New wave of riots in Ukraine: justice minister blames opposition

KIEV, February 18. /ITAR-TASS/. Ukraine’s acting Justice Minister Elena Lukash has placed entire responsibility for a new round of confrontation in Kiev on the leaders of the Ukrainian opposition.


“Today, opposition leaders bear personal responsibility for a new spiral of confrontation. 

Their actions have imperiled civil peace and Ukraine’s future,” she said in a statement posted on the presidential website on Tuesday.

“The protest, which was announced as a peace action only yesterday, has grown into open armed clashes with extremists today,” she stressed. 

 “The opposition has ignored the calls of Ukrainian President Viktor Yanukovich and the leaders of the European Union and the United States for a peaceful settlement of the conflict.

    Глава дипломатии ЕС призвала власти Украины "устранить коренные причины кризиса". "Политические решения должны приниматься в парламенте, и Украина должна срочно вернуться к парламентскому процессу.

    Политические лидеры должны теперь взять на себя общую ответственность, чтобы восстановить доверие и создать условия для эффективного выхода из кризиса", - отметила Эштон.

    По ее мнению, "выход из кризиса заключается в формировании нового плюралистического правительства, прогрессе в конституционной реформе и подготовке к прозрачным и демократическим президентским выборам". "Евросоюз готов помочь Украине в этом процессе", - заключила глава дипломатии ЕС.

    • Des affrontements entre manifestants anti-gouvernement et policiers ont fait au moins sept morts mardi - cinq civiles et deux policiers - dans la capitale ukrainienne.

    • Les manifestants veulent empêcher le président ukrainien de nommer un nouveau Premier ministre pro-russe, au moment où le Parlement examine une réforme constitutionnelle réduisant les pouvoirs présidentiels.

    • Il s’agit des premiers affrontements à Kiev depuis ceux de la fin janvier, qui avaient fait quatre morts et plus de 500 blessés. L'opposition accuse le pouvoir en place de céder aux pressions de Moscou depuis que Ianoukovitch a renoncé, en novembre, à signer un accord d'association avec l'Union européenne.

      KIEV, February 18. /ITAR-TASS/. Oleg Tatarov, the deputy head of Ukraine’s Interior Ministry main investigative department, told Itar-Tass on Tuesday that unidentified persons had attacked the Canadian embassy in Kiev.

      “A group of unidentified persons armed with sticks burst into the Canadian embassy in Ukraine and started crushing property,” Tatarov said, adding the assaulters had tried to inflict bodily harm to the embassy staff.

      Tatarov noted that criminal proceedings had been initiated in this connection. He did not give any further details.

      Germany and France will discuss the possibility of imposing sanctions on Ukraine at a joint cabinet meeting in Paris later Wednesday, Germany's ambassador to France told French radio.

      "The violence in Ukraine must stop immediately," Ambassador Susanne Wasum-Rainer told France Inter radio, ahead of the meeting between German Chancellor Angela Merkel and President Francois Hollande and their respective cabinets.

      "One must probably reflect together on the need now for sanctions," she said.

      Asked what type of sanctions might be considered she said "everything is possible" but emphasized: "We must not punish the population. We must see what we can do to exert more pressure on the Ukrainian government."

  6. Counterterrorism operation starts in downtown Kiev...

    KIEV, February 18. /ITAR-TASS/. Ukrainian law enforcement officers have started a counterterrorism operation on downtown Kiev’s Independence Square (Maidan).

    A few vehicles with water cannons approached protesters, and law enforcers used the cannons to oust demonstrators from adjacent streets to the center of Maidan. Protesters are throwing stones and Molotov cocktails at Berkut riot police.

    Calls are heard from protesters not to use force.

    Meanwhile, demonstrators set an armored personnel carrier on fire.

    Вновь резко обострилась обстановка в центре Киева. Боевики, которых оппозиционные лидеры призывали к так называемому «мирному наступлению», избивают и забрасывают камнями правоохранителей, поджигают автомашины, разорили аптеку, напали на штаб-квартиру Партии регионов, заблокировали здание Верховной Рады. Депутатам предъявляются ультимативные требования. Оппозиция ситуацию в своих рядах уже не контролирует. Налицо откровенное надругательство над правопорядком, да и просто здравым смыслом.

    Происходящее является прямым результатом политики попустительства со стороны тех западных политиков и европейских структур, которые с самого начала кризиса закрывают глаза на агрессивные действия радикальных сил на Украине, тем самым поощряя их к эскалации и провокациям по отношению к законной власти.

    Вновь призываем украинскую оппозицию отказаться от угроз и ультиматумов и наладить содержательный диалог с властью с целью поиска путей вывода страны из глубокого кризиса.

    Ukrainian riot police are moving in against thousands of protesters on Kiev's Independent Square.

    Fresh clashes rocked Kiev's main protest camp on Independence Square with riot police confronting anti-government protestors.

    Police warned women and children to leave the area as they moved on opposition positions with water cannon while protestors responded by throwing Molotov cocktails and setting fire to part of the tent encampment.

    35 сотрудников правоохранительных органов получили огнестрельные ранения.

    КИЕВ, 18 февраля. /ИТАР-ТАСС/. В Киеве 135 сотрудников правоохранительных органов, пострадавших во время массовых беспорядков, были госпитализированы, трое из них погибли, 35 находятся в тяжелом состоянии.

    Как сообщили в МВД Украины, 35 милиционеров получили огнестрельные ранения.

    "Всего за медицинской помощью обратились 157 сотрудников милиции и военнослужащих внутренних войск", - говорится в сообщении, размещенном на сайте министерства.

