Ο Γιανουκόβιτς σημείωσε ότι η ΕΕ προσέφερε βοήθεια ύψους 610 εκατομμυρίων ευρώ στην Ουκρανία, την οποία όμως για να λάβει το Κίεβο θα έπρεπε να συμφωνήσει σε ένα νέο πρόγραμμα με το Διεθνές Νομισματικό Ταμείο (ΔΝΤ), το οποίο είχε επίσης θέσει απαράδεκτους όρους.
«Δεν χρειάζεται να ταπεινωνόμαστε με αυτό τον τρόπο. Είμαστε μια σοβαρή χώρα, μια ευρωπαϊκή χώρα», επεσήμανε ο ουκρανός πρόεδρος σε τηλεοπτικό του διάγγελμα.
«Όταν είναι προς το συμφέρον μας, όταν έχουμε συμφωνήσει (με την ΕΕ) σε κανονικούς όρους, (μόνο) τότε μπορούμε να εξετάσουμε το ενδεχόμενο να υπογράψουμε» τη συμφωνία σύνδεσης, υπογράμμισε.
Εξάλλου ο Γιανουκόβιτς κατηγόρησε την ΕΕ ότι προσέφερε στη χώρα του αυτή τη συμφωνία ως «δέλεαρ» ώστε η Ουκρανία να υπογράψει ένα δάνειο με το ΔΝΤ, το οποίο θα επέβαλε αυξήσεις στις τιμές των καυσίμων και του αερίου θέρμανσης και πάγωμα των μισθών και των συντάξεων.
«Θα κάνουμε τα πάντα ώστε η Ουκρανία να γίνει πιο δυνατή οικονομικά, ώστε η ζωή των ανθρώπων να βελτιωθεί, ώστε η χώρα να είναι ανταγωνιστική», σημείωσε ο ουκρανός πρόεδρος.

He said the EU had offered aid worth 610 million euros and had linked this to Ukraine agreeing on a new programme with the International Monetary Fund which itself had laid down unacceptable conditions.
"We don't have to be humiliated like this. We are a serious country. A European one," he said in a television declaration.
"When it corresponds to our interests, when we have agreed (with the EU) on normal conditions, (only) then can we consider signing," he said.

ReplyDeleteLes dirigeants européens ne sont pas parvenus jeudi soir à convaincre l'Ukraine de signer un accord d'association avec l'UE, a indiqué la présidente lituanienne Dalia Grybauskaité, dont le pays assure la présidence semestrielle de l'UE, alors que s'ouvrait à Vilnius un sommet entre l'UE et six ex-républiques soviétiques (Ukraine, Azerbaïdjan, Arménie, Biélorussie, Géorgie et Moldavie).
"Malheureusement, il semble que les arguments" en faveur de la signature "n'aient pas atteint le président". "Jusqu'à présent, les positions n'ont pas changé", a-t-elle ajouté à l'issue d'un dîner des chefs d'Etat et de gouvernement des Etats de l'UE et des six anciennes républiques soviétiques membres du Partenariat oriental.
"Les Etats membres ont une nouvelle fois écouté les arguments du président ukrainien" Viktor Ianoukovitch. "Malheureusement, il ne parlait pas de l'accord, pas de la signature, mais des problèmes économiques de l'Ukraine", a expliqué Dalia Grybauskaité.
Le Benelux exprime ses regrets
"Il voulait que ces problèmes soient résolus ensemble par l'UE et par la Russie", a-t-elle ajouté, alors que Viktor Ianoukovitch a proposé la semaine dernière qu'un accord d'association avec l'UE soit discuté à trois entre Kiev, Bruxelles et Moscou. Cette demande a été rejetée par l'UE, qui défend le caractère bilatéral de ses accords d'association.
"La Belgique, les Pays-Bas et le Luxembourg regrettent que l'Ukraine suspende les négociations", mais "Kiev doit savoir que l'Union européenne ne ferme pas la porte à des relations plus intenses", a déclaré le Premier ministre luxembourgeois Jean-Claude Juncker au nom du Benelux. Le Premier ministre belge Elio Di Rupo était lui aussi présent à Vilnius.
Censé contribuer à la modernisation politique et économique de ce pays de 46 millions d'habitants, l'accord comporte un important volet commercial permettant l'ouverture du vaste marché européen.
Mais Kiev, qui reste très dépendant de la Russie pour ses exportations et ses livraisons de gaz, a préféré renoncer la semaine dernière face aux menaces russes.
Jeudi soir, dès son arrivée à Vilnius, M. Ianoukovitch avait rencontré pendant plus d'une heure les présidents du Conseil européen, Herman Van Rompuy, et de la Commission, José Manuel Barroso, avant le dîner.
L'UE affirme sans relâche que l'accord est non seulement toujours "sur la table" du sommet, mais qu'il le restera après, en suggérant qu'il pourrait encore être signé dans les prochains mois, notamment lors du sommet UE-Ukraine prévu en février 2014.
Mais pour l'heure, les Européens risquent de devoir se contenter à Vilnius de parapher deux accords d'association, avec la Géorgie et la Moldavie. La signature définitive n'est pas attendue avant quelques mois.

