Μιλώντας εν όψει της αυριανής συνεδρίασης του EuroWorking Group, για την έγκριση της δόσης, ο κ. Σόιμπλε υπογράμμισε ότι η ελληνική κυβέρνηση δεν έχει υλοποιήσει πέντε εκ των συνολικά 22 προαπαιτούμενων μέτρων.
Ειδικότερα, ο Γερμανός υπουργός Οικονομικών παραδέχθηκε πως η εκταμίευση της δόσης προς την Ελλάδα έχει καθυστερήσει, αποδίδοντας την ευθύνη στην τρόικα, η οποία δεν έχει προχωρήσει, ακόμα, στην έκδοση της έκθεσης για την πορεία της ελληνικής οικονομίας.
Παράλληλα, κατέστησε σαφές, αποστέλλοντας μήνυμα προς την Αθήνα, πως η ελληνική κυβέρνηση δεν έχει υλοποιήσει πέντε εκ των 22 προαπαιτούμενων μέτρων, όπως αυτά είχαν συμφωνηθεί στην συνεδρίαση του Eurogroup, στις 8 Ιουλίου.
Ακόμη, έκανε γνωστό ότι η γερμανική Βουλή αναμένεται να εγκρίνει την εκταμίευση της δόσης των 2,5 δισ. ευρώ μέχρι και τις 29 Ιουλίου.
Ακόμη, προανήγγειλε ότι αντικείμενο της αυριανής συνεδρίασης του EuroWorking Group θα αποτελέσει η πρόοδος του ελληνικού προγράμματος, η οποία και θα καθορίσει την στάση των εταίρων ως προς την εκταμίευση ή μη της δόσης.
Υπενθυμίζεται ότι οι υπουργοί Οικονομικών της ευρωζώνης αποφάσισαν την περασμένη εβδομάδα τη χορήγηση τριών δισ. ευρώ στην Ελλάδα στο πλαίσιο του προγράμματος χρηματοδότησης της χώρας, από τα οποία τα 2,5 δισ. ευρώ τον Ιούλιο και τα υπόλοιπα 500 εκατ. ευρώ τον Οκτώβριο.
Σημειώνεται ότι το συνολικό ποσό της χρηματοδότησης της Ελλάδας έως τον Οκτώβριο ανέρχεται σε 6,8 δισ. ευρώ, καθώς προβλέπεται να χορηγηθεί η δόση ύψους 1,8 δισ. ευρώ από το ΔΝΤ και να επιστραφούν κέρδη ύψους δύο δισ. ευρώ που είχαν κεντρικές τράπεζες της ευρωζώνης από την αγορά ελληνικών ομολόγων.
Η εκταμίευση της δόσης των 2,5 δισ. ευρώ προβλέπεται να εγκριθεί από το EWG και το διοικητικό συμβούλιο του Ευρωπαϊκού Ταμείου Χρηματοπιστωτικής Σταθερότητας (EFSF) μετά την πλήρη εφαρμογή των προαπαιτούμενων δράσεων και αφού οι χώρες της ευρωζώνης έχουν ολοκληρώσει τις σχετικές εθνικές διαδικασίες τους, σύμφωνα με την απόφαση του Eurogroup της 8ης Ιουλίου.

