17-12-2013: President Viktor Yanukovich has inked an agreement. Ukraine scores $15 bln from Russia, 33% gas discount

After stringing along Russia, the EU and the Ukrainian people, President Viktor Yanukovich has inked an agreement worth $15 billion in securities and from January 1, can start buying Russian gas for $268 instead of $400 per 100 cubic meters.


The Russian government will essentially buy $15 billion in Ukrainian debt by buying Ukrainian securities using money from Russia's Welfare Fund, President Vladimir Putin announced Tuesday at a meeting with Yanukovich in Moscow. 

"For the purpose of supporting the Ukrainian budget the Russian government has made a decision to invest part of the National Welfare Fund, to the tune of $15 billion, in Ukrainian government securities," Putin said.

Russia will invest roughly 17 percent of its $88 billion National Welfare Fund, which, together with Russia's Sovereign Wealth Fund is used as a sort of buffer for the country's oil-dependent budget. 

Ukraine and Russia need to learn lessons and avoid mistakes in future bilateral cooperation, Yanukovich said. 

"We have this need to draw lessons for the future and not to repeat such mistakes," Yanukovich said at the conclusion of the bilateral talks held in Moscow on Tuesday.
Ukraine "is our fully-fledged strategic partner beyond any doubt,” Putin said at the meeting, where the two presidents signed 14 separate agreements on space, engineering, defense and trade. 

“We did not talk about Ukraine joining the Customs Union at all," Putin said at the end of the nearly 4-hour long meetings, in an apparent effort to calm opposition protesters in Kiev awaiting news of the two presidents' talks. 

European officials will meet Thursday to discuss Ukrainian trade and a Russia-EU summit is scheduled for late January. 

Gas discount

Ukraine secured a more favorable Russian gas contract, where they will now pay $268 per 1,000 cubic meters of gas instead of $400, which they paid previously.
One loan certainly looming over the negotiations was an outstanding $2 billion gas bill Ukraine owes Gazprom. Ukraine imports more than half of its gas from Russia, used to heat homes, businesses and buildings, and a quarter of European gas flows through Ukraine.
In its bailout proposals the International Monetary Fund (IMF) suggested drastically increasing Ukrainians gas bills while freezing salaries, and carrying out additional budget cuts – something which Ukrainian Prime Minister Nikolay Azarov has called “the last straw” in EU talks.

European ‘door’ closed

EU enlargement chief Stefan Fuele tweeted on Monday that Ukraine’s back and forth trade negotiations have “no grounds in reality,” a signal that the door Western diplomats had insisted remained wide open, had actually, been firmly shut.
Yanukovich backed out of EU talks just before last month's Vilnius conference, where Ukraine was expected to sign an Association Agreement that would have set it on a path toward eventual integration with the EU.
Ukraine on Tuesday ratified a free trade agreement between members of the Commonwealth of Independent States (CIS), membership of which it would lose if it decided to again make a move toward an EU Association Agreement.
The embattled Ukrainian economy is projected to contract 1.5 percent in 2013, year-on-year. 

A month of unrest

The politically instability in Kiev that has escalated over the last month pushed President Yanukovich to make a decision on whether to pivot Ukraine towards European or Russian trade, a decision he thought he could put off until his re-election in 2015, risk defaulting on its sovereign debt, with $30 billion held by Russian state banks.
Over that period, Ukraine was revealed as a deeply divided nation, with protesters filling the streets both for and against the EU trade deal. A trio of opposition leaders emerged - world boxing champion Vitali Klitschko, and nationalists Arseniy Yatsenyuk and Oleh Tyahnybok - but other than agreeing to oust Yanukovich, they haven't put forward a unified opposition front.

    WASHINGTON, December 17 (RIA Novosti) – The United States said Tuesday that Russia’s multibillion-dollar lifeline to Kiev does not address the concerns of legions of Ukrainians who have taken to the streets to protest their government’s decision to halt expected trade deals with the European Union.

    “Any agreements concluded between Kiev and Moscow will not address the concerns of those who have gathered in public protest across Ukraine,” White House spokesman Jay Carney told reporters, The Associated Press reported.

    Russian President Vladimir Putin and his Ukrainian counterpart, Viktor Yanukovych, announced a deal Tuesday under which Moscow will sharply lower natural gas prices for Kiev and dip into its national wealth fund to buy $15 billion in Ukrainian eurobonds.

