This goes back to the EU-Russia summit last year when the Eurocrats basically told Russia that Cyprus would be their problem to solve

The timing of the Cyprus crisis is of utmost importance, as in fact, it means a lot for the government of Angela Merkel, who may virtually keep her post by keeping the island afloat financially, RT news editor Ivor Crotty pointed out.
-
RT: So what held it all up? Why couldn't they reach a deal?
Ivor Crotty: This goes back to the EU-Russia summit last year when the Eurocrats basically told Russia that Cyprus would be their problem to solve. Russians had a look at it and said, “No, not really, we think it’s a eurozone problem”, but they had stamped two-and-a-half billion (USD) to keep the island float. So timing is crucial here. A change of government in Cyprus last year delayed any possibility for a resolution, but it crucially brought any chance of a deal into the German election cycle, which is taking place in September this year.
And this is why Merkel is playing hardball: she needs votes. And the SPDR opposition have identified Cyprus as a wage issue. Her uncompromising stance which is backed the raid on privately-held deposits in Cyprus forced the Cypriots to go to Moscow looking for help.

RT: But I thought it was some sort of EU limit of money which Cyprus can borrow from now – inside the EU, anyway.

IC: At this stage the Cypriots are pretty much ready to talk to anybody. The Russia-Cyprus connections are well-known, but it’s not that Russia is the only one.

RT: If they've been talking for a year, why is it taking so long to reach some kind of deal?

IC: Again, this comes back to the change of government inside Cyprus last year, that it wasn’t possible for them to make a deal while the political transition was going on. Right now, the Russians are looking at the situation, and basically sent the Cypriot ministers packing with their bags empty for two reasons: firstly, specifically, is that this is a eurozone problem. Russians aren’t going to get involved in what is ostensibly an internal eurozone contagion issue. But secondly, they don’t think that Cyprus has hit rock bottom yet. Merkel is playing hardball now, and she’s going to drive that issue into the ground, and nobody – not the Russians, nor the Chinese – aren’t going to touch it until Merkel’s game has reached its zenith.

RT:
That carrot was being dangled to Russia yesterday about Cyprus’s gas reserves – Russia wasn’t interested?

IC: There’s a couple of interests here. Cyprus has been confirmed to be nowhere near filling that debt hole, so it looks like it’s going to be a very long weekend at the holds of Brussels in Berlin.

  1. Boris Berezovsky found dead at home....Russian businessman and opponent of Moscow government had survived many attempts on his life....

Boris Berezovsky, a Russian tycoon and former Kremlin insider who became one of President Vladimir Putin's fiercest critics, has died in Surrey, the BBC and Russian news agencies reported, citing relatives and a lawyer.

The Interfax news agency cited a relative whom it did not name as saying Berezovsky, 67, who had been granted asylum in Britain, died at his home in Surrey.

It also cited a Russian lawyer for Berezovsky, Alexander Dobrovinsky, as saying he had died.

    Police would not immediately comment.

The exiled businessman, who was on outspoken critic of the Moscow regime, lost a multibillion-pound high court battle with Chelsea Football Club owner Roman Abramovich last year.

He had survived several assassination attempts, including a bomb that killed his driver

  2. Cyprus bailout: Kremlin 'could punish Europe' in reprisal for bank levy....

Fears mount that Russia could act against European companies if charge on deposits hits €30bn Russian investments.....

Fears are growing of Russian reprisals against European businesses as EU authorities desperately seek a deal to save the Cypriot economy by imposing a 25% levy on bank deposits of more than €100,000.

As the island scrambled to put together a rescue programme, its finance minister, Michalis Sarris, said "significant progress" had been made on the latest levy plan in talks with officials from the European Union, the European Central Bank and the International Monetary Fund.

The government in Nicosia faces a deadline of Monday to reach an agreement or the European Central Bank says it will cut off emergency cash to the island, spelling the likely financial collapse of its banking system and a potential exit from the European single currency.

However, with Russian investors having an estimated €30bn (£26bn) deposited in banks on the island, the growing optimism about a deal was accompanied by fears of retaliation from Moscow. Alexander Nekrassov, a former Kremlin adviser, said: "If it is the case that there will be a 25% levy on deposits greater than €100,000 then some Russians will suffer very badly.

"Then, of course, Moscow will be looking for ways to punish the EU. There are a number of large German companies operating in Russia. You could possibly look at freezing assets or taxing assets. The Kremlin is adopting a wait and see policy."

Nekrassov rejected suggestions that Russia might hit back by cutting off gas supplies, a tactic the country used in 2009 after the collapse of talks with Ukraine to end a row over unpaid bills and energy pricing.

"Gas is no longer a weapon," Nekrassov said. "When Russia did that before, it realised that the foreign energy lobby reacted and efforts to find alternative sources were increased. If Russia kept threatening, it knows that nobody would be buying its gas in 20 years' time."