ReplyDeleteDie Hoffnungen auf eine Unterzeichnung des Assoziierungsabkommen der EU mit der Ukraine am Donnerstag sind offenbar endgültig geplatzt. Wie die litauische Präsidentin Dalia Grybauskaite am Abend beim EU-Gipfel zur Östlichen Partnerschaft in Vilnius sagte, sei es der Europäischen Union nicht gelungen, die frühere Sowjetrepublik zu diesem Schritt zu bewegen.
Der ukrainische Präsident Viktor Janukowitsch habe die Argumente der EU, welche Vorteile solche Abkommen bisher anderen Ländern gebracht hätten, nicht erhört, meinte die Gastgeberin beim EU-Ost-Gipfel gegenüber der baltischen Nachrichtenagentur BNS. "Soweit wir das sehen, haben sich die Positionen nicht verändert. Janukowitsch habe lediglich die wirtschaftlichen Probleme seines Landes beschrieben und vorgeschlagen, dass diese von der EU und Russland gemeinsam gelöst werden könnten. Janukowitsch habe auf die hohen Preise verwiesen, die die Ukraine für Erdgas aus Russland zahlen müsse und für Erleichterungen bei einem möglichen Kredit des Internationalen Währungsfonds geworben.
Ein Diplomat sagte, die EU-Vertreter hätten den Vorschlag des ukrainischen Präsidenten zu Dreier-Gesprächen mit Russland abgelehnt. Die Ukraine hatte vor einer Woche auf Druck Russlands die Unterzeichnung eines fertig ausgehandelten Assoziierungs- und Freihandelsabkommen mit der EU verworfen.

Georgia, Moldova Ink EU Agreements as Ukraine Backs Off...
ReplyDeleteVILNIUS, November 29 (RIA Novosti) – Georgia and Moldova signed association agreements with the European Union at a summit Friday as another ex-Soviet country, Ukraine, confirmed it would not go ahead with a similar deal.
The preliminary agreements with Georgia and Moldova, which are set to be ratified next year, put the two countries on a path to stronger economic ties with Europe amid a wider EU push to integrate Eastern European and Southern Caucasus nations formerly ruled from Moscow.
The Eastern Partnership summit began Thursday in the small Baltic state of Lithuania despite Ukraine’s surprise announcement last week that it would not sign the long-planned association agreements.
Residual hopes that Ukrainian President Viktor Yanukovych would change his mind appeared to have been dashed Thursday evening after leaders met behind closed doors.
"It's over," Polish Foreign Minister Radek Sikorski told the Associated Press news agency Friday, when asked about the negotiations over Ukraine’s signing.
“Ukraine Foreign Minister [Leonid] Kozhara in our discussions confirms that Ukraine has succumbed to severe Russian economic pressure,” Swedish Foreign Minister Carl Bildt tweeted.
EU officials have accused the Kremlin of threatening its smaller neighbor with punitive economic sanctions if it signed the agreements in Lithuania. Russian President Vladimir Putin has denied the charge.