    Ukraine has been hit with massive ongoing street protests over a decision by Yanokovych’s government last month to spurn an association agreement and trade deals with the EU in favor of closer cooperation with neighboring Russia.

    US and European officials have expressed vocal support for the protesters, a position Carney reiterated after the announcement of Tuesday’s deal.

    “We urge the Ukrainian government to listen to its people and to find a way to restore a path to the peaceful, just, democratic and economically prosperous European future to which Ukrainian citizens aspire,” the AP quoted Carney as saying.

    Russia has repeatedly criticized what it describes as outside interference in the tense standoff between Ukrainian authorities and protesters.

    Western officials, meanwhile, have accused Moscow of bullying Ukraine on trade issues in order to dissuade Kiev from greater integration with the EU.

    In a show of support for the Ukrainian opposition, US Senator John McCain – a relentless critic of Putin – arrived in Kiev over the weekend and told a crowd of anti-government demonstrators in central Kiev that “the destiny you seek lies in Europe.”

  2. Ukraine PM: Russia Deal Will Permit Economic Growth ...

    Ukrainian Prime Minister Mykola Azarov said his country's new bailout deal with Russia will allow Ukraine to revitalize its economy and avoid collapse, but pro-European Union demonstrations continue in Kiev and other Ukrainian cities.

    Azarov made the statement Wednesday, a day after Russian President Vladimir Putin and Ukraine's President Viktor Yanukovych held talks in Moscow.

    Putin has promised to reduce the price of natural gas exports to Ukraine by a third, to $268.5 per 1,000 cubic meters, and lend it $15 billion.

    Opposition leader Vitaly Klitschko greeted the news with skepticism Tuesday, telling supporters that Yanukovych had handed over Ukraine's national interests, independence and every Ukrainian's prospects for a better life.

    Anti-government protests in Ukraine began a month ago when Yanukovych refused to sign an EU trade deal in favor of closer ties with Russia, sparking Ukraine's biggest political crisis in since the Orange Revolution of 2004.

    Klitschko said the Ukrainian people have the right to know what Yanukovych promised the Kremlin in return for the financial assistance, and called for early elections, saying he was personally challenging the Ukrainian president. Klitschko, a heavyweight boxing champion, has announced he is leaving the sport to run for president in 2015.

    In Washington, White House spokesman Jay Carney said the deal between Kiev and Moscow for Russian financial aid will not address the concerns of the tens of thousands of Ukrainians protesting Yanukovych's decision to abandon the agreement with the EU.

    The Ukrainian government, which has sought up to $20 billion in foreign assistance to prop up its struggling economy, has assured the demonstrators that eventually it planned to sign an association agreement with the European Union.

    A poll by Ukraine's non-governmental Research and Branding group released earlier this month showed 46 percent of Ukrainians favoring the EU trade pact, compared to 36 percent favoring a rival trade bloc of former Soviet republics and satellite countries that is being pushed by Moscow.

  3. Putin says that the decision to render aid to Ukraine was dictated by that fact that the brotherly country was in a difficult financial and political situation ...

    The decision to provide assistance to Ukraine was taken by Russia because of a real understanding of the complex state of the Ukrainian economy.

    Ukraine is a brotherly country and Russia had to support it in this situation, declared Russian President Vladimir Putin during a big press conference for Russian and foreign media. He also called the decision to grant a loan to Ukraine and to reduce gas prices as pragmatic, with the aim of helping its major partner. The President stressed that Russia is not against the Association of Ukraine with the EU, but it will protect its market, in case of failure of Kiev in the improvement of relations with the CIS countries in favor of Europe.

    MOSCOW, December 19. /ITAR-TASS/. Ukraine is a brotherly country and Russia should support it in a difficult situation, President Vladimir Putin told a grand news conference on Thursday.

    “Our decision to reduce the gas price for Ukraine was to help the brotherly country and the brotherly people in the difficult situation,” Putin said.

    “I assure you that this is the key reason for taking such decision,” the president said.

    “I’ll tell seriously without any irony: we often use the phrase ‘brotherly country’ and ‘brotherly people’. Today we see: Ukraine is in a difficult political and social situation,” Putin said.

    The president replied to a possible question by a Ukrainian journalist why Russia reduced gas prices and provided a loan to Ukraine.

    In his view, the situation is difficult for different reasons. “If we really think this is the brotherly country and this is the brotherly people, we should behave as close relatives and support the Ukrainian people,” Putin said.

