Romania warns of independent energy policy after Nabucco failure

The Romanian President Traian Basescu today pointed out he had informed the European Council that Romania will redefine its energy policy based on its own resources and without awaiting anybody’s approval, two days after the failure of the EU-backed Nabucco project which Romania was part of.

Basescu made these statements in a press conference at the end of the European Council in Brussels. “Without going into details, the option now without any doubt is Romania being forced to accelerate the evaluation process and move to exploiting the shale gas and the gas and oil already confirmed in the Black Sea” he said.



The president added he had expressed his regret to the European leaders over the failure of the Nabucco pipeline project which was designed to bring Caspian gas to Central Europe through Turkey, Bulgaria, Romania, Hungary and Austria. Last week, Azerbaijan decided to instead transport its gas to Europe via another pipeline, the Trans-Adriatic Pipeline (TAP) at the expense of Nabucco. TAP crosses Turkey, Greece, Albania and ends in Italy.

Basescu went on to plea in favor of the shale gas extraction. “Romania has to take the energy strategy into its own hands. Romania has the chance to give Romanians shale gas at least 50 per cent cheaper before the date Nabucco would have been finished and gas from the Black Sea at a reasonable price”, he stressed in his press conference.

The head of state pointed out the central authorities in Bucharest now have to explain and convince the population that the fracking technology used to extract the shale has evolved very much compared to the images people saw in America where the drilling was at the beginning. “We have an alternative and have to put into practice” he added, underlining the shale gas and the Black Sea gas extraction could start in four years.

Basescu rejected the claims according to which Romania now seeks to join the Russian-backed project South Stream, arguing this would run counter to the country’s objective of diversifying its gas supply sources. “The most important message is Romania doesn’t want to remain dependent on a single supplier and we self-define our energy policy taking into account the failure of the European project. We can stay arm-crossed until Europe comes up with another project which we do not even know whether it will be successful” he highlighted.

    Energy Minister Taner Yıldız said on Friday that the selection of the Trans-Adriatic Pipeline (TAP) over Nabucco, another proposed pipeline project, to transport natural gas from Azerbaijan's Shah Deniz II field across Turkey to European markets makes no significance difference to Turkey as the deal only determined if the gas will go to Central Europe or southern Europe.

    Officials confirmed the decision regarding TAP's selection on Friday.

    Yıldız further commented that TAP officials have proposed that Turkey become a shareholder, an offer which the government will evaluate. “We also plan to hold talks with countries in the Nabucco project as the European Union needs to complete four more pipeline projects by 2030 to meet its gas needs. By 2030, the gas needs of Europe will be around 700 billion cubic meters and the current projects will not be able to carry sufficient gas to meet the needs. More projects are certainly needed.”

    Yıldız also said that being included in one project does not mean giving up on other projects from Turkey's stance. “All we want is to lessen the burden of energy costs on us,” he expressed.

    “Political stability in countries where the pipeline will pass through is of major importance in such global projects. So hopefully, the economic situation in Greece and Italy will not harm the project. In Turkey, we have completed all the studies regarding the route of the project while work on the nationalization of the Trans-Anatolian Pipeline [TANAP] which will carry gas to TAP has begun.”

    Responding to questions of reporters on whether there would be any hikes in electricity and natural gas prices, Yıldız assured that there would not be any increases in electricity prices until October. “Last month, the value of foreign currency rose due to external reasons which was also reflected on energy prices. The price mechanism for natural gas and electricity oversees the determination of electricity prices every three months and for natural gas every month. I would like to see the dollar exchange rate go down as the energy minister,” he said.

    1. Τουρκία: Ο TAP δεν επηρεάζει την Τουρκία ....

      "Δεν επηρεάζει την Τουρκία η επιλογή του ΤΑΡ αντί του Nabucco", δήλωσε ο Τούρκος Υπουργός Ενέργειας κ. Τανέρ Γιλντίζ.

      Παράλληλα επεσήμανε ότι η ΄Αγκυρα έχει δεχθεί πρόταση να συνεργασθεί για την κατασκευή του, την οποία και θα αξιολογήσει.

      Ο ΤΑΡ, θα μεταφέρει το φυσικό αέριο του Αζερμπαϊτζάν, μέσω της Τουρκίας (TANAP) και εν συνεχεία μέσω της Ελλάδας και της Αλβανίας, στην Ιταλία(TAP) και το μήκος της γραμμής θα είναι 870 χλμ.

  2. Μπασέσκου: η σύνδεση της Ρουμανίας με τον «South Stream» - είναι «παιδαριώδης» επιλογή....

    Ο Πρόεδρος της Ρουμανίας Τραϊάν Μπασέσκου δήλωσε ότι θεωρεί επιπόλαιη την αναζήτηση -εκ μέρους της ρουμανικής κυβέρνησης - τρόπου για να συνδεθεί η χώρα με το ρωσικό αγωγό φυσικού αερίου South Stream, λόγω της αποτυχίας του σχεδίου Nabucco.

    Στις 28 Ιουνίου, μετά από μια συνεδρίαση του Συμβουλίου της Ευρώπης στις Βρυξέλλες, ο Μπασέσκου αποκάλεσε αυτή την προσέγγιση «παιδική», δεδομένου ότι «στόχος της χώρας είναι να διαφοροποιηθούν οι πηγές εφοδιασμού της».

    Ο Μπασέσκου δήλωσε ότι η εναλλακτική λύση συνδέεται με την ανάγκη να επιταχυνθεί η διαδικασία εκτίμησης και η μετάβαση στην παραγωγή σχιστολιθικού φυσικού αερίου, όπως επίσης και του φυσικού αερίου και πετρελαίου από διαπιστωμένα κοιτάσμάτα στη Μαύρη Θάλασσα. Σύμφωνα με τον ίδιο, αν η Ρουμανία προσανατολιστεί κατ΄αυτόν τον τρόπο, τότε, σε λιγότερο από τέσσερα χρόνια θα είναι σε θέση να εξάγει αέριο από εναλλακτικές πηγές.
