EU leaders have given Russia three days to take four steps on Ukraine or face targeted sanctions.
In a statement on Friday, 28 European Union leaders said Russia must agree a verification mechanism for the effective control of the border and a ceasefire in eastern Ukraine with pro-Russian rebels; return three border checkpoints at Izvarino, Dolzhanskiy and Krasnopartizansk to Ukraine; release all hostages and support the peace plan of Ukrainian President Petro Poroshenko.
Poroshenko announced a 14-point peace plan on 18 June, including a unilateral ceasefire and reforms to grant more regional autonomy.
The EU also demanded Russia stop militants and weapons from crossing the border.

The statement said the EU will host a high-level donor coordination meeting in Brussels on 8 July to provide economic support to Ukraine.

EU leaders meeting in Brussels demanded separatists, whom Ukraine and its allies say are backed by Russian President Vladimir Putin’s government, return border checkpoints, release hostages and start talks to implement a peace plan drawn up by Ukrainian President Petro Poroshenko by June 30. Failure to do so will result in “further significant restrictive measures” against Russia, the leaders said in a statement.
Trying to bolster solidarity from richer nations to Ukraine’s west against what it calls Russian aggression, Poroshenko also signed a free-trade pact with the 28-member bloc, which he said showed Ukraine’s “sovereign choice in favor of future membership of the EU.”