    Les accords économiques russo-ukrainiens conclus à Moscou ne sont pas en contradiction avec l'intégration européenne de l'Ukraine, a déclaré jeudi 19 décembre le président ukrainien Viktor Ianoukovitch.

    Ces accords "ne sont pas en contradiction avec des projets d'intégration.     L'opposition ukrainienne pro-européenne appelle dimanche à un nouveau grand rassemblement à Kiev, quelques jours après la signature d'importants accords économiques avec Moscou par le président Viktor Ianoukovitch qui ont douché les espoirs des manifestants.

    Cette manifestation devrait apporter des réponses concernant la future stratégie de l'opposition et l'avenir de Maïdan, la place de l'Indépendance au centre de Kiev, devenue un symbole et un haut lieu de la contestation, occupée depuis un mois par des manifestants qui l'ont entourée de barricades.

      KIEV, December 22, 4:58 /ITAR-TASS/. The Ukrainian opposition will gather one more people’s assembly, the so-called veche, at noon EET (at 14:00 Moscow time) on Sunday on Independence Square in the centre of the Ukrainian capital. This way of mobilisation of forces, attracting the supporters from other Ukrainian regions, primarily from western regions, was used thrice, last time on Sunday, December 15, when the demonstrators were offered to participate in the rally under the motto ‘Day of Dignity’. The leaders of three opposition forces - Arseny Yatsenyuk (Batkivshchyna) (fatherland), Vitaly Klitschko (UDAR) (punch) and Oleg Tyagnibok (Svoboda) (freedom) will hold the forthcoming people’s assembly under the motto “Common Ukraine - Common Maidan (the common protest action Itar-Tass eds)”.

      The protest action is contemplated as some kind of response to an interview, which President Viktor Yanukovich gave to Ukrainian media on Thursday. He dwelt in detail on mutually advantageous relations with Russia that had been promoted at a meeting of the Ukrainian-Russian interstate commission on Tuesday, December 17. He also gave an assessment to the domestic political situation in Ukraine. “The political crisis, which had broken out at the end of this year, is not overcome, it is needed to draw conclusions from it,” Yanukovich stated. “Everybody, including the incumbent authorities, opposition and certainly the civil society should draw proper conclusions. People will make these conclusions themselves and we should take into account the mistakes that had been made,” the president added.

      However, the Ukrainian opposition did not find a positive and constructive response to this appeal. The three opposition leaders said in a statement, which the press service of the Batkivshchyna Party had made public a day before the forthcoming people’s meeting, that the presidential statements and Prosecutor General Viktor Pshonka’s report about the events on Independence Square on November 30 are “cynical”. The opposition leaders threatened to “draw attention to them again.” “All of us will go out on Independence Square at 12:00 EET on Sunday to show that there are several millions of us and we should not be ignored!” the statement reads.

  8. Russia Repays Soviet Debts to Czech Republic, Finland, Montenegro...

    MOSCOW, December 23 (RIA Novosti) – Russia has completed the repayment of the Soviet Union’s debt of about $3.7 billion to the Czech Republic, Finland and Montenegro, the Finance Ministry said Monday.

    The repaid debt to the Czech Republic alone amounted to $3.6 billion. That and an $18 million debt to Montenegro were regulated by deals signed in 1994 and 2007, respectively. The debts were partially repaid by deliveries of industrial goods and partially by monetary funds.

    Most part of Russia’s debt to Finland was repaid in 2005-2006. The rest, worth some $30 million, was repaid by Russian high-tech product supplies and services in line with a 2006 deal.

    Russia repaid the debts after “admitting its liability for the commitments of the former USSR that emerged as part of trade and economic cooperation with those countries in the Soviet period,” Russia’s Finance Ministry said in a statement.

  9. Outrage as Ukrainian opposition journalist found roughly beaten near Kiev....

    A road police patrol found the badly beaten opposition journalist, Tetyana Chornovil, in a ditch outside Kiev. Ukrainian authorities, leaders of the opposition and foreign officials are demanding an immediate and thorough investigation into the crime.

    On Wednesday night, law enforcement officers found a Chevrolet Aveo ‘parked’ in a ditch on the highway connecting the Ukrainian capital and Borispol international airport. Inside the car, they found journalist Tetyana Chornovi, who had been badly beaten up. They immediately took her to a hospital for treatment.

    A video later showed an unconscious woman with bruising over half her face, swollen lips and cuts across her cheeks. Medics applied several stitches to the journalist’s face and said she had suffered concussion and multiple broken bones. The 34-year-old journalist might require at least three operations.

