BRUSSELS — The European Union moved quickly
on Wednesday towards agreeing on sanctions against officials who used
excessive force during Ukraine protests that killed at least 25 people.
European Commission President Jose Manuel Barroso said he expected EU governments to urgently agree on targeted sanctions "against those responsible for violence and use of excessive force'' in Ukraine.
EU foreign policy chief Catherine Ashton called an emergency meeting of EU foreign ministers to discuss the situation in Ukraine in Brussels on Thursday, where sanctions are expected to be discussed.
Under sanctions, the EU typically freezes the assets of officials and bars them from traveling to the 28-nation bloc.
"We have... made it clear that the EU will respond to any deterioration on the ground,'' Barroso said in a statement.
"We call on all sides to immediately put an end to the violence and engage into a meaningful dialogue, responding to the democratic aspirations of the Ukrainian people,'' he said.
Ukrainian President Viktor Yanukovich's decision to spurn a trade agreement with the EU last November sparked months of protests in Kiev which culminated in the overnight violence.

Sanctions against Ukrainian leadership illegitimate – Lukashevich...
ReplyDeleteMOSCOW, February 20. /Itar-Tass/. Unilateral sanctions against Ukrainian politicians would be absolutely illegitimate, Russian Foreign Ministry spokesman Aleksandr Lukashevich has said about the United States’ intention to take unilateral measures against Ukraine’s political leadership.
“We have firmly pursued a policy to the effect sanctions can be only collective and adopted by the UN Security Council and that the United Nations alone can adopt and implement restrictive measures towards other states. In that sense we firmly adhere to the assumed commitments,” the diplomat said.
“As for individual sanctions the very same United States or the European Union have been trying to employ, we maintain that from the standpoint of international law such measures are absolutely illegitimate. Apparently, many other UN member-states think likewise,” Lukashevich said.

BRUSSELS, February 20. /ITAR-TASS/. European Union has taken a decision to impose restrictions on the issuance of travel visas to the Ukrainian officials, whom it deems responsible for the use of violence in Ukraine, Reuters said quoting Italian Foreign Minister Emma Bonino.
An EU ministerial gathering in Brussels also decided to freeze the officials’ financial accounts, should the latter be tracked down in the West.
According to Reuters, Bonino said the position had been agreed with the French, German and Polish foreign ministers currently staying in Kiev to hold negotiations with President Viktor Yanukovich.
"The decision is to proceed very rapidly, in the next hours, to a visa ban and asset freeze on those who have committed the violence," she told reporters.