Mike Ingram, an analyst at City broker BGC Partners, said: "In Russia, historically, if they want an asset they just grab it. If they want cash out of a [EU] business [in Russia] they just create a tax bill or raid offices and make your life unpleasant. They could also make life difficult diplomatically on issues such as Syria. They might also rattle a few sabres over deployment of the missile defence system."

In a week of high-stakes brinkmanship, the EU, ECB and IMF – the so-called "troika" behind the rescue of five southern European countries – had refused to budge on its insistence that Cyprus raise €5.8bn of its own revenues to qualify for the bailout aid.

The latest levy plan reflected Nicosia's fast-dwindling options.

Last week Cypriot MPs overwhelmingly rejected a similar levy proposal – even after it was adjusted to remove any charge on savings below €20,000 – triggering a week of tumult as Nicosia tried and failed to win financial support from Russia instead.

The tax on savings is unprecedented in Europe's handling of a debt crisis that has spread from Greece to Ireland, Portugal, Spain and Italy. The crisis has reignited uncertainty about the future of the eurozone just as many EU leaders began to believe the worst was over for the single currency.

On Saturday, uncertainty shrouding the island turned from unease on the streets, where people have rushed en masse to withdraw money from cash machines, to scenes of panic-buying.

The inept handling of the crisis by politicians has exacerbated a dark mood with many Cypriots fearing that they stand to lose life savings following the government's decision to also raise funds by restructuring Laiki, the island's second biggest bank.......etc....http://www.guardian.co.uk/world/2013/mar/23/cyprus-bailout-kremlin-reprisal-bank-levy

  4. EU rejects Russian pressure on Ukraine, seeks trade ties...

(Reuters) - The European Union rejected on Wednesday Russian pressure to deter Ukraine and other former Soviet republics from deepening trade ties with Europe, saying any kind of retaliation was unacceptable.

Moscow and Brussels are each trying to convince Georgia, Moldova and Ukraine to join their respective trade blocs, and Russia has imposed trade bans and threatened gas supply cuts to try to halt their neighbors' EU integration.

Addressing these tensions, European Commission President Jose Manuel Barroso said the EU would not countenance efforts to stop eastern European countries seeking closer ties with the 28-nation European Union.

"We cannot accept any attempt to limit these countries' own sovereign choices," Barroso said in his annual state of the union speech to the European Parliament in Strasbourg. "We cannot turn our back on them," he said.

The EU's enlargement chief Stefan Fule was set to reinforce Barroso's criticism later on Wednesday, according to an advance copy of his speech to the parliament.

"Any threats from Russia linked to the possible signing of agreements with the European Union are unacceptable," Fule was expected to say.....http://www.reuters.com/article/2013/09/11/us-eu-ukraine-russia-idUSBRE98A0KV20130911?feedType=RSS&feedName=worldNews

  5. Russia freezes Moldovan wine import; Chisinau, EU suspect politics...

MOSCOW, September 11 (Itar-Tass) - Russia has frozen the import of all alcoholic beverages from Moldova again, because the quality, it argues, leaves much to be desired. In reply, both Chisinau, the country's capital, and the European Union claim politics is behind the move: namely, Moscow’s anger over Moldova’s plans to put its signature to an agreement of association with the EU. Moscow warns that this ban may harm relations between the two countries and a solution to the problem of the self-proclaimed Republic of Trans-Dniestria.

The chief of Russia’s consumer rights watchdog, Rospotrebnadzor, Gennady Onishchenko, on Friday broke the news that Russia was imposing an embargo on Moldovan alcoholic beverages. As the supervision authority has found, over 28,000 litres of alcohol shipped from Moldova to Russia of late fell short of safety requirements. Several batches of Moldovan wines contained hazardous impurities - for instance, the plastifier dibutylphtalat, harmful to human health.

Onischenko speculated that the substandard alcohol had been kept in plastic tanks for too long. Hence the origin of harmful agents.

Previously, Russia imposed a ban on the import of Moldovan wines back in 2006. The presence of pesticides in wines was the official reason. However, some experts claimed the ban followed a worsening of bilateral political relations. Supplies resumed in 2007.

The Moldovan government is unaware of the causes of the just-introduced embargo, says Economics Minister Valeriu Lazar. “We’ve got to see first what is happening in the reality. It is very important for me to find out where the technical aspects end and where political ones begin. I recognise that there is still no full clarity,” he said.

Many experts, just as Western politicians, have linked the suspension of alcohol imports to Chisinau’s intention to sign an agreement of association with the EU at the forthcoming Eastern Partnership summit in Vilnius, due in November.....http://www.itar-tass.com/c39/873177.html