    By evening, Chornovil was still said to be in a serious condition, the ‘Ukrainian News’ news agency reported. Still she managed to make several comments about the incident, and a criminal investigation was immediately launched.

    The journalist said she was driving to the village of Gora when she noticed her car was being followed, Ukrainian journalist Mustafa Nayyem stated on his Facebook account.

    Chornovil allegedly attempted to get away but a ‘dark colored’ SUV car intercepted her vehicle and forced her to stop. Then two men attacked her vehicle, breaking the side windows. When Chornovil attempted to run away, the men beat her up and drove her car into a ditch. Reportedly, the attackers did not say a word during the battering.

    The journalist was unable to describe the appearance of the attackers to the police, but her car was equipped with a dashboard camera.

    The footage of the severely beaten journalist sent waves of shock and outrage across Ukraine.

    “There is no doubt that [the] aggression against Tetyana Chornovil is connected solely with her journalistic activities,” opposition leader, Arseny Yatsenyuk, declared. “This is in no way ordinary hooliganism; this severe beating is connected with [her] professional activities.” .......http://rt.com/news/ukraine-opposition-journalist-beaten-788/

  10. Ukraine, Slovakia to sign gas supply agreement this week....

    KIEV, December 25. /ITAR-TASS/. Ukraine and Slovakia in the next few days are expected to sign a document, which will allow Kiev to import natural gas from Europe via Slovakia, Ukrainian Energy and Coal Industry Minister Eduard Stavitsky declared on Wednesday.

    “The hope the document will be signed this week. Negotiations to the effect are under way within the schedule,” the minister said.

    Ukraine is striving for opening a Slovak route for gas supplies from European Union to the country in order to diversify its natural gas import. The energy minister said earlier that despite of the decline in the cost of Russia’s gas for Naftogaz Ukrainy to 268.5 U.S. dollars per 1,000 cubic metres (almost by a third), Ukraine is not going to give up the import diversification idea.

    In the meantime, Kiev will buy gas of that supplier, whose fuel will be cheaper, the minister stressed. As of now, the proposal of Russia’s gas giant Gazprom for 2014 is the most profitable from the viewpoint of gas cost.

    Οι ηγέτες της ουκρανικής αντιπολίτευσης κάλεσαν τους υποστηρικτές της ευρωπαϊκής ολοκλήρωσης της Ουκρανίας να βγουν σήμερα ξανά στην Πλατεία Ανεξαρτησίας στο Κίεβο, ενώ στη συνέχεια να πραγματοποιήσουν πορεία προς την εξοχική κατοικία του προέδρου Βίκτορ Γιανουκόβιτς.

    Το τελευταίο διάστημα ο αριθμός των κυριακάτικων διαδηλωτών στο Κίεβο μειώθηκε, αλλά ίσως ο άγριος ξυλοδαρμός της δημοσιογράφου και ακτιβίστριας Τατιάνα Τσερνοβόλ θα δώσει μία νέα ώθηση στο κίνημα διαμαρτυρίας.

    Η Τατιάνα Τσερνοβόλ, γνωστή για τα κριτικά της άρθρα σχετικά με τα πρώτα πρόσωπα του κράτους, μεταξύ αυτών του Βίκτορ Γιανουκόβιτς και των μελών της οικογένειάς του, χτυπήθηκε βάναυσα από αγνώστους στις 25 Δεκεμβρίου.

  12. Ukraine: 50 000 manifestants pro-européens au centre de Kiev ...

    Plusieurs dizaines de milliers d'opposants pro-européens se sont rassemblés dimanche dans le centre de Kiev au début de la grande manifestation pour dénoncer l'agression d'une journaliste qui a provoqué un tollé en Ukraine.

    Environ 50 000 personnes étaient présentes sur Maïdan, place de l'Indépendance dans le centre-ville au début de la manifestation à 10H00 GMT et les manifestants continuaient d'affluer massivement, selon un journaliste de l'AFP.

    Il s'agit du sixième grand rassemblement de dimanche d'affilé depuis la volte-face du pouvoir ukrainien sur le rapprochement avec l'Union européenne au profit de la Russie.

    L'agression de la journaliste Tetiana Tchornovol, 34 ans, connue pour les enquêtes sur la corruption du président Viktor Ianoukovitch et son entourage, a renforcé la mobilisation qui s'essoufflait à l'approche des fêtes.

