die EU, dass sie handeln muss", sagte Klöckner. Grenzkontrollen sind kein Rückfall in die Zeiten der Kleinstaaterei, sondern notwendig. Deutschland handelt zu seinem eigenen Schutz und im Rahmen des europäischen Rechts – das lässt sich von anderen Staaten nicht sagen....
ReplyDeleteWann hat es das zuletzt gegeben: Grenzkontrollen, der Zugverkehr vorübergehend eingestellt. Doch was wie ein Rückfall in die Zeiten der Kleinstaaterei erscheint, ist das Gebot der Stunde. Deutschland handelt dabei zu seinem eigenen Schutz und im Rahmen des europäischen Rechts – das lässt sich von anderen Staaten nicht sagen. Freilich wird durch die Maßnahme die Massenflucht nicht aufgehalten; es herrscht weiterhin eine Art Ausnahmezustand. Man müht sich mit den Auswirkungen ab, was schwer genug ist. Geht es um die Bekämpfung der Fluchtursachen, heißt es aber sofort, die Lage sei komplex. Was ja auch stimmt. Es ist auch einfacher (vermittelbar), hierzulande humanitär zu helfen, als etwa in Syrien einzugreifen. Nur das Argument, eine Intervention mache alles nur noch schlimmer, zieht irgendwann nicht mehr.....faz.net
Migrant crisis: UN warns of 'legal limbo' in Europe...
ReplyDeleteThousands of refugees could be left in "legal limbo" as European countries adopt different border rules to deal with the record influx of migrants, the UN refugee agency (UNHCR) has warned.
It has called for the establishment of big European-run reception centres in countries where migrants are arriving.
The statement came as Germany imposed controls on its border with Austria.
European interior ministers are to hold an emergency meeting on the migrant crisis later on Monday.
Ministers are due to vote on a plan to redistribute an initial 40,000 asylum seekers through mandatory quotas, though Central and East European states have opposed this.

Yesterday Germany closed its borders with Austria, effectively suspending the Schengen free-travel area.
It said it was overwhelmed by the numbers of people flocking to Germany through its southern border.

La Belgique doit elle aussi envisager la fermeture temporaire de ses frontières au cas où l'afflux de réfugiés deviendrait trop important, ce qui n'est pas le cas actuellement, a affirmé lundi le secrétaire d'État à l'Asile et la Migration Theo Francken, sur les ondes de Radio 1 (VRT)...

M. Francken a dit comprendre la réaction de Berlin. "Je pense qu'il y a une trop forte pression et que c'est dangereux", a-t-il commenté. Les réfugiés arrivés à la frontière allemande tenteront peut-être leur chance ailleurs, estime-t-il.
