Ukraine Passes Bill to Change Administrative Borders Within Luhansk Region

KIEV, October 7 (RIA Novosti) – The Ukrainian parliament passed a bill Tuesday to change administrative borders within the volatile Luhansk Region, which declared independence in May.
The bill was supported by 236 lawmakers with at least 226 votes required to pass it.
Ukrainian president’s envoy to the parliament, Ruslan Kniazevych, earlier said the move was necessary to improve social services in some of the region’s districts that are under the Kiev government’s control.
Earlier, the head of the self-proclaimed Luhansk People's Republic said that Ukrainian president's initiative to change administrative borders of the Luhansk region is baseless.

The status of Ukraine's eastern regions remains a stumbling block to the settlement of the country's crisis. On September 16, the Ukrainian parliament approved a bill granting special status to the self-proclaimed Luhansk and Donetsk people's republics for the next three years.
The law gave the Ukrainian Cabinet and other central executive bodies the power to sign agreements with local administrative bodies on social, economic, cultural and other issues. The bill stated that local elections are to take place in the regions on December 7. It also guaranteed the right to use and study Russian or any other Ukrainian language.
Donetsk and Luhansk leaders have laid claim to the whole territory within the borders of the respective administrative entities in Ukraine and want full independence........http://en.ria.ru

  1. Kiev moves hundreds of armoured vehicles to east of Ukraine amid ceasefire...

    Since the ceasefire regime in Ukraine’s east took effect, Kiev’s authorities have redeployed there several hundred armoured vehicles, Ukrainian presidential adviser Yuri Lutsenko told Ukrainian television on Wednesday.

    “I have no right to specify the figure, but I assure you: hundreds of armoured vehicles have been moved to the front these days. And thousands of much better trained troops are now in rotation,” he said.

    On Monday, similar statements were made by spokesman for the National Security and Defense Council of Ukraine Andrei Lysenko. According to him, the ceasefire in the east of Ukraine has allowed Kiev’s security forces to regroup, optimise operation of the defence industry enterprises and complete the third mobilisation wave.

    Ukrainian President Petro Poroshenko last week gave a similar assessment to the ceasefire results. He said during a trip to Lviv that Kiev should effectively use the ceasefire regime in order to improve the defense and boost the army’s combat effectiveness.

    Poroshenko also said Ukraine is doing everything possible to make the army stronger.