    Ранее украинские СМИ сообщали, что в киевских беспорядках 18 февраля погибли восемь человек.

  12. Ukrainian president to meet opposition leaders when violent resistance is over...

    Ukrainian President Viktor Yanukovich will meet the opposition leaders when violent resistance ends in Kiev, presidential adviser Anna German, a Party of Regions deputy, said on Tuesday.

    She added that the talks would take place only when the opposition changed methods of struggle and removed armed people from the streets and when peace returned to the country.

    “Then it will be possible to sit down to talks,” Ukraine’s independent news agency UNIAN quoted German as saying.

    She confirmed that Yanukovich had met opposition representatives on Tuesday but did not go into details.

    Ukrainian parliament speaker Vladimir Rybak said earlier on Tuesday that President Viktor Yanukovich and the opposition leaders would meet on Wednesday to discuss the situation in the country.

    “The meeting is preliminary set for 11:00 (13:00 Moscow time),” Rybak said.

    He explained that the deputies would have to pass decisions, which parliament should be able to consider at its plenary meeting on Thursday.

    “On Thursday, we are planning to discuss the creation of a temporary commission that will try to reach an agreement on amendments to the Constitution,” Rybak added.

    Ukrainian media have reported that a former Israeli army officer is playing a leading role in the anti-government protests in the former Soviet republic.

    According to reports, the unnamed Israeli commands a group of 20 Ukrainian militants.

    Four other Israelis, who had previously served in the army, were recently reported to have taken part in opposition rallies in Ukraine’s capital, Kiev.

    They were born in Ukraine but migrated to Israel and joined its armed forces before returning to the European country for the demonstrations.

    (Reuters) - Ukrainian protesters hurled petrol bombs, fireworks and stones at riot police on the edge of Kiev's Independence Square on Tuesday, and nine people died in the worst day of violence since demonstrations erupted against President Viktor Yanukovich.

    Western powers warned Yanukovich against trying to smash the 12 week-old pro-European demonstrations and opposition leader Vitaly Klitschko, fearing an assault, urged women and children to leave the central square - also known as Maidan - "to avoid further victims".

  15. Leaders of Ukrainian opposition must be punished for events in Kiev – lawmaker...

    KIEV, February 18. /ITAR-TASS/. The opposition leaders will bear responsibility for what happened in Kiev this Tuesday, Aleksandr Yefremov, the chairman of the faction of the Party of Regions in Ukrainian parliament, told a briefing on Tuesday.

    “The opposition leaders are mistaken if they think they can avoid the responsibility for urging people to come to Kiev, to take up arms and commit crimes,” he said. “They can hardly avoid responsibility. I don’t know in what way they will be punished but history invariably catches up with those who stir up civil confrontation,” Yefremov said.

    He stressed that protesters on Tuesday carried fire arms. “Radical protesters at so-called peaceful rallies had fire arms and used them.” Yefremov added.

  16. Manifestaciones en Ucrania dejan 9 muertos y decenas de heridos....

    Un total de nueve personas muertas y al menos 150 heridos registraron las autoridades ucranianas tras la jornada de protestas que se inició este martes en la capital Kiev tras el asalto a la sede del partido gobernante.

    En esta jornada también resultaron heridos 47 efectivos de orden público. Según un portavoz de la policía de la capital ucraniana, siete de los muertos serían civiles, entre los que figurarían varios manifestantes, y dos efectivos del ministerio del Interior.

    La agencia Interfax-Ucrania, reseñó que tres de los manifestantes habrían muerto durante el asalto a la sede del gobernante Partido de las Regiones, al que los opositores prendieron fuego con cócteles molotov.

    "Uno murió en la oficina del Partido de las Regiones asfixiado por el humo, tres muertos se encontraban en la Casa de los Oficiales dos con heridas de bala y otro en un accidente de tráfico y otro murió en una ambulancia en la calle Mazepa, también de un disparo", señaló una fuente policial.

    De igual modo, comentó que otros dos murieron de infarto en la calle Institútskaya, donde tuvieron lugar los primeros choques entre manifestantes y antidisturbios.

    En un informe oficial, el Ministerio del Interior ucraniano informó sobre 22 heridos graves entre las fuerzas del orden, 18 de ellos con heridas de bala.

    El dirigente opositor Vitali Klitschkó no descartó una dispersión violenta de la plaza de la Independencia, después de que los efectivos antidisturbios rodearan el espacio considerado bastión de las protestas antigubernamentales.

    El lunes miles de manifestantes ucranianos tomaron nuevamente las calles de forma violenta, llegando a romper un cordón policial que había sido desplegado en la inmediaciones del Parlamento nacional y luego prenderle fuego a la sede del partido gobernante, ambos ubicados en la ciudad capital.

    Anti-government protesters in the western Ukrainian city of Lviv on Tuesday seized the regional administration building and police headquarters as clashes raged in Kiev.

    Some 500 demonstrators stormed the regional administration after bombarding it with stones before taking the control of the local police headquarters in the largely pro-EU city.

    An American diplomat has said that “the USA holds Yanukovich responsible” for the escalation of crisis in the country. Russia believes that this kind of stance actually encourages radicals on the streets of Kiev to provoke violence.

    "From this moment on, the USA holds Yanukovich responsible for everything that happens in Ukraine," US Ambassador to Ukraine Geoffrey R. Pyatt told the Zerkalo Nedeli newspaper. The comment came after diplomats in Ukraine met with Foreign Minister Leonid Kozhara.
