Statement by Commission spokesman on the announcement of measures by the Russian Federation

European Commission, Statement, Brussels, 7 August 2014:

"The European Union regrets the announcement by the Russian Federation of measures which will target imports of food and agricultural products. 

This announcement is clearly politically motivated. 

The Commission will assess the measures in question as soon as we have more information as to their full content and extent. 

We underline that the European Union's restrictive measures are directly linked with the illegal annexation of Crimea and destabilisation of Ukraine. 

The European Union remains committed to de-escalating the situation in Ukraine. 
All should join in this effort. 

Following full assessment by the Commission of the Russian Federation's measures, we reserve the right to take action as appropriate. "

    Russia is imposing a "full embargo" on food imports from the EU, US and some other Western countries, in response to sanctions over Ukraine.

    Prime Minister Dmitry Medvedev said it would include fruit, vegetables, meat, fish, milk and dairy imports.

    Australia, Canada and Norway are also affected.

    Russia is also banning Ukrainian airlines from transit across its territory, he said in televised comments to the government.

    Furthermore, the Russian government is considering banning transit flights for EU and US airlines in retaliation for sanctions over Ukraine, he said.

    Barring airlines from Siberian airspace would significantly increase costs and flying time for many jets bound for Asian destinations.

  2. Russia bans fruit, veg, meat, fish, dairy imports from EU and US...

    Russia is to ban fruit, vegetable, meat, fish, milk and dairy imports from the EU, US, Australia, Canada and Norway.

    Russian Prime Minister Dmitry Medvedev said the ban is valid from today and will last for one year.

    He said: "There is nothing good in sanctions and it wasn't an easy decision to take, but we had to do it.

    "Of course this is a serious decision for the suppliers of such foods from these countries."

    Mr Medvedev said the ban will not cover baby food.

    People will still be able to buy the banned products abroad if they want, but he warned those who try to profit from reselling them will be "harshly punished".

Εμείς έχουμε συνεχείς επαφές ώστε να έχουμε τις μικρότερες δυνατές επιπτώσεις, ει δυνατόν, καμία πρακτική επίπτωση. Δεν θέλω να πω τώρα ποια είναι η διαδικασία στην οποία βρισκόμαστε.   4. Sanctions of the West are targeted personally against President Vladimir Putin, Russian Deputy Prime Minister Dmitry Rogozin said on Thursday....

    He added that in this situation the president needed backing.

    “All the sanctions that are imposed on Russia are also largely targeted against the president of the Russian Federation,” Rogozin said, introducing new leadership of the Khrunichev State Research and Production Space Centre. “In this situation, I think everybody understands that the head of state needs our backing, because he has assumed the entire responsibility in this difficult period and we should help him withstand this pressure and win,” the Russian vice premier said.

    Rogozin told Khrunichev Space Centre’s personnel they should realise, fulfilling their professional specific tasks, testing carrier rockets and supplying equipment for the second launch pad of the Vostochny cosmodrome, that it is necessary to be consolidated in their actions in this situation and work based on the single concept and absolute national solidarity.

  5. Russia mulls overflight ban for European, U.S. airlines...

    MOSCOW, Aug. 7 (Xinhua) -- Russian Prime Minister Dmitry Medvedev said on Thursday that Russia is considering an overflight ban for European and U.S. airlines to the Asia-Pacific region in retaliation for their sanctions targeting Russia's low-cost airline Dobrolet.

    A number of retaliatory steps are "on the table," such as a ban on European and American airlines using Russian airspace for transit flights to Southeast Asia or the Asia-Pacific region, Medvedev said at a government session.

    MOSCOW: Former US intelligence contractor Edward Snowden, wanted by the United States for leaking extensive secrets of its electronic surveillance programmes, has been given a three-year residence permit by Russia, his Russian lawyer told reporters on Thursday.

    The announcement comes at a time when Russia's relations with the West are at Cold War-era lows over Russia's actions in Ukraine.   7. Βερολίνο: Το ρωσικό εμπάργκο θα πλήξει τη γερμανική οικονομία....

