Russia submits to UN SC revised draft resolution on terrorism (Vitaly Churkin)

Russia submitted a revised draft resolution on coordination of efforts in the fight against terrorist organisations, primarily the Islamic State group (outlawed in Russia), to the UN Security Council on Wednesday, Permanent Representative at the world organisation Vitaly Churkin told TASS on Wednesday.

"It is a revised draft resolution," Churkin said noting that new provisions of the document had been inspired by the statement adopted at the G20 summit in Turkey’s Antalya on November 15-16.

Churkin said the revised document focusses on "the need to join efforts" in the struggle against the Islamic State.

"It includes both coordination and joint work to locate and bring to justice those responsible for terror acts," he said.

Along with this, Russia’s envoy said that the Russian-initiated draft resolution "clearly articulates a concept of self-defence and Article 51" of the UN Charter.

Besides, Churkin confirmed that the document still includes a provision on coordination of activities with governments of the countries where military operations are carried out.

"It has remained in the text," he said.

‘The previous draft resolution submitted by Russia in September was rejected by certain members of the Security Council that were against cooperation with Syria’s President Bashar Assad.

Russia held consultations with the French delegation after French President Francois Hollande had suggested a UN Security Council should adopt a resolution on joint efforts against the Islamic State, Churkin said adding that Paris had not submitted its draft resolution yet.

"We have tried to revise out draft so that our French co-workers’ sentiments would be taken into consideration but we thought it was unreasonable to wait for a new draft. All the more, with ours ‘on the table’," the Russian envoy said.

At the same time, Churkin said that provided France or other SC member countries "have some more ideas," Russia would consider them.

    Russia revived on Wednesday a push for United Nations approval of international military campaigns combating Islamic State, setting up a showdown with France over its rival bid for a UN Security Council resolution on the issue.

    Russia circulated to the 15-member council an updated version of a draft resolution it first proposed on Sept. 30, diplomats said. Veto power Britain had dismissed the initial Russian draft and few negotiations were held on that text.

    Russian U.N. Ambassador Vitaly Churkin told the council the text had been updated to focus more on combating Islamic State in reaction to recent attacks by the militant group, according to diplomats at the closed-door meeting, who spoke on condition of anonymity.

    Diplomats said there had been no major changes and that Russia had scheduled negotiations for Thursday.

    Russia revived its draft after France said it would push for a resolution on terrorism following the deadly attacks in Paris on Friday for which the militant group has claimed credit. French U.N. Ambassador Francois Delattre said it would be “short, strong and focused on the fight against our common enemy.”

    “In this respect we consider the Russian proposal is a contribution that we will carefully study,” Delattre told reporters, signalling that France was not prepared to team up with Russia on a joint resolution.

  2. Fabius détecte une "ouverture des Russes" dans la lutte contre l’EI en Syrie...

    Le ministre français des Affaires étrangères, Laurent Fabius, a fait état jeudi d'une "ouverture" dans la position de la Russie dans la lutte contre le groupe Etat islamique (EI), dont elle a commencé à bombarder les positions comme le fait déjà la France.

    "Il y a une ouverture, si on peut dire, des Russes, nous pensons qu'elle est sincère et il faut rassembler toutes nos forces" contre l'Etat islamique, a déclaré M. Fabius à la radio France Inter.

    "Lorsque le président Poutine a fait la proposition d'une grande coalition (pour agir en Syrie), c'était début septembre. Nous avions dit, le président (François Hollande) et moi-même — c'était à l'ONU — que c'était une bonne idée, à condition que la Russie se concentre contre Daech (acronyme arabe de l'EI) et non pas contre les islamistes modérés.