Espace aérien uni: Ukraine et UE paraphent un accord....
ReplyDeleteL'Ukraine et l'UE ont paraphé jeudi un accord sur l'espace aérien uni au cours du sommet du Partenariat oriental à Vilnius, a annoncé la Lituanie, qui assure la présidence de l'UE.
"L'Union européenne et l'Ukraine ont paraphé un accord sur l'espace aérien uni dans le cadre du sommet du Partenariat oriental à Vilnius", est-il indiqué sur le site internet de la présidence lituanienne du Conseil de l'UE.
L'accord prévoit notamment la libéralisation progressive des marché et l'harmonisation des normes de l'aviation civile, ainsi qu'une coopération dans le secteur aéronautique. La mise en place d'un espace aérien uni est un élément clé de la réalisation du futur accord d'association Ukraine-UE dans les transports.
Le sommet de Vilnius devait en outre déboucher sur la signature de l'accord d'association et de libre-échange Ukraine-UE, mais le gouvernement ukrainien a suspendu la semaine dernière la préparation de l'accord, motivant cette décision par la nécessité de promouvoir ses relations économiques avec la Russie et les autres pays membres de la Communauté des Etats indépendants (CEI).

Catherine Ashton espera progressos nas negociações com a Ucrânia...
ReplyDeleteA chefe da diplomacia europeia, Catherine Ashton, afirmou, esta sexta-feira, que a União Europeia espera progressos nas negociações com a Ucrânia para a assinatura de um acordo de associação. A Ucrânia renunciou a assinatura do acordo, argumentando motivos económicos.
"O estabelecimento do acordo está em aberto porque é muito importante para a Ucrânia e muito importante para nós" disse Catherine Ashton à chegada ao centro de congressos e exposições Litexpo, que acolhe a terceira cimeira da União Europeia e da Associação Oriental.
A mesma responsável acrescentou que a União Europeia confia que poderá "avançar-se numa solução o mais depressa possível".
Nas vésperas da cimeira de Vilnius, a Ucrânia anunciou a sua renúncia à assinatura do Acordo de Associação com a União europeia, decisão que argumentou com motivos económicos.
Bruxelas mantém, contudo, que a decisão ucraniana se deve a pressões da Rússia, que advertiu que poderia tomar medidas protecionistas para impedir o acesso de produtos ao seu mercado.
Os líderes europeus não conseguiram persuadir o presidente da Ucrânia a assinar um acordo político e comercial entre o país e a União Europeia (UE), disse a presidente da Lituânia, país onde decorre uma cimeira de dois dias.
Nas conversações com o presidente ucraniano Viktor Ianuokovych, "os argumentos da União Europeia não demoveram as suas posições iniciais", declarou a presidente lituana Dalia Grybauskaite à agência de notícias francesa AFP.
De acordo com a chefe de Estado da Lituânia, o presidente da Ucrânia não falou nem do acordo nem da sua assinatura, mas apenas dos problemas económicos do seu país.

