    Prime Minister Stephen Harper arrived in China to push trade and investment, but the treatment of Chinese Christians was in the spotlight Friday as he met with an official accused of ordering the destruction of churches and crosses.

    Harper met with Xia Baolong, the Communist Party secretary for the Zhejiang province who is said to be responsible for the demolition of hundreds of churches and crosses in the region. In many cases, police showed up to tear down the crosses, saying they violated height restrictions.

    Le ministre mexicain de la Justice a déclaré vendredi 7 novembre que les membres présumés d'un groupe criminel avaient avoué le meurtre de plus de 40 des 43 étudiants de la petite ville d’Iguala disparus le 26 septembre.

    Trois des suspects ont indiqué que les étudiants ont été tués après qu'ils leurs aient été livrés par des policiers liés au groupe criminel des Guerreros Unidos, entre les villes d'Iguala et de Cocula, dans l'Etat de Guerrero, a ajouté le ministre. Des restes carbonisés des cadavres ont été déposés dans des sacs en plastique puis jetés dans une rivière proche, a-t-il précisé.

    (Reuters) - The United States is urging countries in Europe, Latin America and Asia to commit more to U.N. peacekeeping operations around the world as Washington considers where it might be able to do the same, the U.S. envoy to the United Nations said on Friday.

    The United Nations has more than 110,000 soldiers and police in 16 peacekeeping operations around the world in Africa, the Middle East, Asia and in Haiti. While Western countries used to routinely offer peackeepers for blue-helmeted U.N. battalions, the United Nations now relies mainly on developing countries.

    According to Ambassador Samantha Power, this is no longer an appropriate model for the 21st century.

    "U.N. peacekeeping is increasingly funded by developed countries and manned by developing countries," she said. "This is unsustainable and unfair.     Mosca e Washington cercheranno di convincere Kiev ad eseguire gli impegni di Ginevra sulla de-escalation del conflitto nel Donbass.

    Lo ha dichiarato il ministro degli Esteri Sergej Lavrov, dopo un faccia a faccia con il segretario di Stato americano John Kerry "ai margini" del vertice APEC di Pechino.

    Il capo della diplomazia russa ha inoltre esortato a non assecondare l'idea in auge a Kiev secondo cui con metodi violenti si possa risolvere la crisi in Ucraina. Secondo Lavrov, Mosca cercherà con entrambe le parti di promuovere una soluzione politico-diplomatica della crisi.

  6. Ukrainian government, separatists should themselves complete disarmament - Lavrov ...

    The Ukrainian government and the separatist people’s militia forces in the east of the country should themselves complete the disarmament process, Russian Foreign Minister Sergei Lavrov said in Beijing on Saturday ahead of a meeting with U.S. Secretary of State John Kerry.

    “The ceasefire agreement was signed between the militias and Ukrainian government. So they should complete the process [of disarmament],” Lavrov said.

    Answering the question whether Russian troops are present in Ukraine, the foreign minister said that even U.S. State Department spokesperson Jen Psaki said the department had no evidence of Russian troops’ presence in Ukraine.

    Iran's stockpile of low-enriched uranium gas has grown by 8 percent to nearly 8.4 tonnes in about two months, UN atomic inspectors said, an amount world powers probably will want to see cut under any nuclear deal with Tehran.

    The International Atomic Energy Agency issued a confidential report on Iran to IAEA member states on Friday, less than three weeks before a Nov. 24 deadline for Iran and six world powers to resolve their stand-off over Tehran's atomic activities.

    Iran's holding of refined uranium gas is one of the factors that could determine how much time it would need for any attempt to assemble nuclear weapons. Iran says it has no such goal but the West wants verifiable action by the Islamic Republic to make sure it cannot produce an atomic bomb any time soon.

  14. Iraq says foreign military trainers welcome but 'a little late'...

    Iraq said on Saturday (Nov 8) foreign military trainers who will aid its fight against militants are welcome but "late", as a wave of car bombs killed dozens, highlighting enormous security challenges ahead.

    US President Barack Obama unveiled plans the day before to send up to 1,500 additional US military personnel to Iraq, which would roughly double the number of American troops in the country.