    Την ανησυχία τους για τις ζημιές που θα προκαλέσει στη γερμανική οικονομία το ρωσικό εμπάργκο εισαγωγών ευρωπαϊκών αγροτικών προϊόντων εξέφρασαν οι εκπρόσωποι της Γερμανικής Ομοσπονδίας Επιχειρήσεων Χοντρικού και Λιανικού Εμπορίου και Εξαγωγών.

    Οπως λένε οι υπεύθυνοι, η απαγόρευση στις εισαγωγές βοοειδών και χοιρινών, αλλαντικών, γαλακτοκομικών, λαχανικών και φρούτων θα προκαλέσει ιδιαίτερα σοβαρή ζημιά στους γερμανούς παραγωγούς και εξαγωγείς, αλλά και στη γερμανικής οικονομία γενικότερα, καθώς η Ρωσίας αποτελεί μια πολύ σημαντική αγορά με υψηλή αγοραστική δύναμη.

    Με την έγκριση της ρωσικής κυβέρνησης επισημοποιήθηκε σήμερα το εμπάργκο στις εισαγωγές γεωργικών και κτηνοτροφικών προϊόντων από τις χώρες που υποστηρίζουν τις κυρώσεις κατά της Μόσχας.

    Οπως δήλωσε σήμερα ο ρώσος πρωθυπουργός Ντμίτρι Μεντβέντεφ τα συγκεκριμένα μέτρα ελήφθησαν για την προστασία των εθνικών συμφερόντων της Ρωσίας. Το ψήφισμα της ρωσικής κυβέρνησης προβλέπει συνολική απαγόρευση της προμήθειας βοείου και χοιρινού κρέατος, πουλερικών, ψαριών, τυριού, γάλακτος, φρούτων και λαχανικών από τις χώρες της Ευρωπαϊκής Ενωσης, τις ΗΠΑ, τον Καναδά, την Αυστραλία και τη Νορβηγία για ένα έτος, με δυνατότητα αναθεώρησης.
    Ηδη στις Βρυξέλλες συζητείται προσφυγή στον ΠΟΕ.

  8. Snowden gets three-year residence in Russia .......

    Edward Snowden, the former US intelligence contractor turned whistleblower, has been granted a three-year residence permit to remain in Russia.

    Snowden's lawyer, Anatoly Kucherena, told reporters on Thursday that Snowden had been granted asylum allowing him to move about freely and travel abroad.

    "The request was accepted and accordingly Edward Snowden was given a three-year residence permit," Kucherena said.

    The former operative for the National Security Agency (NSA) was granted a one-year temporary asylum last year, but that had run out on August 1.

    Snowden, who fled to Hong Kong and then Moscow, is believed to have accessed about 1.5 million secret documents, US officials have said, although how many he actually took is unclear.

    Snowden was charged by the US last year over allegations of theft of government property and disseminating classified material to unauthorised people.

  9. Les industriels français de l'agro-alimentaire inquietés par l'embargo russe...

    Bœuf, porc, volaille, poisson, fromage, lait, légumes et fruits, l'embargo total de la Russie pour les produits en provenance des pays d'Europe et des États-Unis n'épargne presque aucun secteur de l'agriculture et de l'agroalimentaire français, à l'exception des vins et spiritueux. Cette interdiction d'importer, qui touche également l'Australie, le Canada et la Norvège, s'applique pour une durée de un an mais pourra être levée «si nos partenaires font preuve d'une approche constructive» précise le premier ministre russe. Moscou utilise une nouvelle fois l'arme commerciale comme moyen de pression diplomatique sur ses voisins. Terminés donc les camemberts et le bœuf français dans les rayons des supermarchés russes, ce qui ne manque pas d'inquiéter les industriels françaises et les agriculteurs. La Russie est en effet un gros client de l'Union Européenne et de la France. Ce pays absorbe 10% des exportations agricoles et agroalimentaires de l'Union Européenne, pour un montant de 12 milliards d'euros par an, selon les chiffres Eurostat. Pour les produits français, la Russie est aussi une destination privilégiée. Plus de 121.000 tonnes de viandes et animaux y ont ainsi été exportés en 2013 pour une valeur proche de 243 millions d'euros.     Die deutschen Außenhändler erwarten im Gegensatz zu den Landwirten stärkere Auswirkungen des russischen Importverbots. Mit denen hat Putin auf die Sanktionen reagiert.

