European leaders hold preliminary meeting ahead of September summit

French, German and Italian leaders on Monday were due to hold a preliminary meeting ahead of next month's European Union summit.



French President Francois Hollande, German Chancellor Angela Merkel and Italian Prime Minister Matteo Renzi were scheduled to meet on the Italian island of Ventotene.

The poignant location gave its name to a 1941 manifesto entitled "For a Free and United Europe."

The leaders are expected to discuss counter-terrorism operations, managing immigration levels as well as the United Kingdom's future exit from the EU.

The last such meeting between the leaders came following the British electorate's decision to leave the bloc following a membership referendum on June 23.

Monday's meeting is to foreshadow the Sept. 16 EU summit in Bratislava.

Security measures are set to be high on the agenda in light of recent terrorist attacks in France and Germany with proposals of deployable European military units or the creation of a European border guards corps likely to be brought to the discussion table.

It is expected that the leaders will deliberate EU High Representative Federica Mogherini's draft "Global Strategy on Foreign and Security Policy for the European Union."

The Italian prime minister is also due to discuss his paper "Migration Compact," which calls for aid programs in African countries with a large migrant flow to Europe.

The meeting is scheduled for 3:00pm GMT with a press conference to follow at 4:00pm GMT.