    The move marked a deepening US commitment in the open-ended war against the Islamic State (IS) militant group, which spearheaded a June offensive that overran significant parts of Iraq and also holds territory in neighbouring Syria.

    A US-led coalition is carrying out a campaign of air strikes against IS in both Iraq and Syria, and countries including Britain, France and Germany have also deployed advisers and trainers to Iraq, which is struggling to repel the militants.

    "This step is a little late, but we welcome it," a statement from Prime Minister Haidar al-Abadi's office said.     Eine Kolonne von Militär-Lastwagen ist zu den Separatistengebieten in der Ostukraine unterwegs, einige davon mit Artilleriesystemen. Auch ein Transportpanzer soll sich in dem jüngsten Konvoi befinden.

    Die Hinweise auf eine erneute Ausweitung der kriegerischen Auseinandersetzungen in der Ostukraine verdichten sich. Reporter der Nachrichtenagentur Associated Press sahen am Samstag mehr als 80 nicht gekennzeichnete Militärlaster auf dem Weg in von den Rebellen kontrollierte Gebiete im Osten des Landes. Die Fahrzeuge fuhren in drei getrennten Kolonnen.

    Eine Kolonne befand sich den Angaben zufolge nahe Donzek, der Hochburg der Separatisten. Die beiden anderen waren vor der Stadt Snischne, 80 Kilometer weiter östlich. Bei den Fahrzeugen handelte es sich in erster Linie um Transportlaster. Einige von ihnen hatten klein- und großkalibrige Artilleriesysteme geladen.     D'intenses combats d'artillerie ont éclaté dans la nuit de samedi à dimanche à Donetsk, fief des séparatistes prorusses dans l'Est de l'Ukraine.
    Les tirs très proches du centre ont commencé à s'intensifier vers 02H00 du matin (00h00 heure belge) et se poursuivaient avec la même force et régularité deux heures plus tard. Cette activité militaire sans précédent depuis le cessez-le-feu signé le 5 septembre intervient alors que l'OSCE a indiqué samedi avoir vu arriver à Donetsk d'importants renforts du côté des rebelles, soit plus de 40 chars et une vingtaine de camions portant des canons de 120 mm. Il n'était pas possible dans l'immédiat d'évaluer les conséquences de ces bombardements, en raison du couvre-feu imposé à Donetsk par les autorités séparatistes de 23H00 à 06H00 locales. De violents bombardements s'étaient poursuivis samedi dans la zone de l'aéroport, au nord de Donetsk, épicentre des combats entre rebelles et forces ukrainiennes depuis plusieurs mois. (Belga)

      The shelling close to the town centre started at 2:00am local time (2300 GMT Saturday) and could still be heard at the same intensity two hours later, according to journalists from the AFP news agency in the area.

      It was a level of military activity not seen in the region since a barely-observed ceasefire was signed in September.

      It was not immediately possible to evaluate the consequences of the artillery bombardment due to an overnight curfew imposed by the rebel authorities in Donetsk.

    India test-fired its nuclear capable missile Agni-II on Sunday from an island of eastern Indian state of Odisha coast, local media reported.

  21. President Cristina Fernández de Kirchner has been discharged from Otamendi hospital where she had been admitted a week ago to be trated for sigmoiditis, an infection of the colon...

    The head of state is now resting at Olivos Presidential Palace, where she is to remain for the next 10 days, following medical advice.

    Ms. Kirchner was dischardged given "the good evolution" she has shown the past week, according to a press release by the Presidential Medical Unit.

    In Olivos, the president will continue to take antibiotics and to follow a special diet.

      A l'occasion du 25e anniversaire de la chute du mur de Berlin, le dernier dirigeant d'URSS, Mikhaïl Gorbatchev (83 ans) a vivement critiqué l'Occident qui, selon lui, avaient fait de nombreuses promesses après la disparition des régimes communistes en 1989 mais ne les a, au final, pas respectées.

      "Le monde est au bord d'une nouvelle Guerre froide, certains disent qu'elle a même déjà commencé", a-t-il déclaré à Berlin, faisant référence au conflit en cours dans l'est de l'Ukraine. Samedi, il a accusé l'Occident, et plus particulièrement les Etats-Unis, de ne pas avoir tenu leurs promesses depuis la fin de la Guerre froide.

