EU ministers place military wing of Hezbollah on terror blacklist

European Union governments decide to blacklist the military wing of Lebanese militant group on EU terror list, according to diplomats, in major policy reversal fueled by concerns over the movement's activities in Europe.

BRUSSELS, July 22 (Reuters) - European Union governments agreed on Monday to put the armed wing of Hezbollah on the EU terrorism blacklist in a reversal of past policy fuelled by concerns over the Lebanese militant movement's activities in Europe.
Britain and the Netherlands have pressed EU peers since May to put the Shi'ite Muslim group's military wing on the bloc's terrorism list, citing evidence it was behind a bus bombing in Bulgaria last year which killed five Israelis and their driver.


Until now, the EU had resisted pressure from Washington and Israel to blacklist Hezbollah, arguing such a move could fuel instability in Lebanon, where the group is part of the government, and add to tensions in the Middle East.
But evidence from Bulgaria about the attack and concerns over Hezbollah's growing involvement in the war in Syria persuaded opponents to back the move, which triggers the freezing of any assets the group's armed wing may hold in the 28-nation EU.
"It is good that the EU has decided to call Hezbollah what it is: a terrorist organisation," Dutch Foreign Minister Frans Timmermans said on the sidelines of a meeting of EU foreign ministers who decided on the blacklisting.
"We took this important step today, by dealing with the military wing of Hezbollah, freezing its assets, hindering its fundraising and thereby limiting its capacity to act."
According to London-based Arabic newspaper Al-Hayat, four countries had previously had reservations about the proposal to blacklist Hezbollah - the Czech Republic, Cyprus, Ireland and Malta. 

Lebanese Foreign Minister Adnan Mansour, told Al-Hayat that if the four countries that oppose persist in their position, the decision will not pass because it requires a consensus of the 28 states."
"The reasons for the resistance of those countries is due to fear of the consequences of the decision in the Lebanese domestic arena, but also regarding Lebanon's relations with Europe," Mansour stated.
The foreign minister added that the states that vote to blacklist Hezbollah are "seeking to respond to Israeli pressure," and in an attempt to strike a balance after the recent EU directives banning cooperation with Israeli entities beyond the Green Line.
Britain has sought to persuade its EU peers since May to put the Shi'ite Muslim group's military wing on the bloc's terrorism list, citing evidence that it was behind a deadly bus bombing in Bulgaria last year.
Until now, the EU has resisted pressure from Washington and Israel to blacklist Hezbollah, arguing that it could fuel instability in Lebanon, where the group is part of the government, and add to tensions in the Middle East.
Blacklisting the military wing means the freezing of any assets it may hold in the 28-nation bloc, though officials say there is scant information on the extent of Hezbollah's presence in Europe or on its assets.

Britain, backed by France and the Netherlands among others, has argued that Hezbollah's growing involvement in the Syrian war means Lebanon is already in a fragile situation and that the EU must weigh the possibility of future attacks in Europe.

REASSURANCES
To soothe worries that sanctions against Hezbollah could complicate the EU's relations with the Lebanese government, EU governments are also likely to issue a statement pledging to continue dialogue with all political groupings in the country.
"A few member states wanted to be reassured that such a decision will not in any way jeopardize political dialogue," the senior EU official said.
Some EU diplomats, responding to concerns that sanctions could further radicalise the group, have argued that targeting the military wing could, in the long term, persuade some of its members to move away from violence into the political sphere.
Hezbollah denies any involvement in last July's attack in the Bulgarian coastal resort of Bourgas that killed five Israelis and their driver.
But the Bulgarian interior minister said last week that Sofia had no doubt the group was behind it.
In support of its bid to impose sanctions, Britain has also cited a four-year jail sentence handed down by a Cypriot court in March to a Hezbollah member accused of plotting to attack Israeli interests on the island.
Hezbollah was set up in Damascus by Iran in 1982 with the aim of fighting Israel after its invasion of Lebanon.
Its involvement in the Syrian conflict is widely seen as a major factor helping President Bashar Assad to withstand a two-year popular uprising led by the Sunni Muslim majority against his rule.

    Les ministres des affaires étrangères de l'Union européenne réunis à Bruxelles ont décidé, lundi, d'inscrire la branche militaire de l'organisation chiite du Hezbollah libanais sur la liste de l'UE des organisations terroristes, ont rapporté des diplomates. Les ministres, réunis à Bruxelles, ont cependant affirmé leur volonté de "poursuivre le dialogue" avec tous les partis politiques libanais, y compris le Hezbollah, qui joue un rôle de premier plan.

    "Il est bon que l'UE ait décidé d'appeler le Hezbollah pour ce qu'il est : une organisation terroriste, a confirmé le ministre des affaires étrangères néerlandais, Frans Timmermans, dans un communiqué. Nous avons franchi une étape importante aujourd'hui en sanctionnant la branche militaire, en gelant ses actifs, en perturbant son financement et ainsi en limitant sa capacité à agir."

    LE CONFLIT SYRIEN PAS MENTIONNÉ

    Le Royaume-Uni, soutenu entre autres par la France et les Pays-Bas, cherchait depuis le mois de mai à persuader les autres pays européens de prendre cette décision. La décision des ministres – un accord politique qui doit être transcrit juridiquement pour entrer en application – repose sur les "preuves" que la branche armée du Hezbollah est liée à des actes terroristes perpétrés sur le territoire européen. Il s'agit essentiellement de l'attentat qui avait fait sept morts, dont cinq Israéliens, à Bourgas en Bulgarie le 18 juillet 2012.

    L'implication croissante du Hezbollah dans le conflit syrien, aux côtés de l'armée du régime, n'est pas citée par l'UE. Le gouvernement libanais avait appelé ces derniers jours les Européens à ne pas sanctionner le Hezbollah, en faisant valoir que le puissant mouvement représentait une "composante essentielle" de la société du pays.

