EU summit confirms sanctions expansion against Russia

The European Union’s summit officially confirmed that sanctions against Russia will be expanded, according to the summit’s final communique distributed in Brussels. 

Additional sanctions agreed at a European Union summit envision putting new individuals and companies on a blacklist for Russia and Ukraine, a diplomatic source said on the sidelines of the EU summit.

The source said the talk was about entities whose actions undermine Ukraine’s territorial integrity.

As of now, the EU blacklist contains 72 individuals, including Russian politicians and officials, as well as militia leaders of the self-proclaimed Donetsk People’s Republic (DPR) and Lugansk People’s Republic (LPR) in eastern Ukraine. Besides, there are two Crimean companies on that list.
Western nations have subjected some Russian officials and companies to targeted sanctions, including visa bans and asset freezes, following Crimea’s incorporation by Russia in mid-March.
  • Despite Moscow’s repeated statements that the Crimean referendum on secession from Ukraine was in line with the international law and the UN Charter and in conformity with the precedent set by Kosovo’s secession from Serbia in 2008, the West and Kiev have refused to recognize the legality of Crimea’s reunification with Russia.
The West, led by the United States, has threatened Russia with further punitive measures, including economic ones, for incorporation of Crimea and what the West claimed was Moscow’s alleged involvement in protests of federalization supporters in Ukraine’s embattled Southeast.

Russia has repeatedly dismissed Western allegations that it could in any way be involved in protests in the Southeast of Ukraine, which started after Crimea refused to recognize the authorities propelled to power during a coup in Ukraine in February and reunified with Russia in mid-March after some 60 years as part of Ukraine.
Moscow has rejected the threats of broader sanctions saying the language of penalties is counterproductive and will strike back at Western countries.

Pro-Kiev troops and local militias in the southeastern Ukrainian Donetsk and Lugansk regions are involved in fierce clashes as the Ukrainian armed forces are conducting a military operation to regain control over the breakaway regions, which on May 11 proclaimed their independence at local referendums.
During the military operation, conducted since mid-April, Kiev has used armored vehicles, heavy artillery and attack aviation. According to Ukraine’s Health Ministry, 478 civilians have been killed and 1,392 wounded in it. Many buildings have been destroyed and tens of thousands of people have had to flee Ukraine’s war-torn Southeast.

  2. European leaders agreed on Wednesday to expand sanctions against Russia at a special meeting of the European Council in line with the actions of the United States....

    An official statement after the meeting said the European Council agreed to expand the restrictive measures, with a view to targeting entities, including those from Russia.

    A first list of entities and persons will be decided by the end of July.

    The European Council condemned the continuation of illegal activities by armed militants in Eastern Ukraine in the statement.

    Meanwhile, U.S. Department of the Treasury on Wednesday escalated sanctions against Russia over the Ukraine crisis, targeting a number of Russian banks as well as energy and defense firms, according to U.S. media.

    The European Council also requested the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD) to suspend the new financing operations in the Russia.

    "We believe that the Russian contribution to peace in Ukraine is not sufficient," Angela Merkel, German chancellor said on arrival for the meeting.

    "There are important discussions here today and perhaps the most important is that the situation in Ukraine is not acceptable," British Prime Minister David Cameron said on his arrival.

    "The territorial integrity of that country is not being respected by Russia and we need to send a clear message with clear actions at this council meeting tonight." he said.

    EU decided to add 11 more people to its list of sanctions over Ukraine situation last week, bringing the number of people on its Ukraine-related blacklist to 72.

    La Russie a jugé jeudi les nouvelles sanctions américaines prises à son encontre "scandaleuses" et "totalement inacceptables", et a promis d'y répondre par des mesures "douloureuses", a annoncé le vice-ministre russe des Affaires étrangères Sergueï Riabkov.

    "La nouvelle décision de l'administration américaine d'introduire des sanctions, sous un prétexte faux et fallacieux, contre un certain nombre d'entités et d'individus russes ne peut pas être qualifié autrement que scandaleuse et totalement inacceptable", a-t-il déclaré, cité par l'agence Interfax, ajoutant que Moscou prendrait des mesures "qui seront reçues à Washington de manière grave et douloureuse". "Nous ne cherchons pas un effet temporaire et ne souhaitons pas copier les méthodes de l'administration américaine (...). Nous ne répondrons pas à la provocation et agirons calmement", a-t-il poursuivi.

    Les États-Unis ont étoffé mercredi leurs sanctions économiques contre la Russie pour son rôle dans la crise en Ukraine, en visant notamment le géant russe des hydrocarbures Rosneft et la banque de Gazprom, Gazprombank. "La logique d'imposer sa volonté politique sur d'autres États domine à Washington. Cette logique est défectueuse et vouée à l'échec. (...) Cette décision n'amènera à rien d'autre qu'à des complications dans les relations russo-américaines", a indiqué M. Riabkov. "Washington doit comprendre que caractère néfaste de telles méthodes, non seulement pour son partenariat avec la Russie, mais également pour la politique étrangère et les intérêts économiques des États-Unis eux-mêmes", a-t-il lancé.

    Moscow considers new package of the US sanctions against Russia "a primitive attempt at revenge for the course of events in Ukraine"

    European Union yielded to the US blackmail despite its own interests and chose the path of anti-Russian sanctions, the Russian Foreign Ministry said on Thursday.

    Moscow pointed to the conclusions of the European Council meeting about the situation in Ukraine on July 16.

    "We are disappointed that the European Union, contrary to its interests, yielded to the US administration blackmail and went the path of anti-Russian sanctions," the Ministry said. "Brussels, like Washington, uses "the mirror world logic", where all problems are blamed on those who make real efforts to de-escalate the situation in Ukraine, while flagrant facts such as the incessant refugees flow from Ukraine to Russia, shelling of the Russian territory and other anti-Russian provocations are conspicuously hushed up.

    Supporting anti-Russian sanctions, the European Union "takes responsibility for Kiev's ongoing military operation that kills people every day", the Russian Foreign Ministry said.

    "Instead of using the opportunities available to start a dialogue between Kiev and respresentatives of the country's southeast, the European Union did bidding of those who advocate resolution of the internal Ukrainian conflict by force and provoking confrontation with Russia in this situation," the Ministry said.

    Russia hopes that the European Union will put forward its own position in international affairs meeting interests of all countries on our continent.
