Red Cross admits Ukraine is in a state of civil war (urges to respect humanitarian law)

The International Committee of the Red Cross said on Wednesday that Ukraine was in a state of civil war and called on the parties in conflict to respect international humanitarian law.
“Fighting in eastern Ukraine continues to take its toll on civilians, and we urge all the sides to comply with international humanitarian law, otherwise known as the law of armed conflict,” ICRC director of operations Dominik Stillhart said.
“These rules and principles apply to all parties to the non-international armed conflict in Ukraine and impose restrictions on the means and methods of warfare that they may use,” the Red Cross said in a statement received by Itar-Tass.

Prior to that, the Geneva-based humanitarian organization had refrained from giving the exact definition of a conflict that is under way in Ukraine.

An internal armed conflict or a “non-international armed conflict”, according to the term used by the Red Cross, means that the country is being torn by a civil war. Though the Red Cross is not officially saying the term “civil war”, this is exactly how the conflict in Ukraine can be classified, the Red Cross said.

“The ICRC reiterates that, under international humanitarian law, attacks may be directed only against military objectives and not against civilians, nor against civilian objects such as homes, schools, medical facilities and vehicles, community shelters or places of worship.
International humanitarian law also stipulates respect and protection for the civilian population and those not (or no longer) participating in hostilities, such as the sick, the wounded and those who have been detained, who must be treated with dignity at all times,” Stillhart went on to say.

He arrived in Ukraine on Wednesday to discuss with the parties in conflict the ongoing repatriation of the bodies of those who died in the Boeing 777 crash over Ukraine’s Donetsk region on July 17.

    Las autoridades de Ucrania asignan cada mes más de 128 millones de dólares para la operación militar en el este, informó el Ministerio de Finanzas.

    “La operación antiterrorista cuesta al país más de 1.500 millones de grivnas cada mes (unos 128,5 millones de dólares)”, dice el comunicado en la web del ente.

    Anteriormente, el Ministerio de Finanzas solicitó 9.100 millones de grivnas adicionales (unos 780 millones de dólares) para financiar la operación en el este.

    Hace unos meses, las autoridades ucranianas admitieron que el fisco estaba vacío, recortaron los gastos presupuestarios en programas sociales y anunciaron la transición a una política de “austeridad total”.

    Occidente expresó en varias ocasiones la voluntad de ayudar a las fuerzas gubernamentales de Ucrania. Así, EEUU envió al país eslavo unas 300.000 raciones de combate, alambre de espino, binóculos y más tarde asignó unos siete millones de dólares para tiendas de campaña, calentadores y otros equipos.

    Desde mediados de abril, las fuerzas de seguridad ucranianas realizan una operación militar en el este del país contra las milicias que no reconocen la legitimidad del Gobierno que subió al poder en Kiev en febrero pasado.....................http://sp.ria.ru/international/20140724/160952941.html

  2. At least 20 people including six civilians have been killed during heavy fighting overnight Thursday in eastern Ukraine, authorities said on Friday....

    According to Ukrainian military operation spokesman Oleksiy Dmytrashkivsky, 14 people died in clashes between government troops and insurgents near the Shakhtarsk town, one of spots that witnessed violent confrontation over the past days.

    Ten of those killed were Ukrainian servicemen, while identities of the other four victims remained unknown, Dmytrashkivsky told reporters.

    In Donetsk city, at least one person was killed and four others were injured, when an explosive device went off inside a bus.

    In the neighboring Lugansk city, five civilians were killed and nine others wounded, when shelling hit a supermarket and apartment blocks.

    Despite fighting in the eastern regions, an international investigation team reached the crash site of Malaysia Airlines Flight MH17 for the second consecutive day.

    According to the Organization for Security and Cooperation in Europe (OSCE), Dutch and Australian experts and police officers, as well as monitors from the OSCE were continuing their work near the village of Grabovo, where a Boeing 777 went down two weeks ago, killing all 298 people on board.

    On Thursday, the international experts, who had failed in three attempts to reach the crash site, had found access to the area and started the search of victims' bodies.