      Au lieu de s'y plier, l'Occident s'est déclaré vainqueur de cette guerre et a profité de la faiblesse russe, d'après lui. "Les événements des derniers mois sont le résultat de politiques à court terme, (...) ignorant les intérêts des autres partenaires", a-t-il ajouté.

    Gas supplies from Russia to China mid-term may be bigger than supplies to Europe, Gazprom’s CEO Alexei Miller said on Sunday while commenting on the bilateral documents signed between Russia and China.

    Miller said the countries are signing a Memorandum on supplies of natural gas from Russia to China along the western route, and a frame agreement between Gazprom and CNPC on gas supplies along the western route.

    “These documents first of all fix that the western route is a priority project of our gas cooperation,” he said.

    On Sunday, Russia and China signed 17 more documents, which also refer to cooperation in the gas sector.     Israel's Ministerial Committee on Legislation on Sunday approved a bill that would allow all laws passed by the Israeli parliament (Knesset) to be applied in the occupied West Bank.

    Six ministers voted for the bill while four voted against, the Israeli newspaper Yedioth Ahronoth reported.

    Under the bill, all laws passed by the Knesset would be applied to the occupied West Bank.

    The move is expected to draw international condemnation, especially from the United States and Europe.

    Observers of the Organization for Security and Co-operation in Europe (OSCE) have detected two new convoys near Donetsk, Special Monitoring Mission in Ukraine (SMM) reported early Monday.

    "East of Donetsk city… the SMM observed two convoys of 17 trucks each. They included artillery and multiple-launch rocket systems. The convoys were moving west," the report said.

    "This was the second day in a row that the SMM observed convoys in the eastern outskirts and territories of Donetsk city," the report added.

    The United States is "very concerned" by intensified fighting and rebels' military buildup in eastern Ukraine, the White House said Sunday.

    "Any attempt by separatist forces to seize additional territory in eastern Ukraine would be a blatant violation of the Minsk agreements," Bernadette Meehan, spokesperson for White House's National Security Council, said in a statement.

    The Ukrainian government and the rebels inked a ceasefire agreement on Sept. 5 in Minsk, capital of Belarus, at a meeting also attended by envoys from Russia and the Organization for Security and Cooperation in Europe.

    The separatists are moving large convoys of heavy weapons and tanks to the front lines of the conflict in eastern Ukraine, Meehan said, citing reports from the Organization for Security and Cooperation in Europe (OSCE).

    Es war eine hitzige Debatte, die sich im britischen Parlament in der Nacht zugetragen hat: Dabei kam heraus, dass London aus einem Großteil der EU-weiten Regelungen der Innen- und Justizpolitik austritt. Zum 1. Dezember scheidet Großbritannien gemäß einer im Lissabon-Vertrag von 2007 zugestandenen Austrittsklausel aus 133 EU-weiten Regelungen aus. 35 davon will die Regierung beibehalten und muss sie deshalb einzeln wieder einführen. Der Rest sind die 98 Normen, die David Camerons Regierung alsbald nun nicht mehr mitträgt.

    Immerhin: Großbritannien wird sich weiterhin am System des Europäischen Haftbefehls beteiligen. Auch diese Debatte war aber von heftigem Streit gekennzeichnet.     The European Commission has proposed to provide Greece with €6.4 million from the European Globalisation Adjustment Fund (EGF) to help 600 former workers of the Fokas department stores to find new jobs, and to extend its support to 500 young people not in employment, education or training (NEETs). Most of the redundancies happened in the regions of Attica, Central Macedonia and Thessaly. The proposal now goes to the European Parliament and the EU's Council of Ministers for approval.

    Marianne Thyssen, EU Commissioner for Employment, Social Affairs, Skills and Labour Mobility, commented: "Many sectors and industries in Europe are going through major structural changes, as a consequence of globalisation. The European Globalisation Fund is a concrete expression of European solidarity. It will continue to help Member States to re-integrate people who have lost their job into the labour market and support them to adapt their skills. Through this fund, we are accompanying workers who experience hardship in the difficult transition to new jobs and I have the intention to maximize its performance during the coming years."