      Les opposants brandissant des drapeaux ukrainiens et de l’Union européenne se sont installés sur la place centrale du village de Novi Petrivtsi à 300 mètres de la résidence, de Viktor Ianoukovitch, située dans la banlieue de Kiev et protégée par des cordons de policiers anti-émeutes, des camions et des autobus.

      Juché sur un minibus, le célèbre boxeur Vitali Klitschko, l’un des leaders de l’opposition, a déclaré qu’ils étaient là pour dénoncer «la corruption».

      «Le pouvoir ne doit pas penser qu’il peut se cacher derrière les enceintes et ne pas entendre son peuple. Ils verront que nous sommes nombreux et que nous n’avons pas peur. La prochaine fois, il y aura ici des millions de personnes», a-t-il lancé.

    Ο αντιπρόεδρος του Ευρωπαϊκού Κοινοβουλίου Τζάνι Πιτέλλο πιστεύει ότι η Ευρώπη θα βρει τρόπο να επιβάλει κυρώσεις ώστε να ασκήσει πίεση στις αρχές της Ουκρανίας.

    «Επιμένω ότι τα ευρωπαϊκά κράτη, οι ευρωπαϊκοί θεσμοί θα πρέπει να βρουν τη φόρμα πώς να σταματήσουν αυτό το ξεφάντωμα των αντιδημοκρατικών ενεργειών», - είπε ο Πιτέλλο στην Έδρα της Εθνικής Αντίστασης σήμερα Σάββατο στο Κίεβο.   14. Russia to be Ukraine’s Sole Gas Provider....

    KIEV, January 9 (RIA Novosti) – Ukraine has ceased buying gas from Europe and will instead purchase the fuel solely from Russia, as it offers the lowest prices, Ukraine’s energy minister said Thursday.

    Russian gas is “the most profitable [supply option] for today,” said Ukraine’s Energy and Coal Industry Minister Eduard Stavitsky.

    Kiev has been buying gas from Poland and Hungary over the last two years and was close to striking another gas deal with Slovakia in a bid to reduce its dependence on Russian supplies, amid political tension over Ukraine’s previous policy of gradual economic alignment with Europe.

    Ukraine was expected to sign an association agreement with the European Union in November, but President Viktor Yanukovich dropped the deal at the last minute, instead striking a $15 billion aid package and gas discount agreement with Russia in December.

    Russia agreed to drop its gas prices for Ukraine from $400 per 1,000 cubic meters to $268 starting January 1, in a deal between Ukraine’s state energy firm Naftogaz and Russia’s Gazprom formalized on Thursday.

    The new price level must be confirmed every quarter, according to the agreement, giving financial leverage for Moscow to deter Kiev from seeking closer ties with the EU in the future.

    Ukraine stopped buying European gas at the start of January, Ukrainian news agency UNIAN reported Wednesday, citing operational data from gas transmission systems in Hungary and Poland.

    The European Commissioner for Enlargement and European Neighborhood policy, Štefan Füle, has been shocked by an abrupt turn taken by Ukraine in the direction leading away from to the European path.

    He warns that the move might result in certain ramifications for partnership between Kiev and Brussels.

    “I’m shocked. I’m deeply disappointed by Ukraine’s anti-European turn. I’m worried to watch how it’s happening to such an important partner of the EU,” he concludes.

  16. Russia committed to second aid tranche to Ukraine - minister....

    Russia will stick to its pledge to give Ukraine a second tranche of a $15-billion loan, but has not yet allocated the sum as it waits for repayment of a $2.7 billion gas debt, Russian Finance Minister Anton Siluanov said on Saturday.

    "We will fulfil what we have promised to Ukraine, but we would like the Ukrainian side to comply with the obligations that it has committed to," Siluanov told reporters.

    He explained he was referring to a restructured debt with the payment deadline of January 25.

    He said Russia had assured Ukraine it would provide the latter with what it had promised to, but that "we would like the commitments that have been made on the Ukrainian side to be met without delay too."

    "We didn't link our tranches to the fulfillment of the commitments concerning payments for gas [under an agreement] between Naftogaz and Gazprom [MOEX: GAZP], but, nevertheless, they are state organizations, and naturally we always make agreements to meet our commitments both at interstate level and between state companies," Siluanov said.

    "Payments for this year, as far as I know, are going according to schedule," he said.     Russia will release the next instalment of its $15-billion loan to Ukraine at the end of the month, a newspaper close to President Viktor Yanukovych said Monday, following talks between Ukraine's leader and his Russian counterpart.
