Les Etats-Unis discutent avec l'Europe d'une aide financière à l'Ukraine

Pour recevoir cette aide, Kiev devra s'engager sur la voie des réformes et les violences cesser.

Les Etats-Unis ont dit lundi discuter avec l’Union européenne d’une éventuelle aide financière qui serait fournie à l’Ukraine en pleine crise politique, comme l’avait indiqué plus tôt la diplomatie européenne.


«Nous sommes à une étape préliminaire de consultations avec l’UE et avec d’autres partenaires à propos du soutien dont l’Ukraine aurait besoin», a déclaré la porte-parole du département d’Etat, Jennifer Psaki.

En outre, la chef de la diplomatie de l’Union européenne Catherine Ashton se rendra mardi en Ukraine pour une nouvelle tentative de mettre fin à la crise, ont annoncé lundi ses services.
Catherine Ashton doit entamer dès son arrivée des discussions avec l’opposition et avec les autorités ukrainiennes et poursuivre ses entretiens mercredi, a indiqué sa porte-parole Maja Kocijancic, qui s’est refusée à fournir d’autres précisions.
  • Lundi, les services de Catherine Ashton ont annoncé que l’Union européenne réfléchissait avec ses partenaires, dont les Etats-Unis et le Fonds monétaire international (FMI), à la façon d’aider financièrement l’Ukraine à condition que Kiev s’engage sur la voie des réformes et que les violences cessent.

    Οι Βρυξέλλες και η Ουάσινγκτον εργάζονται πάνω σ' ένα οικονομικό σχέδιο για την Ουκρανία, δήλωσε η Άστον προς την εφημερίδα Wall Street Journal προσθέτοντας πως οι αριθμοί "δεν θα είναι μικροί" και πως το σχέδιο μπορεί να περιλάβει χρήματα, "εγγυήσεις" ή προοπτικές επενδύσεων.

    Bundesaußenminister Steinmeier will entschieden gegenüber der ukrainischen Führung auftreten. Auch Sanktionen schließt er nicht mehr aus. Die Lage sei "hoch brisant".

    Bundesaußenminister Frank-Walter Steinmeier hat betont, dass die Bundesregierung gegenüber der ukrainischen Regierung entschieden auftreten müsse. In einem Interview mit den ARD-Tagesthemen schloss er auch Sanktionen nicht aus. "Die Sanktionen müssen wir jetzt als Drohung zeigen und auch bereit sein, für den Fall, dass es zu den erwarteten und verlangten Fortschritten in den Verhandlungen der nächsten Tagen nicht kommt, darüber zu entscheiden" sagte Steinmeier in der ARD. Noch am Wochenende hatte die Bundesregierung Sanktionen gegen Amtsträger in der Ukraine abgelehnt.

    Die Lage in der Ukraine bezeichnete Steinmeier als weiterhin "hoch brisant". "Es bleibt ein Pulverfass, und deshalb hoffe ich, dass von keiner Seite gezündelt wird". Steinmeier sprach angesichts des vergangenen Tages in der Ukraine von "kleinen Bewegungen, die ein bisschen Hoffnung begründen", da zum ersten Mal auch über die Freilassung von Gefangenen gesprochen worden sei. "Aber wir sind noch nicht am schwierigsten Stück und das ist die Änderung der Verfassung.     Ukrainian President Viktor Yanukovy is ready for early parliamentarian and presidential elections if the opposition fails to compromise, according to reported comments by a political ally. The member of parliament went on to cite Yanukovich's willingness to hold a presidential election a year early, and a parliamentary election that is otherwise not due until 2017.

  4. Ουκρανία: «Συμφωνία ή πρόωρες εκλογές», η θέση του Γιανουκόβιτς ...

    Την πρόθεση του ουκρανού προέδρου Βίκτορ Γιανουκόβιτς να προχωρήσει σε πρόωρες βουλευτικές και προεδρικές εκλογές, εάν αυτή η εξέλιξη απομείνει ως μοναδική δημοκρατική διέξοδος επίλυσης της πολιτικής κρίσης στη χώρα, εξέφρασε ο εκπρόσωπός του στην ουκρανική Βουλή Γιούρι Μιροσνιτσένκο σε τηλεοπτική εκπομπή του δικτύου ΙCTV.

