French, Russian, German and Ukrainian leaders are gearing up for a summit as Moscow's military intervention in Syria threatens to overshadow talks.
French President Francois Hollande is planning to hold bilateral meetings with each of his Russian and Ukrainian counterparts – Vladimir Putin and Petro Poroshenko.
He will also meet German Chancellor Angela Merkel before all four sit together to talk about the conflict in Ukraine.
The summit will tackle the situation in the eastern regions of Ukraine and the implementation of the ceasefire Minsk protocol, signed in February.
This included the withdrawal of heavy weaponry from combat areas, as well as all foreign armed groups. However, the agreement has failed to be fully implemented, with daily reports of breaches and clashes in the region.
Francois Revardeaux, a senior advisor at the French Foreign ministry, told a press briefing on Thursday that the four leaders will also talk about holding "free and fair local elections with real voting rights for all displaced, key to [the] Minsk process."
Merkel, Hollande, Poroshenko and Putin held their first talks on the Ukrainian crisis in Normandy, France in June 2014, on the 70th anniversary of the D-Day landings.
Since then, parties held various four-party meetings of various diplomatic levels, referred to as ‘Normandy format’ talks.
More than 6,000 people have lost their lives and 1.4 million people were internally displaced in the conflict between Ukrainian forces and pro-Russian separatists since April 2014, according to the UN.
Asked if the recent Russian intervention in Syria would be brought up during the talks, Revardeaux said: "The matter will not be discussed in the Normandy summit; instead French and Russian presidents will discuss in the bilateral meeting."