- Griechenland: Freigabe der Hilfen verzögert sich
Die deutsche Bundesregierung leitete dem Haushaltsausschuss des Bundestages erst am Dienstag einen vorläufigen Bericht der Troika aus IWF, EZB und EU-Kommission zum Stand der Umsetzung kurzfristig geforderter -Vorrang-Auflagen für Griechenland zu, an die die Zahlungen geknüpft sind, wie die Nachrichtenagentur Reuters aus Parlamentskreisen erfuhr.
Im Anschreiben, das Reuters vorliegt, nannte Finanzstaatssekretär Steffen Kampeter als neue Frist für die Stellungnahme des Ausschusses den kommenden Montagmittag. Ursprünglich sollte das Gremium bereits bis Mittwoch 12.00 Uhr Stellung genommen haben.
Unter anderem fordert die Troika von Griechenland vor dem Fließen der aktuellen Kredittranche den vorzeitigen Erlass eines Gesetzes für eine Luxussteuer auf Autos, Swimmingpools und Flugzeuge sowie die schnellere Einziehung der Vermögenssteuer.
17 der 22 Prior Acts wurden umgesetzt
"Die Troika hat inzwischen eine vorläufige Fassung dieser noch ausstehenden Anlagen übersandt, nach der die Umsetzung von 17 der insgesamt 22 Prior Actions bestätigt wird", schrieb Kampeter. Für fünf Auflagen sei die Überprüfung noch nicht abgeschlossen. Die EU-Kommission erwarte in Kürze die Bestätigung, dass auch diese erfüllt seien. Der Internationale Währungsfonds wolle sich ebenfalls am Montag mit dem Thema befassen. Die Stellungnahme des Haushaltsausschusses ist die Voraussetzung dafür, dass Deutschland der Freigabe der Mittel zustimmen kann. Die Entscheidung dazu dürfte unmittelbar nach der Befassung des Ausschusses in einer Telefonkonferenz getroffen werden.
Die Haushaltspolitikerin der Grünen, Priska Hinz, hatte zuvor an Bundesfinanzminister Wolfgang Schäuble geschrieben und beklagt, dass dem Haushaltsausschuss noch immer Unterlagen zur Umsetzung des griechischen Reformprogramms fehlten. "Die vom Ministerium der Finanzen gewünschte Frist zur Stellungnahme bis 24. Juli 2013, 12.00 Uhr ist daher nicht einzuhalten". Unter diesen Bedingungen könne ihre Fraktion der Auszahlung der Gelder durch Deutschland nicht zustimmen.
Die Euro-Gruppe hatte Griechenland kürzlich Zahlungen der aktuellen Tranche von insgesamt 6,8 Milliarden Euro in Aussicht gestellt. Allerdings soll dieses Geld nur häppchenweise nach Erfüllung bestimmter Vorrang-Auflagen fließen. Zunächst sollen jetzt kurzfristig 2,5 Milliarden Euro gezahlt werden.

Grecia: stampa, slitta pagamento prossima tranche aiuti...
ReplyDeleteSlitta il pagamento della prossima tranche del salvataggio alla Grecia, che deve ancora confermare cinque delle 22 misure concordate con i creditori. Lo scrive l'agenzia Bloomberg citando una lettera di Steffen Kampeter, vice-ministro delle Finanze tedesco, ai Verdi. Secondo Kampeter la Commissione Ue discuterà i progressi della Grecia il 24 luglio, mentre il Fondo monetario internazionale valuterà il pagamento della tranche il 29.

Greek Payment Decision Delayed as EU Awaits Implementation...
ReplyDeleteA decision on releasing Greece’s next bailout payment was delayed as the European Commission awaits confirmation from the government in Athens on enacting required reform measures, the German Finance Ministry said.
Euro-area finance officials had planned to discuss unlocking the next payment in a teleconference tomorrow. With five measures outstanding, the deadline for German lawmakers to assess the latest report by the so-called troika of assessors will now be extended to July 29, Deputy German Finance Minister Steffen Kampeter said in a letter to members of the lower house Budget Committee obtained by Bloomberg News.
Greece has confirmed the implementation of 17 of 22 “prior actions,” or steps to ensure the country’s next bailout payment, Kampeter said in the letter, dated today. An update on Greece’s progress in meeting the other five measures will take place tomorrow, Kampeter said. The measures were not spelled out.
“The European Commission informed us today that the assessment and implementation of the five further prior actions are not yet complete,” Kampeter said in the letter, which was confirmed by the ministry. “Work on this is ongoing.”
Euro-area finance ministers have committed to pay 2.5 billion euros ($3.3 billion) this month and 500 million euros in October.
The International Monetary Fund will also meet on July 29 to discuss the Greek payment, Kampeter said. The troika of creditors is comprised of the EU Commission, the IMF and the European Central Bank.
The Greek Finance Ministry declined to comment.