    Σύμφωνα με τον ίδιο, ο κ. Γιανουκόβιτς έχει ξεκαθαρίσει ότι εάν οι πολιτικοί δεν κατορθώσουν άμεσα να συμφωνήσουν, τότε μοναδικός δημοκρατικός τρόπος επίλυσης της κρίσης είναι οι πρόωρες εκλογές, διευκρινίζοντας ότι γίνεται λόγος για έκτακτη αναθεώρηση του Συντάγματος και προκήρυξη βουλευτικών και προεδρικών εκλογών.

    Διευκρίνισε ακόμη ότι δεν εξετάζεται οποιοδήποτε βίαιο σενάριο επίλυσης της κρίσης, ούτε μπορεί να γίνει λόγος για κήρυξη κατάστασης εκτάκτου ανάγκης.

      El representante del presidente ucraniano Viktor Yanucovich en el Parlamento descartó que las autoridades se estén planteando la convocatoria de elecciones parlamentarias anticipadas.

      Horas después de asegurar a un canal de televisión ucraniano que Yanucovich sí estaría dispuesto a convocar elecciones en caso de que no se llegue a un acuerdo para superar la crisis política, el representante Yuri Miroshnichenko dio marcha atrás.

      "Esta cuestión no está de actualidad. Hemos aprobado la ley (de amnistía) y hemos dejado atrás (la cuestión de las elecciones)", dijo el también diputado del oficialista Partido de las Regiones a la agencia rusa Interfax Ukraini.

      Precisó que la convocatoria de los comicios se barajó "cuando estábamos preparando los proyectos de ley (de amnistía)".

    KIEV, February 4. /ITAR-TASS/. Representatives of the opposition are making attempts of bribing servicemen of internal troops of Ukraine’s Ministry of the Interior in order to gain them over. This confirmed to Itar-Tass head of the press service of the ministry’s internal troops Viktoria Kushnir.

    “Yes, indeed, such attempts of bribing our staff are made by the opposition. In this regard we are raising awareness among our personnel and involving psychologists,” the Interior Ministry’s spokesperson said noting that “there are currently no registered cases of officers’ non-compliance with their official duties in connection with the facts in evidence”.

    On Thursday, commander of the internal troops of Ukraine’s Interior Ministry Gen.-Lieut. Stanislav Shulyak addressed to his subordinates and urged them to hold ground and resist the proposals of extremists to join them.

    “Today, they are ready to offer you huge money. Is there any use to trust such offers? Can you trust politicians that tacitly allowed bought extremists generously pour Molotov cocktails on you? Can you make a deal with those, who called and continues calling for reprisal on you and your families? Each of you is able to understand by himself, on whose side the truth is. I believe in your ability to make the difference between truth and insidious deception,” Shulyak said in his address circulated by the press service.

The European Union expressed readiness to delegate high-level mediators in talks between the opposition and the authorities to resolve Ukraine’s political crisis, the leader of Udar (Punch) party, boxer-turned-politician, Vitali Klitschko, said on Tuesday after a meeting with EU foreign policy chief Catherine Ashton.

    “We discussed the situation in Ukraine,” he said. “The main thing is to take real steps towards resolving the crisis. I noted that first of all the parliament should adopt an act on the return to the 2004 Constitution. This will allow to demonopolise power in the country.”

    “As concerned the talks with President Yanukovich, Mrs Ashton assured that Europe was ready to delegate high-level mediators in talks between the opposition and the authorities,” Klitschko said.

    On Tuesday, during a break in a parliamentary session Klitschko met with Ukrainian President Viktor Yanukovich to discuss Ukraine’s return to the 2004 Constitution.

    Yanukovich noted that this issue should be resolved at talks in the parliament and that the opposition “also bore the responsibility” for the situation in the country, Klitschko said.

  7. Ashton rencontre le président ukrainien, sommé de mettre fin à la « dictature »....

    La diplomate en chef de l'Union européenne, Catherine Ahston, devait s'entretenir mercredi 5 février avec le président ukrainien, Viktor Ianoukovitch, sommé par l'opposition de mettre un terme à la « dictature ». Elle a déjà rencontré mardi les chefs de l'opposition, Vitali Klitschko, Arseni Iatseniouk et Oleg Tiagnybok. Ce dernier a seulement rapporté, après l'entretien, que le dialogue devrait se poursuivre avec l'Union.

    Mme Ashton devait discuter à Kiev de l'aide financière que l'Union européenne et les Etats-Unis pourraient apporter à l'Ukraine, au bord de la cessation de paiements.   8. L'APCE pas habilitée à imposer des diktats à Kiev (député russe)....

