Δημοσίευμα της εφημερίδας Wall Street Journal αυτή την εβδομάδα ανέφερε ότι το Ισραήλ πληροφόρησε τις ΗΠΑ ότι η Ρωσία επρόκειτο άμεσα να πουλήσει αντιαεροπορικά πυραυλικά συστήματα στην κυβέρνηση του Μπασάρ αλ-Άσαντ. Πράγμα που θα ενίσχυε σημαντικά την ικανότητα της Συρίας να απομακρύνει τις εξωτερικές επεμβάσεις στη σύγκρουση που μαίνεται στο εσωτερικό της χώρας, όπως τα αεροπορικά πλήγματα που εξαπέλυσε μέσα στο Μάιο το Ισραήλ.
Ερωτώμενος από δημοσιογράφους σχετικά με το δημοσίευμα για την πυραυλική συμφωνία, ο Σεργκέι Λαβρόφ δήλωσε: «Η Ρωσία δεν σκοπεύει να πουλήσει. Η Ρωσία ήδη πούλησε εδώ και πολύ καιρό. Υπέγραψε τη σύμβαση και ολοκληρώνει τις παραδώσεις εξοπλισμού αντιαεροπορικής τεχνολογίας, βάσει των συμφωνηθέντων όρων». Η ερώτηση αφορούσε τα συστήματα S-300, ωστόσο στην απάντησή του ο Ρώσος υπουργός δεν διευκρίνισε αν αναφέρεται σε αυτά, ή σε κάποιο άλλο σύστημα. Ο Λαβρόφ συμπλήρωσε ότι η παράδοση του εξοπλισμού δεν παραβιάζει το διεθνές δίκαιο και αποσκοπεί αποκλειστικά στην αυτοάμυνα.
Οι δηλώσεις του Λαβρόφ έγιναν από τη Βαρσοβία, όπου συμμετείχε σε συνάντηση περιφερειακής συνεργασίας με το Γερμανό και τον Πολωνό ομόλογό του. Το σύστημα «είναι σχεδιασμένο έτσι ώστε η Συρία, ως εισαγωγέας, να μπορεί να προστατευτεί από αεροπορικές επιθέσεις, πράγμα που δεν συνιστά εντελώς φανταστικό σενάριο» δήλωσε σε συνέντευξη Τύπου μετά τη συνάντηση.
Ο Γερμανός υπουργός Εξωτερικών Γκίντο Βεστερβέλε, που βρισκόταν δίπλα στο Λαβρόφ, δήλωσε ότι διεξήχθησαν “εντατικές” συνομιλίες στη συνάντησή του με το Ρώσο υπουργό και τον Πολωνό ομόλογό του Ραντοσλάβ Σιρόσκο σχετικά με τις αποστολές όπλων στη Συρία. «Είναι ένα επίσης αμφιλεγόμενο θέμα μεταξύ μας. Εμείς πιστεύουμε ότι όλες οι αποστολές όπλων θα πρέπει να σταματήσουν, θα πρέπει να δοθεί ευκαιρία για μια πολιτική λύση» δήλωσε ο Βεστερβέλε «και επειδή αυτό είναι τόσο δύσκολο και σημαντικό ... θα έπρεπε να καταβληθεί κάθε προσπάθεια να σταματήσει η αποστολή όπλων στη Συρία» πρόσθεσε.
Η Ρωσία είναι ο κύριος προμηθευτής όπλων στη Συρία και μαζί με την Κίνα μπλόκαρε στον ΟΗΕ πρωτοβουλίες για διεθνή επέμβαση στη χώρα.
Την περασμένη εβδομάδα Ρωσία και ΗΠΑ συμφώνησαν να προσπαθήσουν από κοινού να προωθήσουν τη διοργάνωση νέων ειρηνευτικών συνομιλιών για τον τερματισμό της σύγκρουσης στη Συρία.

