“In due time this law played an extremely important role,” Poroshenko said in an address placed on his website.
The law demonstrated “Ukraine’s sincere intentions to de-escalate the situation in Donbass and the world support for the Minsk peace agreements”, he said.
“We will be ready to adopt a new law when all parties return to implementing the Minsk protocol if fire is ceased, the buffer zone is created and control is established,” Poroshenko said.
The new law can be adopted if the self-proclaimed Donetsk and Lugansk People’s Republics “reverse” the elections held on November 2, he said.
“The new law will envision strict borders of the regions with the special procedure of local self-government in strict compliance with the Minsk agreements. It will also envision budget decentralisation, which removes irritating problems - who feeds whom. It will allow the regions themselves to be responsible for their financing based on their own resources,” Poroshenko said.
At the same time, the president said he hoped for the International Monetary Fund’s support for restoring Donbass.
Sooner or later Poroshenko also intends “to propose the parliament to adopt a law on creating a free economic zone there [in Donbass] with the special trading regime with the EU and Russia”.

ReplyDeleteОдин из лидеров победившего на выборах 2 ноября движения "Донецкая республика" Денис Пушилин считает намерение президента Украины Петра Порошенко отменить закон об особом статусе Донбасса "истерикой". Об этом сам политик сказал в беседе с корреспондентом ТАСС.
"Это больше похоже на истерику Киева. Дело в том, что выборы прошли при высокой явке, и все наблюдатели отметили, что они состоялись. В этой ситуации Киев будет прибегать к разным формам давления. Мы ждем заседания СНБО Украины, но надеемся, что у киевских политиков хватит благоразумия сесть за стол переговоров с лидерами ДНР (провозглашенной Донецкой народной республики), которым народ оказал доверие", - сказал Пушилин.
Он добавил, что выступает за выстраивание отношений с Киевом на основе переговорного процесса, однако уверен, что властям провозглашенной республики, в первую очередь, надо сконцентрироваться на внутренних проблемах: строительстве государства, создании рабочих мест, подготовке к зиме и выплате социальных пособий.

ReplyDeleteDe violents tirs d'artillerie ont repris mardi matin aux abord de l'aéroport de Donetsk, fief séparatiste dans l'Est de l'Ukraine, dont des habitants disent craindre la fin du fragile cesser-le-feu après l'annonce par Kiev d'une révision de ses engagements de paix, selon des journalistes de l'AFP.
"De violents tirs d'artillerie ont commencé depuis 6h30 ce matin. Pendant la nuit ça tirait par intermittence. C'est infernal", a raconte à l'AFP Tatiana Viktorovna, qui habite à quelques centaines de mètres de l'aéroport, épicentre des combats depuis plusieurs mois, malgré un fragile cessez-le-feu instauré il y a deux mois.
Depuis que le président ukrainien Petro Porochenko a annoncé la révision par Kiev de ses engagements de paix au lendemain des élections séparatistes de dimanche, beaucoup à Donetsk estiment que ses propos signifient la fin de la trêve, qui a permis une baisse de l'intensité de combats dans la majeure partie de la zone touchée par des hostilités.
