Algerian FM says border secured in case of foreign military action in Libya

Algeria on Wednesday said it has taken all necessary measures to secure its border with Libya where an imminent foreign military intervention is anticipated.

Foreign Minister Ramtane Lamamra made the remarks in response to a question about the chaos in Libya and the repercussion of the likely Western military operation there to chase out the Islamic State group.

"The situation is under control, and we are making every effort to ensure the security of our country and that of the region through consultation and security coordination with neighboring nations," he said, adding Algeria has to remain "vigilant."

Lamamra once more urged Libya's warring parties to get together around a national unity government which would pave the way for building the state institutions and fighting against terrorism.

Libya has been suffering a security vacuum with increased dominance of extremists since the fall of former leader Muammar Gaddafi in 2011. The country has been plagued by escalating violence and political division.

Algeria has been reinforcing military presence on the 1,000-km borderline with Libya.

The Algerian minister further mentioned that the forthcoming Summit of the Arab League will address prevailing issues in the Arab region, including the situations in Libya, Syria and Palestine.

    The U.S. and U.N. have welcomed a declaration by Libyan lawmakers in support of a proposed unity government, but expressed concern about reported intimidation of members of parliament by those who oppose the accord.

    A majority of members (100 out of 196) of the internationally recognized parliament in Tobruk signed a statement Tuesday saying they agree with the latest in a string of plans to establish a unity government with rivals based in Tripoli. But a vote on the proposal was not held because of threats against them.

    U.S. Secretary of State John Kerry said in a statement Wednesday the United States strongly supports "these courageous Libyans as they move ahead with the Government of National Accord.".......voanews.com

  2. All sides in Libya have committed war crimes and other human rights abuses in the past two years and those responsible should face investigation and prosecution by the International Criminal Court (ICC), a United Nations report said on Thursday...

    An investigation by six U.N. human rights officers compiled evidence of executions of captives, assassinations of prominent women activists, widespread torture, sexual crimes, abductions, indiscriminate military attacks on civilian areas, and abuse of children since the start of 2014.

    "One of the most striking elements of this report lies in the complete impunity which continues to prevail in Libya and the systemic failures of the justice system," U.N. High Commissioner for Human Rights Zeid Ra'ad al-Hussein said in a statement.

    The U.N. had recorded names of those allegedly responsible and there was "a process for engagement with appropriate bodies" such as the ICC, which has jurisdiction but not brought any prosecutions, said Gurdip Sangha, Libya desk officer at the U.N. human rights office.

    He declined to say how many such names there were, saying there were varying degrees of evidence and corroboration in different cases.