    Deutsche Unternehmen und Landwirte befürchten Einbußen infolge der russischen Einfuhrverbote für Lebensmittel aus dem Westen. Von den Sanktionen, die Moskau als Reaktion auf die Strafmaßnahmen von EU und USA in der Ukraine-Krise verhängte, seien deutsche Exporteure massiv betroffen, warnte der Bundesverband Großhandel, Außenhandel und Dienstleistungen (BGA) in Berlin. Dagegen rechnet der Bauernverband mit überschaubaren Auswirkungen.

    Der vom russischen Präsidenten Wladimir Putin verkündete einjährige Boykott umfasst Fleisch, Fisch, Milchprodukte, Obst und Gemüse. Eine Liste wurde am Donnerstag veröffentlicht.     Companies in Germany, Russia's biggest trade partner in the European Union, are starting to feel the pain of a deepening standoff between the West and Moscow, with firms from defence to car manufacturing warning about a hit to business.

    Germany sold about 36 billion euros ($48 billion) of goods to Russia last year, almost a third of the EU's total, and some 6,200 German firms are active there with 20 billion euros of investment.

  12. Russian House Speaker Says Further EU Sanctions Against Russia Absurd, Dangerous...

    MOSCOW, August 8 (RIA Novosti) - Banning the import of food and agricultural products from certain Western countries was a necessary measure, Sergei Naryshkin, the speaker of Russia’s lower house of parliament said Friday, expressing hope that EU officials would realize the absurdity and danger of further sanctions.

    “They [food import limitations] are reciprocal measures taken to protect the safety of our country and its citizens. It is not our choice, it is a necessity, but I sincerely hope that reasonable, sensible European politicians will realize the absurdity and danger of introducing further sanctions,” Naryshkin said.

    The speaker also called the European sanctions against Russia “a means of foreign policy intimidation.”

    “The so-called sanctions against Russia, imposed by several EU members, have nothing to do with the rule of law.   13. Embargo russe : les agriculteurs français pris en otages !...

    Pour contrer les sanctions mises en place contre la Russie par certains pays occidentaux, Vladimir Poutine a déclaré un embargo sur les produits agricoles de l'Europe et des États-Unis. Une catastrophe pour les agriculteurs français, qui n'avaient déjà pas le moral au beau fixe!

    Un marché saturé, des prix en chute libre

    Les débouchés sur le marché russe représentaient, pour l'agriculture française, 737 millions d'euros en 2012. La fermeture des frontières constituera alors déjà une première perte sèche. Mais les conséquences de l'embargo russe auront en réalité un écho bien plus large: tous les produits agricoles européens destinés au marché russe vont devoir trouver d'autres débouchés. Rungis va alors constituer la cible privilégiée de tous les producteurs européens qui comptaient exporter vers la Russie. Dans ces conditions, le marché européen va se trouver saturé. C'est alors une loi économique des plus basiques qui va s'appliquer: avec une offre supérieure à la demande, les prix vont s'effondrer.

    La crise qu'ont connue cet été les producteurs de pêches français, victimes de l'invasion de pêches espagnoles sur le marché français, apparaît aujourd'hui comme anecdotique par rapport à ce qui les attend désormais.

    Toutes les denrées périssables - qui par définition ne peuvent être stockées en attendant que la crise se dissipe - vont se retrouver en même temps sur le marché.     Европейската комисия разполага с 400 милиона евро за компенсиране на европейските селскостопански производители във връзка с продоволственото ембарго, въведено от Русия в отговор на санкциите на Запада. Това е заявил еврокомисарят по търговията Карел де Гухт според местни медии, информира ИТАР-ТАСС.