Ουκρανία: Για "εσχάτη προδοσία" κατηγορεί τον πρόεδρο Β. Γιανουκόβιτς η αντιπολίτευση...
ReplyDeleteΟι ηγέτες της ουκρανικής αντιπολίτευσης απαίτησαν σήμερα την παραίτηση του προέδρου της χώρας Βίκτορ Γιανουκόβιτς τον οποίο κατηγορούν για "προδοσία" επειδή αρνήθηκε να υπογράψει τη συμφωνία σύνδεσης της Ουκρανίας με την Ευρωπαϊκή Ένωση.
"Απαιτούμε την παραίτηση του Γιανουκόβιτς", τόνισαν μιλώντας σε ένα πλήθος 10.000 υποστηρικτών τους —σύμφωνα με εκτιμήσεις των οργανωτών της κινητοποίησης— που είχαν συγκεντρωθεί στην Πλατεία Ανεξαρτησίας του Κιέβου.
Η ουκρανική αστυνομία έκανε λόγο για 5.000 διαδηλωτές.
Οι συγκεντρωμένοι στην πλατεία φώναζαν συνθήματα όπως "Ντροπή" και "Επανάσταση".
Σε μικρή απόσταση είχαν αναπτυχθεί εκατοντάδες άνδρες των ειδικών δυνάμεων της αστυνομίας, μετά τα μικροεπεισόδια που σημειώθηκαν νωρίτερα το απόγευμα.
"Ζητάμε από το κοινοβούλιο να ξεκινήσει τη διαδικασία αποπομπής του προέδρου και να διεξαχθούν εκλογές πριν από το 2015", είπε ο Αρσένι Γιάτσενιουκ, στενός συνεργάτης της φυλακισμένης ηγέτιδας της αντιπολίτευσης και πρώην πρωθυπουργού Γιούλια Τιμοσένκο.
"Η υπονόμευση της υπογραφής της συμφωνίας συνιστά εσχάτη προδοσία! Θα κάνουμε τα πάντα για να φύγει αυτή η κυβέρνηση. Θα πρέπει να ενωθούμε για να το πετύχουμε", είπε από την πλευρά του ο Βιτάλι Κλίτσκο, ο γνωστός πρωταθλητής της πυγμαχίας που είναι πλέον πρόεδρος του κόμματος Ούνταρ και έχει δηλώσει ότι θα είναι υποψήφιος για την προεδρία της χώρας. "Μας έκλεψαν την ελπίδα μας, την ελπίδα να ζήσουμε σε μια ευρωπαϊκή και σύγχρονη χώρα, να νικήσουμε τη διαφθορά, να έχουμε δίκαια δικαστήρια", πρόσθεσε.
Οι ηγέτες της αντιπολίτευσης επέστρεψαν αργά σήμερα στο Κίεβο από το Βίλνιους της Λιθουανίας όπου είχαν μεταβεί νωρίτερα για να παρουσιάσουν τις απόψεις τους στο περιθώριο της συνόδου Ανατολικής Εταιρικής Σχέσης της Ευρωπαϊκής Ένωσης.
Στη σύνοδο αυτή ο Γιανουκόβιτς, επικαλούμενος οικονομικούς λόγους και τις ρωσικές πιέσεις, επιβεβαίωσε τη στροφή 180 μοιρών που έκανε η κυβέρνησή του από την περασμένη εβδομάδα, διακόπτοντας την προετοιμασία της υπογραφής της συμφωνίας ελευθέρων συναλλαγών με την ΕΕ για να στραφεί προς τη Μόσχα.........http://www.capital.gr/News.asp?id=1917378

Police moved in on protesters who were still camped on the square following bigger demonstrations on Friday night against President Viktor Yanukovich’s decision not to sign a landmark agreement on trade with the European Union.

US state secretary Kerry visits Moldova to show support for EU drive....
ReplyDeleteUS secretary of state John Kerry visited Moldova on December 4 to re-affirm Washington’s support for Chisinau’s drive for closer ties with the European Union. Kerry met with president Nicolae Timofti and prime minister Iurie Leanca, as well as leaders of parties in Moldova’s ruling coalition.
Kerry was originally scheduled to visit Kyiv as part of his four-day trip to Europe and the Middle East, where he would have participated in the Organisation for Security and Cooperation in Europe (OSCE).
His itinerary was changed after Ukraine surprisingly announced that it was freezing plans to sign an association agreement with the EU at the Eastern Partnership summit in Vilnius last week. Most observers saw the change as a clear answer to Ukraine’s intentions of cultivating closer ties with Russia.
Moldova too has come under pressure from Moscow, including a ban on Moldovan wine imports and not-so-veiled threats about possible interruptions in gas supplies. In response, the EU has already moved to remove quotas on Moldovan wine imports, while Kerry visited the extensive underground wine cellars at Cricova, a big attraction to foreign tourists.
“This winery is a fitting reminder of how Moldova’s rich history is intimately tied to its now very promising future. And it’s also a reminder of how Moldova’s future and past are both rooted in Europe,” Kerry said.
“But this visit is much more than a celebration of wine-making, important as that is. I’m here today for a larger purpose. I’m here to congratulate the people of Moldova for initialling an association agreement and a deep and comprehensive free trade agreement with the European Union at the Vilnius summit last week and to pledge the support of the United States of America to you as you finalise this agreement over the course of this next year,” he said.
Kerry’s visit comes two years after US vice president Joe Biden visited Chisinau to offer a similar message. Since the current pro-Western government coalition took office in 2010, Chisinau has played host to senior European diplomats and European Commissioners, as well as German Chancellor Angela Merkel in 2012 – a far cry from previous years, when Russian president Vladimir Putin and other heads of state from the Commonwealth of Independent States were the only foreign dignitaries to visit the country.
Moldova is expected to sign the association agreement with the EU in 2014, but also hopes to finalise the visa-free travel agreement with the EU before the European Parliament elections in May next year – the EC made the formal proposal to lift the visa restrictions on Moldovan citizens on the eve of the Vilnius summit.
