Περισσότεροι από ένα εκατομμύριο Ευρωπαίοι πολίτες ζουν και εργάζονται στην Ελβετία, όπου αποτελούν σημαντικό τμήμα της συνολικής μετανάστευσης, Αντιστοίχως η ΕΕ, που είναι η μεγαλύτερη εμπορική εταίρος της Ελβετίας φιλοξενεί με τη σειρά της περίπου 430.000 Ελβετούς.
ΕΕ και Ελβετία: ελεύθερη κυκλοφορία από το 2002
Η ελεύθερη κυκλοφορία μεταξύ της ΕΕ και της Ελβετίας έχει επισημοποιηθεί από το 2002. Το 1999 υπογράφηκε η συμφωνία ως μέρος πακέτου 7 συμφωνιών. Η συμφωνία δίνει το ίδιο δικαίωμα σε Ελβετούς πολίτες και πολίτες της ΕΕ να εισέρχονται ελεύθερα σε χώρες της ΕΕ και στην Ελβετία αντιστοίχως για να ζήσουν ή να εργαστούν.
"Εξαρτάται από την κυβέρνηση της Ελβετίας να αποφασίσει εάν θέλει να αναστείλει τις συμφωνίες με εμάς. Όσο η Ελβετία δεν αντιδρά, οι συμφωνίες υπάρχουν" είπε ο πρόεδρος του ΕΚ.
Οι όροι της συμφωνίας
Εάν η Ελβετία δεν είναι πλέον σε θέση να εκπληρώσει τους όρους της συμφωνίας για την ελεύθερη κυκλοφορία των πολιτών, όλες οι υπόλοιπες συμφωνίες που υπογράφηκαν το 1999 κινδυνεύουν, σύμφωνα με το άρθρο 25.

Le vote anti-immigration va-t-il faire perdre 80 000 emplois à la Suisse?...
ReplyDeleteLes répercussions économiques du vote suisse en faveur d'une limitation de l'immigration sont encore difficiles à évaluer mais cela crée un climat d'incertitude pour les entreprises, font valoir les économistes du Credit Suisse dans une note publiée lundi, estimant que 80 000 emplois pourraient passer à la trappe.

Die EU hatte Konsequenzen angekündigt, nun kommen sie: Wegen der feindseligen Haltung der Schweiz gegenüber dem Ausland, die sich im Volksentscheid über Zuwanderungsregeln gezeigt hat, liegt nun ein Stromabkommen auf Eis.
BrüsselNach dem Schweizer Votum zur Begrenzung der Zuwanderung hat die EU-Kommission die Gespräche über einen grenzüberschreitenden Stromhandel ausgesetzt. Neue Verhandlungen seien gegenwärtig nicht abzusehen, sagte eine EU-Sprecherin am Montag. „Das weitere Vorgehen muss im größeren Kontext der bilateralen Beziehungen analysiert werden.“
Das Abkommen mit der Schweiz soll einen geplanten Energie-Binnenmarkt der 28 EU-Staaten ergänzen. Die Teilnahme des Alpenstaates wäre wichtig für die Anbindung von Staaten wie Italien. ReplyDeleteSwitzerland is a very close neighbour of the EU – geographically, politically, economically and culturally. It is the EU's third largest economic partner (trade in goods and services taken together), after the US and China, ahead of Russia and Japan. In turn, the EU is by far the most important trading partner for Switzerland, accounting for 78% of its imports and 57% of its exports in goods in 2011. In commercial services and foreign direct investments, the EU's share is equally dominant. This is to the mutual benefit, and Switzerland has a policy of promoting itself as a stepping stone to the EU, thanks to the significant degree of integration it has with the EU internal market.
Furthermore, over a million EU citizens live in Switzerland and another 230,000 cross the border daily for work. About 430,000 Swiss live in the EU.
The cornerstone of EU-Swiss relations is the free trade agreement of 1972. As a consequence of the rejection of EEA membership in 1992 by the Swiss people, Switzerland and the EU agreed on a package of seven sectoral agreements signed in 1999 (known in Switzerland as "Bilaterals I"). These include: free movement of persons, technical trade barriers, public procurement, agriculture and air and land transport (road and rail). In addition, a scientific research agreement fully associated Switzerland into the EU's framework research programmes.
A further set of sectoral agreements was signed in 2004 (known as "Bilaterals II") covering, inter alia, Switzerland's participation in Schengen and Dublin, and agreements on taxation of savings, processed agricultural products, statistics, combating fraud, participation in the EU Media Programme, the Environment Agency, and Swiss financial contributions to economic and social cohesion in the new EU Member States. In 2010 an agreement was signed on Swiss participation in EU education, professional training and youth programmes1.

Free movement of persons is a central pillar of our relations with Switzerland, and part of our overall package of ties.
The popular vote in Switzerland of 9 February 2014 in favour of an introduction of annual quantitative limits to "immigration“ (this includes cross-border commuters, asylum seekers, job seekers from the EU and third countries) calls into question the EU-Swiss agreement on the free movement of persons, requesting that the Swiss Federal Council "renegotiate" this agreement with the EU. Implementing legislation for this initiative will now have to be enacted by the Federal Council within three years. The Federal Council has indicated that the first stage of the legislative process ("Vernehmlassung“, comparable to a Green Paper) is to be expected this year.

L'Unione Europa contro la Svizzera. All'indomani del referendum elvetico sulle quote degli immigrati, l'Ue annuncia di non proseguire il negoziato con la Svizzera sull’elettricità" alla luce della nuova situazione che si è venuta a creare" dopo il voto sul referendum sulla libera di circolazione che è "una potenziale violazione" degli accordi.
Che ha aggiunto: "Nessun negoziato tecnico è previsto al momento" tra Unione europea e Svizzera nella trattativa sull'elettricità perché il modo di procedere deve essere analizzato alla luce del contesto più ampio" delle relazioni tra Ue e Berna. Ahrenkilde ha poi aggiunto che l'accordo sull'elettricità "è logicamente legato a questioni istituzionali orizzontali". Sulla stessa linea il Consiglio Ue che, attraverso la presidenza greca, ha dichiarato: "È impossibile accettare la divisione tra la libera circolazione delle persone e quella dei capitali, le quattro libertà fondamentali sono una parte integrante dei rapporti fra Ue e Confederazione elvetica, il mercato interno e i quattro pilastri sono indivisibili ed è impossibile accettare una separazione fra la libera circolazione degli individui e quella dei capitali''.
