"We hope that here our European partners, the European Commission may also, and in my opinion, must help Ukraine finance Russian gas supplies," Putin told reporters after the meeting with Ukrainian President Petro Poroshenko.
Putin added that there are a number of tools for that among which are another loan tranche from the International Monetary Fund (IMF), a bridge loan (an auxiliary loan to cover current liabilities) and guarantees from the European Central Bank.
On September 26, Russia, Ukraine and the European Commission convened a meeting in Berlin to discuss the existing issues surrounding Russian gas supplies to Ukraine. The parties discussed the "winter plan" anticipated to last until the March of the next year.

According to the plan, Ukraine must pay off the $3.1 billion debt that it has accrued for Russian gas supplies before Gazprom will commence supplying five billion cubic meters of gas at a price of $385 for 1,000 cubic meters, which Ukraine would have to pay in advance.
Ukraine, however, has opposed the proposal, insisting that payments be made upon the delivery of the gas.

ReplyDeleteΠρόοδος στις συνομιλίες για τις παραδόσεις φυσικού αερίου μπροστά στον χειμώνα που έρχεται επετεύχθη χθες κατά τη συνάντηση που είχε στο Μιλάνο ο Βλαντίμιρ Πούτιν με τον ουκρανό πρόεδρο Πέτρο Ποροσένκο. Οπως δήλωσε ο ρώσος πρόεδρος, στο περιθώριο της Ευρασιατικής Συνόδου Κορυφής ASEAN, «συμφωνήσαμε στους όρους επανάληψης των παραδόσεων φυσικού αερίου, τουλάχιστον για τη χειμερινή περίοδο».
Νωρίτερα, ο Πέτρο Ποροσένκο είπε ότι Ρωσία και Ουκρανία είχαν συμφωνήσει στις βασικές παραμέτρους ενός συμβολαίου που θα διευκολύνει την επίλυση της διαμάχης των δύο χωρών για το φυσικό αέριο: «Σημειώσαμε κάποιες προόδους στο θέμα του φυσικού αερίου. Συμφωνήσαμε για τα νέα κριτήρια για τα συμβόλαια (παράδοσης αερίου) και τώρα πρέπει απλώς να συμφωνήσουμε για τις πηγές χρηματοδότησης, για τα χρήματα που θα χρησιμοποιηθούν για να χρηματοδοτηθεί το συμβόλαιο αυτό» είπε ο ουκρανός πρόεδρος στους δημοσιογράφους.
Από την πλευρά του ο πρόεδρος Πούτιν κάλεσε τους Ευρωπαίους να χρηματοδοτήσουν τις ρωσικές προμήθειες φυσικού αερίου στην Ουκρανία, ώστε να ξαναρχίσουν οι παραδόσεις που έχουν διακοπεί από το καλοκαίρι λόγω των απλήρωτων χρεών που είχε συσσωρεύσει το Κίεβο. «Οι Ευρωπαίοι εταίροι μας, η Ευρωπαϊκή Επιτροπή, μπορεί και , κατά τη γνώμη μου, πρέπει να στηρίξουν την Ουκρανία και να την βοηθήσουν να λύσει το πρόβλημα του χρέους απέναντι στη Ρωσία. ReplyDeleteUkraine has 3.1 billion U.S. dollars on its accounts and can use this money to pay for gas, Ukrainian Prime Minister Arseniy Yatsenyuk said on Sunday.
“We now have 3.1 billion U.S. dollars on accounts. This money can be used to pay for gas - for both previous and future supplies, as we will agree,” Yatsenyuk told the ICTV television channel.

Norway unable to supply extra gas to Europe (Energy Minister)...
ReplyDeleteNorway cannot be a sufficient alternative to Europe in case of a possible cut in gas supplies from Russia, Norway's Energy Minister has said.
According to Aftenposten newspaper, Norwegian Energy Minister Tord Lien sent a letter to European Union officials saying that Norwegian gas will not be an adequate source for Europe if Russia cuts off gas supplies.
There was no way to expand production capacity and to try to do so would overload the system, Lien said in the letter.