- Russia Plans No New Arms Sales to Syria - Lavrov
US officials on Thursday reiterated their call to Moscow to cut off arms sales to Syria, hours after media reports suggested that Russia was ready to sell advanced ground-to-air missile systems to the country.
“Russia does not plan to sell,” Lavrov told reporters. The Russian foreign minister said Moscow has been only fulfilling an old contract with equipment to be used in Syria’s defensive capacity.
The Wall Street Journal reported on Thursday that Israel had informed the United States about the suspected sale of Russia’s S-300 missile batteries to the government of President Bashar al-Assad. According to the information the Israelis provided in recent days, Syria has been making payments on a 2010 agreement with Moscow to buy six launchers and 144 operational missiles for $900 million.
Commenting on the media reports, US Secretary of State John Kerry said “the missiles are potentially destabilizing with respect to the state of Israel.”
The sale of Russian weapons to Syrian President Bashar al-Assad’s regime has been a source of bilateral tension between Moscow and Washington, with US officials accusing Russia of arming a regime the United States says is killing its own citizens in Syria’s raging civil war.
Russia, however, has insisted that the deliveries are legal under international law and that it is not supplying Syria, the largest importer of Russian arms in the Middle East, with offensive weapons which can be used to kill civilians.

Hat Russland Diktator Assad mit S-300-Raketen beliefert? Moskau weicht einer klaren Antwort aus - eine beunruhigende Reaktion. Denn das Luftabwehrsystem könnte eine westliche Flugverbotszone über Syrien verhindern.
Russlands Außenminister Sergej Wiktorowitsch Lawrow ist ein Meister der geschliffenen Sprache und - gestählt durch vier Jahrzehnte in Moskaus diplomatischem Dienst - ein Mann, der seine Worte wohl zu wählen weiß.
Am Freitag lieferte Lawrow eine Kostprobe dieser hohen Kunst. Moskaus Top-Diplomat musste Stellung nehmen zu Gerüchten, Russland erwäge die Lieferung von schweren S-300-Luftabwehrraketen an Syrien, mit denen sich Diktator Baschar Assad womöglich gegen westliche Luftschläge schützen könnte. Journalisten hatten Lawrow nach einem Treffen mit seinen Amtskollegen aus Deutschland und Polen darauf angesprochen.
Die Interpretationen von Lawrows Antwort lagen dann freilich weit auseinander. Die Nachrichtenagentur Reuters verschickte ein Eilmeldung: "Russland sagt Nein zum Verkauf". Bei den Kollegen von Agence France-Presse ("Russland liefert wie geplant Flugabwehrtechnik nach Syrien") und der Deutschen Presse-Agentur ("Lawrow verteidigt Raketenlieferung") dagegen klang das so, als habe Lawrow den Verkauf bestätigt.
Tatsächlich lässt Lawrows Wortwahl beide Deutungen zu. Syrien habe das Recht "sich gegen Luftangriffe zu verteidigen", sagte der Russe. Die Lieferung von Verteidigungssystemen sei "durch internationales Recht nicht verboten". Moskau plane im Übrigen keine neuen Verkäufe von Raketen an Damaskus, vielmehr "hat Russland bereits seit langem verkauft und schließt noch Lieferungen gemäß unterschriebener Verträge ab". Die Reporter hatten Lawrow zudem dezidiert nach der S-300 gefragt. Das schwere Luftabwehrsystem erwähnte der russische Außenminister gar nicht.
Das sind bemerkenswert schwammige Antworten angesichts des brisanten Themas. Russlands S-300-Flugabwehrraketen wurden zwar bereits von den Sowjets in den siebziger Jahren entwickelt, gehören aber neben den "Patriot"-Systemen der USA noch immer zu den potentesten Luftabwehrwaffen. Die S-300 ist in der Lage, Flugzeuge und Marschflugkörper in einer Flughöhe von bis zu 25 Kilometern zu zerstören. Eine Lieferung der S-300 an Syrien würde die Durchsetzung einer Flugverbotszone in Syrien durch den Westen "äußerst schwierig machen", wie ein Sprecher des russischen Staatsfernsehens nach Lawrows Auftritt zutreffend feststellte. Und sie würde das militärische Kräfteverhältnis im Nahen Osten nachhaltig verschieben.
Auf "Geheiß von oben"
Nachdem das "Wall Street Journal" und die israelische Zeitung "Haaretz" über Moskaus angebliche Verkaufspläne berichtet hatten, warnte Israel Russland vor dem Deal. US-Außenminister John Kerry nannte ein solches Geschäft "potentiell destabilisierend". Israels Luftwaffe hatte wenige Tage zuvor Ziele in der Nähe von Damaskus angegriffen. S-300 Raketen hätten den Kampfflugzeugen gefährlich werden können.
Moskau hat nie einen Hehl daraus gemacht, Syriens Flugabwehr seit Jahren massiv aufzurüsten. Allein 2012 soll sich das Volumen russischer Waffenlieferungen auf rund 500 Millionen Euro belaufen haben. Russland wird allerdings nicht müde zu betonen, dass es sich dabei vor allem um Luftabwehrbatterien der Typen Buk-M2E, "Panzir" sowie "Petschora" handelt, also um leichtere Raketensysteme. Dass Assad deren abschreckende Wirkung auch nutzt, um den Westen von einer Intervention abzuhalten, ist durchaus im Sinne von Präsident Wladimir Putin, einem scharfen Kritiker von US- und Nato-geführten Eingreifaktionen.

