That's according to two Obama administration officials who weren't authorized to comment publicly and requested anonymity.
The U.S. has been seeking permission for months for the U.S.-led coalition to use Incirlik as a launching pad. Turkey had been resistant to the idea amid domestic opposition. But in recent days, Turkey has been hit by a surge of violence blamed on ISIS-linked militants.
The officials say President Barack Obama and Turkish Prime Minister Recep Tayyip Erdogan discussed the plan during a phone call Wednesday.
The White House is declining to confirm the Incirlik agreement but says Obama and Erdogan discussed deepening cooperation in the fight against ISIS.

A government official said three F-16 jets took off from Diyarbakir airbase in southeast Turkey early Friday and used smart bombs to hit three IS targets. Türkische Kampfflugzeuge haben einen Luftangriff auf Ziele der Terrormiliz „Islamischer Staat“ (IS) in Syrien geflogen. Bei den Bombardements am frühen Freitagmorgen seien zwei Hauptquartiere und ein Sammelpunkt der Extremisten getroffen worden, erklärte Regierungschef Ahmet Davutoglu. Die drei Kampfflugzeuge seien anschließend auf die Basis Diyarbakir im Südosten der Türkei zurückgekehrt. Geflogen wurden die Angriffe vor 3 Uhr.
Der türkischen Nachrichtenagentur Dogan zufolge lagen die Ziele rund um das Dorf Hawar, unweit der südlichen türkischen Provinz Kilis. Die Türkei sei „entschlossen“, alle Vorkehrungen zu treffen, um die nationale Sicherheit zu verteidigen, hieß es in der Erklärung der türkischen Regierung. Demnach fiel die Entscheidung zu Luftangriffen bei einem Treffen von Sicherheitsvertretern in Ankara am Donnerstagabend.
Es war das erste Mal seit dem Erstarken der Miliz im Sommer vergangenen Jahres, dass die türkische Luftwaffe Angriffe auf IS-Stellungen in Syrien flog. The agreement for US planes to use Incirlik base in southern Turkey envisages a 90-kilometer (56 mile) no-fly zone between the Syrian towns of Marea and Jarabulus to the east, the Hurriyet daily said.

Turkey, which straddles Europe and Asia and borders the Middle East, had long been reluctant to join the U.S.-led coalition against the extremist group.
In a related, long-awaited development, Turkey said it has agreed to allow U.S.-led coalition forces to base manned and unmanned aircraft at its air bases for operations targeting the IS group.
A Turkish Foreign Ministry statement said Turkey's military would also take part in the operations.
The foreign ministry would not provide details on the agreement, citing operational reasons, but said it expected Turkey's co-operation to "make a difference" to the campaign. The statement did not say which bases would be used, but Turkish media reports said they would include Incirlik, Diyarbakir and Batman, all in southern Turkey near the border with Syria........AP.......ctvnews.ca