    Jusqu'à maintenant, l'UE avait résisté aux pressions des Etats-Unis et d'Israël pour qu'elle inscrive le Hezbollah sur sa liste noire en expliquant qu'une telle décision pourrait compliquer les relations de l'UE avec le Liban, où le mouvement chiite fait partie du gouvernement, et accroître les tensions au Proche-Orient.

  2. Livni welcomes 'just' EU decision to blacklist Hezbollah ....

    Justice Minister Tzipi Livni on Monday welcomed the "just and right" decision by the European Union to blacklist the military wing of Lebanese militia organization Hezbollah.

    Writing on her Facebook, Livni said that after years of struggle, debate and deliberation, the EU finally made the right decision.

    "Finally...after attempts to argue that they were also a political party which whitewashes their terrorist activities," Livni added.

    In an interview with The Guardian earlier on Monday, Livni lauded the separation of Hezbollah as a political and military entity, stating: "A firm distinction between legitimate political parties and terrorist organisations is crucial for the survival of freedom, democracy and moderation."

    "The clear message must be sent to extremists that legitimacy can only be gained through the repudiation of violence," Livni added.

    Strategic Affairs Minister Yuval Steinitz added his blessing to the European Union's decision to blacklist Hezbollah as a terror group on Monday afternoon.

    "This an important decision that reflects reality, and is proof that Israel still has many friends in Europe that are aware of the ongoing struggle with terrorist groups," Steinitz said.

    "The decision is a result of intensive diplomatic work which included many conversations held on the issue in recent months with a number of heads of state and foreign ministers of the EU."

  4. MK Shalom on EU blacklisting Hezbollah: Better late than never....

    Energy and Water Minister Silvan Shalom (Likud) on Monday welcomed the European Union decision to blacklist the military wing of the Lebanese militant organization Hezbollah, saying that although it was late, it is "better late than never."

    In a statement to the press, Shalom stated that since Hamas was listed in 2004, he knows that there is a huge significance in the move, as it acts to come down "hard and heavy on the activities of a terrorist organization masquerading as a political organization."

    "Despite the move being late, it is better late than never," Shalom said, adding that the present discussion shows terror organizations that the international community will stand steadfast to combat terror.

  6. Hezbollah media blames Israel, US for EU blacklisting ...

    Hezbollah media on Monday blamed the US and Israel for the EU's decision to blacklist the military wing of the Shi'ite militant organization.

    A report on Hezbollah-run Al-Manar television cited a European sources as saying the EU's decision was based on a "cause of formality" in response to the terrorist attack last year in Burgas that killed five Israeli tourist and the Bulgarian bus driver.

    Hezbollah has maintained denial of responsibility for the Burgas attack, and blamed Western powers for using the bombing as fuel for labeling Hezbollah as a terrorist organization.

    In the wake of this week's EU decision to include Hezbollah's military wing on its terrorist list, President Shimon Peres sent letters of appreciation to EU country heads of state as well as EU agencies.

    "I wish to express the State of Israel's appreciation for the EU's decision to include Hezbollah on its terror list," Peres wrote.

    "Your decision send a determined message to terror organizations and to states that provide safe harbor to terrorists," he added.

    Η απόφαση της ΕΕ να εντάξει το στρατιωτικό σκέλος της Χεζμπολάχ στην ευρωπαϊκή λίστα τρομοκρατικών οργανώσεων απλά «νομιμοποιεί» δυνητική επίθεση του Ισραήλ εναντίον του Λιβάνου, τόνισε ο ηγέτης της Χεζμπολάχ, Hassan Nasrallah.

    Στις 22 Ιουλίου οι ευρωπαϊκές κυβερνήσεις αποφάσισαν να εντάξουν το στρατιωτικό σκέλος της Χεζμπολάχ στην ευρωπαϊκή λίστα τρομοκρατικών οργανώσεων, σημαίνοντας μια σημαντική αλλαγή στην πολιτική της ΕΕ καθώς εδώ και χρόνια αντιστέκεται στις πιέσεις Ισραήλ και ΗΠΑ.

    Τα στοιχεία ότι η Χεζμπολάχ ήταν πίσω από την περσινή τρομοκρατική επίθεση στο Μπουργκάς και η αυξανόμενη εμπλοκή της στον πόλεμο της Συρίας, ώθησαν τους Ευρωπαίους να προβούν στην εν λόγω απόφαση.

    Νομική κάλυψη σε ισραηλινή επίθεση

    «Αυτές οι χώρες πρέπει να γνωρίζουν ότι έδωσαν νομική κάλυψη στο Ισραήλ για οποιαδήποτε επίθεση εναντίον του Λιβάνου. Γιατί; Διότι το Ισραήλ μπορεί να πει ‘Κάνουμε πόλεμο εναντίον της τρομοκρατίας’», είπε ο Hassan Nasrallah.

    «Αυτές οι χώρες έγιναν εταίροι στην ευθύνη για οποιαδήποτε επίθεση του Ισραήλ εναντίον του Λιβάνου», πρόσθεσε.

    «Σκοπός αυτής της απόφασης είναι να μας υποτάξει, να μας αναγκάσει σε υποχώρηση.. να μας φοβίσει. Σας λέω ωστόσο ότι μέσω αυτής της απόφασης το μόνο που θα πετύχετε είναι μια αποτυχία και απογοήτευση», συνέχισε.

    «Όποιος πιστεύει ότι μια αντιστασιακή ομάδα που αντιμετώπισε τον ισχυρότερο εχθρό στην περιοχή για 33 μέρες… θα υποκύψει σε μια ανόητη απόφαση, είναι απατηλός και αδαής».