A Russian official said on Saturday it would not be possible for an international conference aimed at bringing Syrian government and opposition envoys together for negotiations to be held by the end of May.
US Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov had announced on Tuesday that Washington and Moscow would seek to organise a conference on Syria and expressed hope it could be held this month.
"By the end of May is impossible," the Russian official, who was at talks on Friday between President Vladimir Putin and British Prime Minister David Cameron, told reporters on condition of anonymity.

Russian Foreign Minister Sergei Lavrov said on Thursday that Moscow planned to go ahead with its shipment of S- 300 missiles to Syria, saying the deal had been sealed before the recent air strikes on Syria, reportedly carried out by Israel.
“Missile defense systems are delivered to protect the country that buys them from air strikes. But these contracts were signed long before air strikes on Syria were launched last year and now,” Lavrov said in an interview with Lebanon’s al-Mayadeen TV channel.
Moscow is honoring previous agreements and has not signed any new contracts with Damascus, he stressed.
“Those who do not plan aggressive actions against a sovereign state have nothing to worry about, because air defense methods – and this is clear from the name – are a purely defensive system required to repel air attacks,” Lavrov said.
Prime Minister Binyamin Netanyahu reportedly urged Russian President Vladimir Putin in a summit in Sochi on Tuesday not to sell the state-of-the-art S-300 anti-aircraft missiles to Syria.
Israeli officials declined to comment on Lavrov’s latest interview, which appeared to contradict a statement he made last week that Russia would not sell the S-300 advanced air defense system to Syria.

Syria crisis: Russia 'sends sophisticated weapons'...
ReplyDeleteRussia has sent sophisticated anti-ship missiles to Syria, US media report.
The New York Times quotes unnamed US officials as saying the missiles could be used to counter any potential future foreign military intervention in Syria.
Without confirming details, Russia's foreign minister said Russian supplies did not break any international rules.
It comes amid growing alarm that chemical weapons may be being used in Syria, something US President Barack Obama has said would be "a red line".
Meanwhile efforts continue to arrange an international conference on Syria.

Russland verstärkt wegen der Krise in Syrien seine Flotte im östlichen Mittelmeer. Wie das zyprische Fernsehen am Freitagmorgen berichtete, liefen im zyprischen Hafen von Limassol drei russische Kriegsschiffe ein: ein Zerstörer, ein Tanker und ein Begleitschiff. Ein Offizier der zyprischen Küstenwache sagte, es handele sich um die "Admiral Pantelejew" sowie die "Petschenga" und die "Fotij Krylow".
Die "Admiral Pantelejew" ist ein für die U-Boot-Jagd konzipierter Zerstörer, der auch zwei Hubschrauber trägt. Die Schiffe gehören zur russischen Pazifikflotte und waren Anfang der Woche durch den Suez-Kanal gekommen. Wie lange sie in Limassol bleiben werden, war unklar.
Zwei weitere russische Kriegsschiffe der Pazifikflotte bewegten sich nach Informationen aus zyprischen Militärquellen zwischen Zypern und dem syrischen Hafen Tartus. Dort unterhält Russland einen Marinestützpunkt.