    Greece applied for support from the EGF following the dismissal of 600 workers in Odyssefs Fokas S.A. These job losses were the result of the global financial and economic crisis which has deeply affected the Greek economy.

    The measures co-financed by the EGF would help the workers and the NEETs find new jobs by providing them with active career guidance, vocational training, specific advice towards entrepreneurship, contributions to business start-up and the relevant allowances.

    A Romanian national, Ms Dano, brought proceedings before the Social Court, Leipzig (Germany), against Jobcenter Leipzig, which refused to grant her benefits on behalf of her son. Local authorities decided to suspend payments of social benefits because she wasn't looking for a job actively enough.

      The court said Germany was right to deny an unemployed Romanian woman a particular allowance because she showed no sign of seeking work.

      Correspondents say the ruling sets a precedent for the rest of the EU.

      Politicians in several member states have promised to crack down on what they call "benefit tourism".

      British Prime Minister David Cameron welcomed the ruling, describing it as "simple common sense".

      No discrimination

      The ruling only relates to non-contributory benefits, where the claimant does not make a contribution through the tax system.

      Tuesday's ruling from the Luxembourg-based court relates to a case involving a Romanian woman and her son living in Germany who had been denied access to a non-contributory subsistence allowance from its social security system.

      The court said the defendant did not have sufficient financial resources to claim residency in Germany after an initial three months, so she could not claim that the rules excluding her from certain benefits were discriminatory.

    The United States and China are planning to announce military agreements aimed at reducing the possibility of confrontation between the two powers, the Wall Street Journal reported on Tuesday, quoting unnamed U.S. officials.

    Australian Prime Minister Tony Abbott has urged Russia to compensate and apologize to families of the victims of Malaysian Airlines flight MH17, a statement from Abbott's office said Wednesday.

    Abbott held a tense 15-minute conversation with Russian President Vladimir Putin on the sidelines of the APEC meetings in Beijing, with the Kremlin revealing "the catastrophe of the Malaysian airliner was the main topic of conversation".

    The MH17 disaster occurred in eastern Ukraine in July, killing all 298 passengers and crew members on board, including 38 Australians. Both Kiev and the West have since claimed that Russian missiles were responsible for bringing the aircraft to ground.

    Abbott had previously accused Russia of supplying equipment, including weapons, to separatists in eastern Ukraine. However, Russia has continued to reiterate that Ukraine must take full responsibility for the attacks.

  66. DPRK slams Seoul's ongoing military exercise ...

    The Democratic People's Republic of Korea (DPRK) on Wednesday slammed South Korea's ongoing military exercise, codenamed "Hoguk," saying the drill is in fact a "preliminary war."

    "The rehearsal is a nuclear test war for aggression on the DPRK in light of its scale and content," the secretariat of the Committee for the Peaceful Reunification of Korea said in a statement.

    The statement blamed Seoul for staging the largest-scale war exercise targeting the DPRK while seeking dialogue with it at the same time.

    It added that the South Korean authorities just used dialogue as a "camouflage" for their intention to escalate confrontation and step up military moves.

    The annual drill, which runs on Nov. 10-21 this year and is the largest ever, mobilizes 330,000 troops. Last year, about 80,000 soldiers participated in the exercise.

    The drill also involves about 23,000 mobile military equipment, 60 warships and numerous airplanes, according to South Korea's defense ministry.

    The Hoguk drill replaced in 1996 the Team Spirit exercise between South Korea and the United States.

  76. A group of Turkish ultra-nationalists attacked three U.S. sailors on a crowded street in Istanbul on Wednesday, shouting "Yankee go home" and trying to pull hoods over their heads in an assault condemned by the United States...

    Video footage posted on the website of the ultra-nationalist Turkish Youth Union showed the attackers surrounding the sailors, calling them "murderers" and throwing orange paint at the men.

    The attackers' actions were an apparent reference to an incident in Iraq in July 2003, when U.S. forces detained a Turkish special forces unit, leading its members away for interrogation with hoods over their heads.