    L'Assemblée parlementaire du Conseil de l'Europe (APCE) n'est pas habilitée à décider si Kiev doit signer des accords avec la Russie ou avec l'UE, a déclaré mercredi le président de la commission des affaires internationales de la Douma (chambre basse) Alexeï Pouchkov qui dirige la délégation russe à l'APCE.

    La question de savoir si l'Ukraine doit signer un accord avec la Russie ou l'UE "ne concerne pas l'APCE", a affirmé M. Pouchkov lors d'une conférence de presse à Moscou.

    "Il ne doit pas y avoir de double standard. Il ne doit pas y avoir de discrimination des pays qui ne font pas partie de l'Union européenne. L'APCE ne doit pas se transformer en filiale de l'UE", a indiqué le député russe, soulignant que cet avis était partagé par certains membres de l'Assemblée parlementaire.

    Des débats sur la situation en Ukraine se sont déroulés la semaine dernière à l'APCE. A l'issue d'une discussion qui a duré deux heures, l'Assemblée a adopté une résolution prévoyant la possibilité de "suspendre les droits de vote" de la délégation ukrainienne lors de la prochaine session fixée à avril.       The US can impose economic and visa sanctions on Ukraine in case force is used to settle the political crisis in the country, U.S. Ambassador to Ukraine Jeffrey Payette said Wednesday, speaking on air of the "Public Television". The diplomat stressed that should the Ukrainian democracy be overthrown, damage would be done to bilateral relations.

      "If such scenarios as the introduction of state of emergency or an attempt to clear the Independence Square take place, we will resort to serious economic and visa sanctions against Ukraine," Payette said. He also mentioned that the US had already introduced sanctions against people bearing a relation to the use of force during the Euromaidan events.

      Payette said that the further development of the situation in the country was dependent on Ukrainian President Viktor Yanukovych than on anybody else.

  10. Crimea official warns population about possible provocations by radicals...

    Earlier, Crimean media published correspondence between radical Ukrainian organizations concerning the preparation of storages in Crimea for arming militants.

    SIMFEROPOL, February 05. /ITAR-TASS/. Prime Minister of the Autonomous Republic of Crimea Anatoly Mogilev warned residents about possible provocations from radical forces, and urged the community to jointly stop any attempts to stir up a conflict or unsettle the situation.

    "Our main task is to prevent attempts of certain radicals to further escalate the conflict," Mogilev said. "We should block any provocations from all sides, regardless of nationalities or groups of influence involved. It is necessary to explain to all people that such a conflict is unacceptable in Crimea."

    Imitated seizure or blocking of administrative buildings might become a fuse leading to destabilization of the situation, he added.

    "Crimea is a very complex region. It is home to many nationalities; we're in the epicenter of interests of the neighboring countries. Many will try to add fuel to the fire which could flare up in Crimea. Our task is to be on guard. If we prevent it, we will remain a stable region," Mogilev underlined.

    He expressed confidence that law-enforcement services will cope with the task with the assistance of militia set up by decisions of local councils.

    Earlier, Crimean media published correspondence between radical Ukrainian organizations concerning the preparation of storages in Crimea for arming militants. They discussed the purchase of several thousand helmets, bulletproof vests, gas masks, baseball bats and hunting equipment and production of incendiary compound.   11. US Congress ready to introduce sting sanctions against Ukrainian officials...

    WASHINGTON, February 11, 7:35 /ITAR-TASS/. U.S. Congress is prepared to introduce sting sanctions against the Ukrainian officials responsible for the use of force against the participants in “actions of protests” in Kiev at the end of last year, says a resolution that the House of Representatives endorsed Monday night.

    A total of 381 members of the house voted for the resolutions and only two voted against it.

    The resolution voices support to what the Representatives believe to be democratic and European aspirations of the people of Ukraine and its right to choosing a future without intimidation or fear.

  12. US supplies Ukraine military with 330,000 field food rations - source...

    The US government has supplied the Ukrainian armed forces with about 330,000 Meal, Ready to Eat (MRE) individual food field rations as aid. A truck convoy delivered the last shipment of the aid to Ukraine on Saturday, the Ukrainian Defense Ministry said in a statement on Sunday.

    Maj. Alexis Scott of the defense section of the US Embassy in Kiev officially handed over the shipment to the foreign relations chief of Ukraine's General Staff, Col. Alexander Ostrovskiy, who promised the rations would be quickly distributed among military units.
