The decree “on the use of specific economic measures” has been signed in response to sanctions imposed on Russia by a number of states over the Ukrainian crisis, the Kremlin said on its website.
While the law comes into force immediately, the government has been tasked to come up with a concrete list of imports to be banned.
The decree orders the Cabinet to take measures to provide a balance on product markets and prevent rapid price growth. The government has also to join efforts with manufacturers, businesses and retail store chains to increase the Russian goods supply.
Meanwhile, ministers are already drafting a list of products that could be affected by the ban, Natalia Timakova, a press-secretary for PM Dmitry Medvedev told RIA Novosti.
Russia came up with retaliation sanctions after the EU and the US introduced their own economic measures against Russia over the Ukrainian crisis.
Speaking on Tuesday, ahead of signing the decree, Putin stressed that Moscow’s response should be “cautious.”
“Obviously we need to do it cautiously in order to support domestic manufacturers, but not hurt consumers,” he said.
- Putin described the political tools of pressure being used against the Russian economy as unacceptable and added that they go against international rules and norms.
- A day earlier, Medvedev said that Moscow would consider possible responses to EU sanctions against Russian airlines.

ReplyDeleteПрезидент подписал Указ «О применении отдельных специальных экономических мер в целях обеспечения безопасности Российской Федерации».
Текст документа:
В целях защиты национальных интересов Российской Федерации и в соответствии с федеральными законами от 30 декабря 2006 г. № 281-ФЗ «О специальных экономических мерах» и от 28 декабря 2010 г. № 390-ФЗ «О безопасности» постановляю:
1. Органам государственной власти Российской Федерации, федеральным государственным органам, органам местного самоуправления, юридическим лицам, образованным в соответствии с законодательством Российской Федерации, организациям и физическим лицам, находящимся под юрисдикцией Российской Федерации, в своей деятельности исходить из того, что в течение одного года со дня вступления в силу настоящего Указа запрещается либо ограничивается осуществление внешнеэкономических операций, предусматривающих ввоз на территорию Российской Федерации отдельных видов сельскохозяйственной продукции, сырья и продовольствия, страной происхождения которых является государство, принявшее решение о введении экономических санкций в отношении российских юридических и (или) физических лиц или присоединившееся к такому решению.
2. Правительству Российской Федерации:
а) определить перечень видов сельскохозяйственной продукции, сырья и продовольствия, названных в пункте 1 настоящего Указа, предусмотрев возможность его корректировки с учетом положений подпункта «в» настоящего пункта;
б) установить перечень конкретных действий, необходимых для реализации настоящего Указа;
в) принять меры по обеспечению сбалансированности товарных рынков и недопущению ускоренного роста цен на сельскохозяйственную и продовольственную продукцию;
г) организовать совместно с высшими органами исполнительной власти субъектов Российской Федерации оперативный мониторинг товарных рынков и контроль за их состоянием;
д) обеспечить совместно с объединениями товаропроизводителей, торговых сетей и организаций разработку и реализацию комплекса мероприятий, направленных на увеличение предложения отечественных товаров;
е) обеспечить в соответствии со своей компетенцией осуществление иных мер, необходимых для реализации настоящего Указа;
ж) при необходимости вносить предложения об изменении срока действия запрета, предусмотренного пунктом 1 настоящего Указа.
3. Настоящий Указ вступает в силу со дня его подписания.

The government’s commissioner for European integration, Valery Pyatnitsky, said the list of Russian companies to be subject to sanctions would be published on August 12.
Russian business in Ukraine operates mainly in such sectors as banking, finance, telecommunications, fuel and energy, and restaurants. LUKOIL, Rosneft and Tatneft have their subsidiaries in Ukraine.
There are also eight subsidiaries of Russian banks, including Sberbank and VTB, and two stock exchanges with Russian capital.

Russian retail networks need a month of two to replace the food products the import of which has been banned in response to Western sanctions, Andrei Karpov, Executive Director of the Association of Retail Traders, said on Wednesday....

Karpov believes that retail chains will now work with a wider range of suppliers both in Russia and in countries that did not support the sanctions.
This will also allow local suppliers, who used to work within their respective regions, to expand their operations, he added.