    "Because we define you as murderers, as killers, we want you to get out of our land," one of the attackers said in English, before the group chased the soldiers down a street lining the Bosphorus on the edge of Istanbul's historic peninsula.

  89. Russian Defense Ministry denies violation of Estonia's, Lithuania's airspace by its transport plane....

    “On November 12 a Russian military transport plane Ilyushin-76 was making a routine flight from Pskov to the Kaliningrad Region. The flight proceeded along the established route over the neutral water area of the Baltic Sea in strict compliance with the international rules of using air space,” the Russian Defense Ministry said.

    The Dutch Defense Ministry says two fighter jets of the national air force intercepted a Russian transport plane in the Baltic countries’ airspace on Wednesday evening.

    According to the Defense Ministry’s statement, a Russian four-engine plane IL (presumably Ilyushin-76 - TASS) en route towards Kaliningrad, strayed into the airspace of Estonia and Lithuania without prior notice.

    Two Dutch F-16 jets were ordered into the air from the Polish airbase near the town of Malbork “to escort the Ilyushin out of the Baltic countries’ airspace,” the statement ran.

    The Dutch Air Force participates in guarding the air space of Estonia, Lithuania and Latvia under NATO liabilities. The decision on their temporary deployment in Poland followed a worsening of relations between Russia and Europe over Ukraine.

    Two Dutch F16 fighter jets, part of a NATO force patrolling the skies above the Baltic states, intercepted a Russian Ilyushin transport aircraft flying near Estonian and Lithuanian air space, the Netherlands said on Thursday.

    After the interception, which took place late on Wednesday, the Ilyushin flew off in the direction of the Russian city of Kaliningrad, the Dutch defence ministry said in a statement.

  91. Iraq will need about 80,000 effective military troops to retake the terrain it lost to Islamic State militants and restore its border with Syria, the top US general said on Thursday...

    "We're going to need about 80,000 competent Iraqi security forces to recapture territory lost, and eventually the city of Mosul, to restore the border," Army General Martin Dempsey, the chairman of the Joint Chiefs of staff, told a congressional hearing.

    Dempsey said the request for more US forces in Iraq would create centers to help train the additional troops needed.

    Selon Keline, la partie russe a demandé aux partenaires de l'OSCE lors de la réunion de fournir des preuves, mais l’organisation a refusé sa demande.

  95. US Secretary of State John Kerry has said that steps were agreed at talks in Amman to lower tensions between the Israelis and Palestinians....

    Giving few details, Kerry said on Wednesday that firm commitments had been made to maintain the status quo at holy sites in occupied East Jerusalem, after talks with Israeli Prime MInister Benjamin Netanyahu and Jordan's King Abdullah II.

    He said Israel and Jordan, which has custodial rights over Al-Aqsa mosque in East Jerusalem, had also agreed to take steps to "de-escalate the situation" in Jerusalem and to "restore confidence."

    "We are not going to lay out each practical step, it is more important they be done in a quiet and effective way," Kerry said.

    "It is clear to me that they are serious about working on the effort to create de-escalation and to take steps to instill confidence that the status quo will be upheld," he said.

    WTI oil price went down by $2.88 or 3.73% at trading sessions in New York on Thursday.

    Futures contracts for this oil delivery in December were concluded at the price of $74.3 per barrel. Brent oil price reduced to $77.83 per barrel on the same day that makes its lowest since September 2010.

    Analysts named slower economic growth rate in China as the main reason for dropping prices, as industrial production growth was reported at its lowest level for the last 13 years.

    Le premier ministre britannique David Cameron a déclaré que l'UE et les Etats-Unis étaient disposés à durcir les sanctions contre la Russie à cause de la situation dans l'est de l'Ukraine.

    As military tensions with Russia continue to run high, northern European nations pledged to boost cooperation against Moscow. Defense ministers from 8 countries met in Oslo for talks.

    Eight northern European nations have pledged closer cooperation in an effort to counter a recent increase in Russian military activity in the region.

    The defense ministers from the Baltic and Nordic states, as well as Britain are holding military talks in the Norwegian capital of Oslo Thursday and Friday. They agreed to improve intelligence sharing and broaden cross-border air force training in the Nordic territories.