Raketen für Syrien.... Russland liefert Assad "Schiffskiller"....
ReplyDeleteRussland verstärkt wegen der Syrien-Krise seine Flotte im östlichen Mittelmeer. Zudem soll das Land moderne Anti-Schiffs-Raketen an das Assad-Regime geliefert haben.
Syrien soll in den vergangen Monaten aus Moskau weitere moderne Waffen geliefert bekommen haben. Es soll sich um hoch entwickelte Anti-Schiff-Raketen vom Typ "Jachont" handeln, berichtet die "New York Times". ReplyDeleteΈνα μεταφερόμενο δια θαλάσσης φορτίο ρωσικών πυραύλων εναντίον πολεμικών πλοίων, είναι πιθανόν να ενθαρρύνει το καθεστώς του Σύρου προέδρου Μπασάρ αλ Ασαντ να παρατείνει την σύγκρουση με τους αντικαθεστωτικούς (στο 3ο έτος της), επισήμανε σήμερα ο κορυφαίος αξιωματούχος των αμερικανικών ενόπλων δυνάμεων.
"Τελικώς, πρόκειται για μια ατυχή απόφαση (της ρωσικής κυβέρνησης) η οποία θα ενθαρρύνει το (συριακό) καθεστώς και θα παρατείνει τα δεινά, είναι μια άκαιρη και πολύ ατυχής απόφαση", υπογράμμισε ο στρατηγός Μάρτιν Ντέμσεϊ, ο προϊστάμενος του γενικού επιτελείου των αμερικανικών ενόπλων δυνάμεων, ο οποίος νωρίτερα έκανε στο Πεντάγωνο δηλώσεις.
Επισήμανε ο στρατηγός Ντέμσεϊ στις ίδιες δηλώσεις του ότι, η παρέμβασή του εστιάζεται στους ρωσικούς πυραύλους εναντίον πολεμικών πλοίων--για τους οποίους το πρακτορείο Ρόιτερς πληροφορείται ότι αυτοί είναι ήδη στη φάση της δια θαλάσσης αποστολής τους προς την Συρία.

The advanced S-300 Russian air defense system, which Moscow has pledged to deliver to Syria, could reach Hezbollah and beyond, a senior defense official warned on Saturday.
Amos Gilad, head of the security-diplomatic branch of the Defense Ministry, told Channel 2, "These weapons are dangerous. If Hezbollah and Iran support Syria, why shouldn't they [the Syrians] transfer these weapons to Hezbollah? It's a threat to us, a threat to the Americans, and a threat to the Persian Gulf." Gilad's reference to the Persian Gulf appeared to be veiled warning that Syria could transfer the S-300 to Iran, which was supposed to receive a shipment of the batteries from Russia in 2010, before American and Israeli pressure scuttled the arms deal.
"Israel has to look out for the security of its citizens," he added.

– Russia’s Foreign Minister Sergei Lavrov revealed on Sunday that he had discussed Iran’s possible involvement in a conference to resolve the war in Syria, when he met his US counterpart John Kerry early in May.
The Russians and Americans agreed during Kerry’s visit to Moscow to set up a conference of international players to end the war in Syria. Moscow wants to involve all the nations which took part in the Geneva conference on Syria last summer, and says without Iran’s participation the conference cannot succeed.
Saudi Arabia and Iran were not involved in the Geneva talks, Lavrov recalled.
“Our American partners blocked Iran, and the Saudis were not invited as ‘compensation’ for the absence of Iran,” Lavrov said in an interview with Rossiiskaya Gazeta to be published on Monday.
“If we admit that Iran has a very solid influence on what is going on, then it is obliged to be represented in the negotiations as a participant in the ‘external ring’ [of neighboring states],” Lavrov said. “I said this to John Kerry. He kind of agreed with this, but said that a number of states in the region were categorically opposed to this.”
All the Syrian opposition groups should be represented in the talks, Lavrov said, including those struggling for a division of Syria.
Lavrov also said the duration of the conference should not be limited.
“Some of our partners…think a few days or weeks are long enough. I consider this is counterproductive,” he said.
