He said the attempt by "some members of the Council" to block the document submitted for the Security Council consideration in September is "politically shortsighted".
"It’s impossible to fight terrorists with one hand and actually play along with them with the other while being guided by opportunistic reasons. We plan to continue active work to coordinate our draft for it to be adopted as soon as possible," Churkin said.

"The organizers and perpetrators of these bloody crimes will have their inevitable punishment. They should be looked for wherever they are hiding," Churkin said, adding that Russia is ready for "broad interaction with other states for these purposes".
Russia submitted the text of the resolution on coordination of actions in the fight against terrorist organizations in late September. The document did not suit a number of Western countries as it calls to coordinate antiterrorism efforts with the authorities of the countries on whose territory military operations are conducted.
The Russian Federation submitted an updated draft November 18. Churkin earlier said it "clearly formulates the concept of self-defense and Article 51 of the UN Charter".

ReplyDeleteRussland hält den Versuch einiger Mitglieder des UN-Sicherheitsrates, die Arbeit an dem am 30. September eingebrachten und am 18. November erneuerten Resolutionsentwurf zum Kampf gegen den Terrorismus zu stoppen, für politisch kurzsichtig, sagte der russische UN-Botschafter Vitali Tschurkin in einer Sitzung des UN-Sicherheitsrates.
„Wir halten den Versuch einiger Ratsmitglieder, die Arbeit an unserem Entwurf zu blockieren, für politisch kurzsichtig. Man darf nicht mit der einen Hand gegen die Terroristen kämpfen und ihnen mit der anderen – je nach Konjunktur – faktisch den Ball zuspielen. Wir sind gewillt, mit der aktiven Arbeit zur Abstimmung unseres Entwurfs fortzufahren, um dessen schnellstmögliche Verabschiedung herbeizuführen“, so Tschurkin.

ReplyDeleteIl documento esorta all’intensificazione e al coordinamento della lotta contro gruppi estremistici internazionali, che deve essere condotta nell’ambito del diritto internazionale.
Il Consiglio di sicurezza dell'ONU ha votato all'unanimità la risoluzione della Francia per il coordinamento della lotta contro i terroristi dello "Stato islamico" e Al-Qaida. A favore del documento hanno votato tutti i membri del Cosiglio.
Il documento proposto dalla Francia esorta gli Stati membri, che ne hanno la possibilità, a intraprendere tutte le misure che si rendono indipensabili e sono in linea con il diritto internazionale, "specie con la Carta dell'ONU e le norme internazionali in materia di diritti umani, diritti dei rifugiati e diritto umanitario nei territori di Siria e Iraq, controllati dall'ISIS".
La risoluzione sottolinea anche la necessità di raddoppiare e coordinare gli sforzi per prevenire e reprimere gli atti terroristici da parte dello "Stato islamico" e del "Fronte al-Nusra", e da parte di tutti gli altri individui, gruppi, imprese e organizzazioni, legate ad Al-Qaida.
Il documento esorta a "sradicare il rifugio sicuro" creato dai terroristi in Iraq e Siria, e riconosce "Fronte al-Nusra" e tutti i gruppi legati ad Al-Qaida come una minaccia alla pace e alla sicurezza internazionali".