  15. Russia’s ban on farming import to harm Spanish economy - Prime Minister...

    MADRID, August 09, /ITAR-TASS/. Shortly after Russia declared it was restricting the import of some agricultural products as a counter-measure to Western economic sanctions Spanish Prime Minister Mariano Rajoy Brey has acknowledged that this aspect of foreign trade is sensitive to his country.

    “This decision is surely of no help to us, but I am certain that it will encourage Spanish producers to work harder,” Brey said after a meeting with King Felipe, of Spain, on Majorca Island on Friday.

    “Although the bulk of Spanish farming export is EU-bound, the supplies of foods, mostly vegetables and fruit, to Russia are rather significant for our economy,” Rajoy said. “Spanish producers in that branch of agriculture had exerted great efforts to better the quality of their products to win a worthy presence on the Russian market.”

  17. Russia ready to respond to the West by banning imports of foreign cars...

    Moscow prepares additional measures, should the West continue the destructive policy of sanctions, president's press secretary Dmitry Peskov said.

    "We are developing various options. We have repeatedly said that Russia was not a champion of the language of sanctions. We did not initiate them either. But should our partners continue running these destructive practices, then we are developing additional measures," RIA Novosti quoted Peskov as saying. The official did not clarify any details on what measures exactly the Russian government could take against the West.

    Following the adoption of another package of sanctions against Russia, President Vladimir Putin signed a decree to take certain specific economic measures. Russia thus prohibited imports of beef, pork, fruit, vegetables, dairy products, fish and other foodstuffs from unfriendly countries.

    It transpired, though, that Russia's additional sanctions could extend to industrial goods, including automobiles. The economic war between Russia and the West may affect the field of air communication too. Ukrainian airlines are already prohibited from conducting transit flights through Russian airspace. Prime Minister Dmitry Medvedev said two weeks ago that the ban could be extended to American and European airlines.

    Meanwhile, even though the federal government assured that sanctions against Western food producers would not affect consumers, wholesale prices on several types of food products in Moscow and regions started to grow. Prices on pork rose by six percent, fish - by 40 percent.

  18. Russia food ban protest: Spanish farmers dump potatoes outside supermarket...

    Spanish farmers have dumped thousands of potatoes in front of Carrefour, a major supermarket chain, in response to a move to lower prices, further squeezing suppliers, in the wake of Russian sanctions on agricultural products from the EU.

    The demonstration, which was called by the Union de Pequenos Agriultores y Granaderros (UPA), took place on Thursday in Granada, southern Spain and targeted large companies like Carrefour who have taken advantage of the Russian food import ban by lowering prices, thus making it even harder for struggling suppliers.

    A representative of the UPA told RT’s video agency Ruptly that the length of time the sanctions will be imposed for means farmers may lose an important market in the long term.

    “We have to remember once again that the Russian sanctions will be around for a whole year. This means that it will affect us in the present and future.   19. In Spagna, i rappresentanti dell'Associazione dei Giovani Agricoltori della Catalogna hanno scaricato diverse tonnellate di nettarine e pesche vicino al Palazzo del Governo della città, hanno posto in cima alla frutta le bandiere dell'UE e le hanno bruciate....

    Così hanno espresso la loro insoddisfazione per le azioni di Bruxelles dopo l'introduzione da parte della Russia di misure in risposta alle sanzioni occidentali. Gli agricoltori lamentano che tutti i fondi dell'UE siano assegnati alle agenzie governative, alle assicurazioni sociali, alle società che sono impegnate nel trasporto e confezionamento dei prodotti, mentre gli stessi agricoltori non ricevono nulla. La Commissione Europea ha annunciato una serie di misure volte ad aiutare gli agricoltori colpiti dall'embargo della Federazione Russa. Le misure di sostegno costeranno all’Europa 125 milioni di euro.
